HI, I'M JOHN BUTLER, 1, 1 1 7 MAGNOLIA TRACE.

I'M HERE TO SPEAK ON THE DANGERS PRESENTED TO THE PUBLIC AND ESPECIALLY THE YOUNG PUBLIC BY E-BIKES, SCOOTERS, AND MOTORCYCLES.

BY DOING THIS, I HOPE TO ENCOURAGE SOME ACTION TO ENHANCE SAFETY AND AWARENESS OF THE DANGERS AND LIABILITY OF PARENTS.

MAYBE EVEN PREVENT THE LOSS OF LIFE AS ONE PERSON HAS ALREADY DIED IN AN E-BIKE ACCIDENT IN HOUSTON.

RECENTLY BEING A RETIRED POLICE OFFICER WITH ALMOST 40 YEARS EXPERIENCE AND HAVING WORKED MANY ACCIDENTS, SOME FATAL.

I THINK I MAY HAVE A BETTER APPRECIATION OF THE DANGERS OF SPEED, EVEN LOW SPEEDS TO THE UNPROTECTED.

RECENTLY MY WIFE RUNS AT FIRST AID TO AN E-BIKE RIDER INJURED DIRECTLY IN FRONT OF OUR HOUSE.

HE'LL PROBABLY NEED SURGERY ALSO.

TWO BLOCKS FROM MY HOUSE.

AN E-BIKE RIDER WAS INJURED WHEN STRUCK BY A CAR.

BESIDES THE EVENTS CAUSING INJURIES, I WAS SITTING ON MY GLIDER IN FRONT OF MY HOUSE ONE DAY ENJOYING A VIEW OF A LAKE.

51 E-BIKES, SCOOTERS, AND MOTORCYCLES RODE BY DOING WHEELIES, WAVING, STANDING UP, COVERING BOTH SIDES OF THE ROAD, RIDING, RIDING VERY RECKLESSLY A LITTLE OF A ON A CUL-DE-SAC WITH A CURVY ROAD, MAKING IT A DANGEROUS INTERSECTION WITH JOGGERS, PEDESTRIANS, OLD FOLKS WALKING A BUS STOP, CHILDREN CROSSING THE STREET, WOMEN PUSHING BABY CARRIAGES, TRICYCLES AND SMALL BICYCLES, CARS BACKING OUTTA DRIVEWAYS, ET CETERA.

THE POINT IS, THE POTENTIAL FOR AN ACCIDENT, A SERIOUS ACCIDENT WAS HIGH.

I UNDERSTAND THIS WAS AN ORGANIZED EVENT, BUT THOUGHTLESS AFTER THE DANGER REPRESENTED TO BOTH THE RIDERS AND THE GENERAL PUBLIC.

ONE OTHER INCIDENT TO MAKE MY POINT, MY MAILBOX IS 30 STEPS FROM MY BACKYARD.

I GOT MY MAIL ONE DAY LOOKING AT MY MAIL AS I STOOD ON THE CONCRETE SQUARE THAT CONTAINED THE MAILBOXES, ONE STEP BACKWARD AND I'M ON THE SIDEWALK.

I HEARD SOMETHING TO MY LEFT, I LOOKED UP AND A YOUNG, MAYBE 12-YEAR-OLD GIRL ROUTING AN E SCOOTER WENT BY AT 20 MILES AN HOUR.

IF I HAD STEPPED BACK, I WOULD'VE BEEN SERIOUSLY INJURED, AS WOULD SHE.

THEY'RE QUIET.

SHE CROSSED THE INTERSECTION WITHOUT LOOKING, OBLIVIOUS TO THE DANGER.

I DON'T THINK PARENTS KNOW THEIR CHILDREN REALIZE THE DANGER THESE DEVICES REPRESENT UNTIL IT'S TOO LATE.

I UNDERSTAND THE POLICE DEPARTMENT IS WORKING ON THIS AND I KNOW SERGEANT HENRY GONZALEZ IS DOING ALL HE CAN AS A DEDICATED PUBLIC SERVANT.

BESIDES CITING VIOLATORS, TAKING THE DEVICES AND MAKING THE PARENTS PICK THEM UP AND PAY THE FINES.

WHAT ELSE CAN WE DO? MAYBE AN EDUCATIONAL SAFETY PROGRAM BY THE SCHOOL, THE SHERIFF'S DEPARTMENT WHO PROTECTS THE SCHOOL IN THE POLICE DEPARTMENT TO EDUCATE THE PARENTS AND THE OPERATORS ON SAFETY REQUIREMENTS AND THE LAW.

AND ESPECIALLY TO PARENTS, THEIR LIABILITY AS A MOTHER IN CALIFORNIA, A MUCH MORE LIBERAL STATE ON TRIAL FOR MANSLAUGHTER RIGHT NOW, FACING EIGHT YEARS IN PRISON FOR HER SON, RUNNING OVER AND KILLING AN 87-YEAR-OLD VIETNAM VET WITH HIS E MOTORCYCLE.

HE'D BEEN CITED AND BEFORE, I KNOW THERE ARE GOOD IDEAS OUT THERE AND I ENCOURAGE YOU TO SEEK THEM OUT.

DOING NOTHING IS WAITING FOR A TRAGIC HEADLINE LEAGUE CITY.

UM, HERE TO TALK A LITTLE BIT ABOUT, UM, ITEM NINE NINE C, THE ECONOMIC DEVELOPMENT STRATEGIC PLAN.

BUT BEFORE I DIVE INTO THAT, DID WANNA SAY, MAYOR, THANKS FOR YOUR LEADERSHIP ON A NUMBER OF ECONOMIC DEVELOPMENT RELATED ISSUES, INCLUDING THE BOAT ISSUE THAT WE'VE TALKED ABOUT A NUMBER OF TIMES.

UH, MANY OF Y'ALL KNOW.

AND THANK YOU TO ALL OF YOU FOR YOUR SERVICE ON CITY COUNCIL.

UH, THAT WE HOST THE LARGEST, UM, UH, SPACE CONFERENCE IN THE STATE AND ONE OF THE LARGEST IN THE COUNTRY, ASCEND IN SOUTH SHORE HARBOR.

WE ALSO HOST OUR BANQUET HERE.

UH, AND SO HAVE A VERY VESTED INTEREST IN THE SUCCESS, UH, AND, UH, LONG-TERM ECONOMIC DEVELOPMENT CAPABILITIES OF OF LEAGUE CITY.

UM, I HAD AN OPPORTUNITY TO SERVE ON THE, UM, UH, ONE OF THE PLANNING OR SEVERAL OF THE PLANNING MEETINGS FOR THAT COMMITTEE AND WANTED TO GIVE, UH, EXPRESS MY APPRECIATION TO JOHN BAUMGARTNER, UH, TO RICK DAVIS, STRAY HICKS, AND CERTAINLY SCOTT LIVINGSTON FOR THE EFFORTS THAT WENT INTO THAT.

UM, THEY REACHED OUT TO A VERY BROAD GROUP OF STAKEHOLDERS, INCLUDING FOLKS WHO LIVE IN THE ECONOMIC DEVELOPMENT WORLD, UH, BUT MANY WHO DIDN'T, FOLKS WHO WORKED IN THE DEVELOPMENT COMMUNITY AND OTHERS TO GET A BROAD SET OF PERSPECTIVES.

AND I THINK WHAT YOU'LL FIND, UH, IN FRONT OF YOU DURING THE BRIEFING TONIGHT IS A COMPREHENSIVE PLAN.

IT'S THOUGHTFUL, IT'S, UM, UH, EXTENSIVE AND I THINK REALLY HITS THE MARKS.

AND SO, UH, WANTED TO APPLAUD SCOTT AND HIS TEAM FOR WHAT THEY'VE PULLED TOGETHER AND, AND THE ENTIRE TEAM FOR THAT.

AND VOICE MY STRONG SUPPORT FOR YOUR APPROVAL OF THE, UH, ADOPTING OF THE STRATEGIC PLAN NINE.

I, HI, MY NAME IS JULIE MASSEY AND I'M A LEAGUE CITY RESIDENT.

AND I JUST COMPLETED MY ARTIST IN RESIDENCE, UH, WITH LEAGUE CITY AND IT WAS THE MOST MARVELOUS EXPERIENCE.

AND I WANTED TO THANK Y'ALL FOR SUPPORTING PUBLIC ARTS IN LEAGUE CITY, UM, WITH THE, THE ARTIST IN RESIDENCE.

I'M A, A FISH PRINTER, UH, UH, IT'S CALLED GOOEY TAKU.

IT'S, AND, UH, YOU TAKE A, A REAL DEAD FISH AND YOU APPLY PAINT AND, UH, YOU MAKE PRINTS AND IT'S A GREAT WAY FOR KIDS AND ADULTS TO START REALLY OBSERVING AT SPECIES ADAPTATION.

SO I USED IT IN MY WORK AS A MARINE BIOLOGIST, BUT I CAN ALSO APPLY IT WITH THE ARTIST IN RESIDENCE PROGRAM.

AND IT WAS THE MOST MARVELOUS EXPERIENCE TO HAVE KIDS AND ADULTS COME AND, UH, PARTICIPATE IN OUR ART PROGRAMS. WE DID PROGRAMS AT THE LIBRARY.

WE HAD PROGRAMS. I DID PROGRAMS WITH THE LEAGUE CITY SUMMER CAMPS, AND, UM, WE DID THEM FOR ADULTS AND KIDS.

WE WERE AT THE KARATE HOUSE AT HERITAGE PARK, AND IT'S A BEAUTIFUL LOCATION AND PEOPLE LOVED COMING THERE.

AND NOW I WAS PRINTING WITH DEAD FISH, SO I WAS PRINTING OUTSIDE.

SO A LOT OF PEOPLE WOULD COME UP WHILE I WAS PRINTING AND WANNA KNOW WHAT WE WERE DOING.

WE HAD HOMESCHOOLERS, WE HAD, YOU KNOW, I HAD PEOPLE IN THEIR EIGHTIES PRINTING, I HAD FOUR YEAR OLDS, EVERYONE COMING UP AND PRINTING WITH US AND EXPERIENCING ART.

ALL OF THEM.

VERY APPRECIATIVE THAT LEAGUE CITY HAS SUCH A STRONG ART PROGRAM IN OUR AREA.

SO I JUST WANNA THANK YOU FOR THAT.

WE HAD GREAT SUPPORT FROM THE COMMUNICATIONS TEAM, SARAH OSBORNE AND JOHN ORAGE.

AND, UM, WE GOT A LOT OF PUBLICITY.

WE WERE ON THE FRONT PAGE OF THE GALVESTON DAILY.

UM, MY FISH PRINT LOOKED MUCH BETTER THAN I DID, BUT, UM, BUT IT WAS A, A, A JUST A GREAT EXPERIENCE, UH, FOR US AS WELL AS THE COMMUNITY.

UM, WE HAD A LOT OF DIVERSITY OF PEOPLE ATTENDING AND, UM, OFTENTIMES IT WAS AMAZING THE NUMBER OF PEOPLE THAT WERE IN THE PARK WHO JUST, WHO WHO WON FIND HERITAGE PARK AND LAKE CITY PARKS SO ENTICING THAT THEY COME FROM OTHER CITIES TO OUR PARKS FOR PICTURE TAKING FOR PICNICKING.

UM, AND THEY WERE ALL TELLING ME, UH, THESE KIND OF THINGS THAT, UH, LEAGUE CITY MEANS A LOT TO THEM.

WE WERE MENTORED BY, UH, THE KEEP LEAGUE CITY.

BEAUTIFUL, UH, COMMITTEE.

UH, I LEARNED NEW ART TECHNIQUES, BUT I ALSO LEARNED THE BUSINESS OF ART AND I'M A A A FISH PERSON, SO I DON'T HAVE A LOT OF BUSINESS SINCE.

SO IT WAS REALLY GREAT TO HAVE THAT, UM, FROM THE KEEP LEAGUE CITY.

BEAUTIFUL.

UM, MENTORS, UM, LEAGUE CITY IS, UH, A LEADER IN THE STATE OF TEXAS IN ARTS.

UM, YOU MAY NOT KNOW IT, BUT IF YOU LOOK AT OTHER CITIES, UM, WE REALLY ARE, I MEAN, FROM THE, UM, OUR UTILITY BOXES THAT ARE PAINTED TO THE MURALS, TO THE, UH, EVENTS LIKE WHITE LINEN NIGHT OR OUR MUSIC EVENTS, WE REALLY ARE, UM, A LEADER.

I'VE BEEN A HOMEOWNER AND BUSINESS OWNER IN LEAGUE CITY SINCE 2009.

I'M IN THE HARBOR PARK NEIGHBORHOOD.

UM, SO I'M HERE TO SUPPORT STRONGLY THE ADOPTION OF THE ECONOMIC DEVELOPMENT STRATEGIC PLAN.

UH, LIKE MANY RESIDENTS, I CHOSE LEAGUE CITY BECAUSE OF OUR QUALITY OF LIFE, OUR SAFE NEIGHBORHOODS, OUR EXCELLENT SCHOOLS, OUR WATERWAYS AND PARKS AND TRAILS, AND THE STRONG SENSE OF COMMUNITY.

AND THESE ARE THE THINGS THAT MAKE THE CITY SPECIAL.

AND WE NEED TO PROTECT IT.

SO BY PRESERVING THIS QUALITY OF LIFE, AND IT REQUIRES A STRONG AND SUSTAINABLE ECONOMIC PLAN, AND I THINK WE ALL HAVE A COMMON INTEREST THAT WE DON'T WANNA SEE.

RESIDENTIAL PROPERTY TAXES GO UP.

AND THIS PLAN OFFERS A SMART AND PROACTIVE SOLUTION TO THAT.

AND IT LAYS OUT A CLEAR FIVE YEAR PLAN TO STRENGTHEN OUR ECONOMIC BASE AND TO BALANCE THE TAX BURDEN.

BY ATTRACTING THE RIGHT KIND OF COMMERCIAL INTEREST AND INVESTMENT, WE CAN SHIFT MORE OF THE COST OF THE CITY SERVICES AWAY FROM HOMEOWNERS AND TO THE BROADER BASE, INCLUDING BUSINESSES.

I ALSO APPRECIATE HOW INTENTIONAL THE PLAN IS ABOUT HOW WE GROW.

NOT JUST THAT WE GROW, IT PRIORITIZES HIGH QUALITY DEVELOPMENT, BUT RESPECTS NATURAL BEAUTY, PRESERVES OUR GREEN SPACES AND MAINTAINS THE HOMETOWN CHARACTER THAT DREW US HERE IN THE FIRST PLACE.

AT THE SAME TIME, THE FOCUS ON SUPPORTING LOCAL BUSINESSES AND CREATING MORE OPPORTUNITIES RIGHT HERE IN LEAGUE CITY SO THAT WE RESIDENTS CAN WORK AND LIVE AND ENJOY OURSELVES, ALL RIGHT HERE IN OUR OWN COMMUNITY.

SO IT EMPHASIZES THIS AND ITS THOUGHTFUL GROWTH.

ITS BALANCED GROWTH.

I'M ESPECIALLY IMPRESSED THAT THE PLAN STRIKES A BALANCE BETWEEN VISION AND EXECUTION.

IT IS ROOTED IN COMMUNITY INPUT AND OTHER QUALITY DATA, BUT IT DOESN'T STOP THERE.

IT INCLUDES CLEAR, MEASURABLE BENCHMARKS TO ENSURE ACCOUNTABILITY AND REAL PROGRESS.

IT REFLECTS NOT JUST A SHARED VISION, BUT A PRACTICAL ROADMAP TO ACHIEVE THAT LEAGUE CITY IS TRULY SOMETHING SPECIAL.

AND THIS PLAN HELPS ENSURE THAT WE PROTECT IT WHILE ALSO PREPARING FOR THE FUTURE IN A RESPONSIBLE WAY WITHOUT PLACING UNNECESSARY STRAIN ON HOMEOWNERS.

I'M PROUD TO LIVE IN A CITY THAT IS PLANNING AHEAD WITH THIS LEVEL OF CARE AND DETAIL AND FORESIGHT.

BUT, UM, FOR ME, THE ARTIST RESIDENCY PROGRAM, I FOUND OUT ABOUT IT BECAUSE MY MOTHER SENT ME A LINK ON FACEBOOK THAT Y'ALL WERE APPLYING FOR THIS.

AND, UH, I JUST KIND OF BLEW IT OFF AND I WAS LIKE, MOM, LIKE STOP BUGGING ME.

I'M AN ADULT NOW.

CHILL OUT .

AND UH, THEN I APPLIED JUST TO KIND OF ON A WHIM AND PUT MY PORTFOLIO UP.

UM, I'M A PROFESSIONAL GRAPHIC DESIGNER.

I GOT A DEGREE IN BUSINESS MANAGEMENT AND THEN THAT JUST KIND OF LIKE WHIPPED ME AROUND 'CAUSE I'M LIKE AN ARTIST INTO DESIGN 'CAUSE THEY KIND OF LIKE, THEY'RE THE INTERSECTION OF BUSINESS AND ARTS AND STUFF.

AND, UM, SO I APPLIED FOR THE PROGRAM WITH MY PORTFOLIO GOT IN, WHICH WAS AWESOME.

AND THEN I, UH, I BASICALLY MADE IT MY HOME FOR LIKE A YEAR.

THE LAST YEAR.

UH, I'VE JUST KIND OF EVERY DAY WORKED THERE OTHER THAN GOING TO WORK, I JUST GET OFF OF WORK.

I GO THERE FOR SIX, SEVEN HOURS OR SOMETHING LIKE THAT.

AND I'VE BEEN REALLY ABLE TO PUT IN THE TIME AND MAKE A SPACE AND MAKE A BUNCH OF COMMUNITY, A BUNCH OF FRIENDS THROUGH THIS BECAUSE, UM, LIKE JULIE SAID, THERE'S A LOT OF ENGAGEMENT IN THE COMMUNITY.

ON ALL OUR OPEN HOUSE NIGHTS.

WE'VE HAD LIKE, LIKE A HUNDRED, LIKE A COUPLE HUNDRED PEOPLE POTENTIALLY SHOW UP.

I'M NOT, I DIDN'T COUNT THEM OBVIOUSLY, BUT, UM, FELT LIKE A COUPLE HUNDRED.

THEY ATE A LOT, UM, AND DRANK A LOT.

AND, UH, BUT IT WAS, IT WAS AWESOME.

IT WAS REALLY FUN.

UM, WE HAD A LOT OF PEOPLE, THERE'S A LOT OF, UM, HUNGER FOR THESE KINDS OF THINGS.

MOST PEOPLE WOULD KIND OF COME OUT AND BE LIKE, I DON'T REALLY KNOW WHAT THIS IS ABOUT.

I'M NOT REALLY LIKE AN ARTIST MUCH.

BUT IT'S REALLY INTERESTING TO SEE WHAT AN ARTIST'S STUDIO LOOKS LIKE AND THE WORK IN PROGRESS.

AND, UH, THEN IT, IT WAS AN OPPORTUNITY NETWORK AND PEOPLE ARE GETTING COMMISSIONS.

LIKE THESE ARTISTS ARE GETTING COMMISSIONS, OTHER ARTISTS THAT ARE, THEY APPLIED, BUT THEY DIDN'T QUITE GET IN.

IT LOOKS LIKE IT'S CLOSER TO $250 MILLION AND THAT'S FOR ALL GROWTH.

BUT THE FOR FOR GROWTH, THE WATER TREATMENT EXPANSION, AS WELL AS THE WASTEWATER EXPANSION, THOSE NUMBERS ARE HUGE.

AND SO IF WE GET, IF WE GET BEHIND AND THOSE NUMBERS DON'T KEEP UP, THEN THOSE PROJECTS GET SUBSIDIZED BY ALL THE RIGHT PAYERS.

SO I WOULD LIKE TO SEE A LITTLE BIT MORE DEFINED IF IT'S A NEW BUSINESS THAT COMES INTO THE CITY, HOW MANY ARE COMING IN PER MONTH? 'CAUSE IT'S HARD TO TRACK.

WE'VE SEEN A COUPLE OF THESE AND A COUPLE INSTANCES ACROSS THE COUNTY, UH, IN THIS LAST YEAR OBVIOUSLY HAD A, A BIG PROBLEM IN HITCHCOCK, BUT WE'VE ALSO HAD A, UH, A RAID HERE IN LEAGUE CITY.

IN THE PAST, YOU COULD BRING THESE GAMING PLACES IN AND SAY THEY WERE JUST FOR ENTERTAINMENT VALUE AND THEY'RE PAYING OUT STUFFED ANIMALS AND, AND TOKENS AND STUFF LIKE THAT.

BUT IN REALITY, THEY'RE JUST, UH, ILLEGAL GAMBLING PLACES AND ALL THE ISSUES THAT COME WITH THAT FROM ARMED ROBBERY TO MONEY LAUNDERING AND JUST THE CRIMINAL ELEMENT THAT COMES WITH THAT.

SO NOW THAT WE CAN REGULATE

AND, UH, THE, THE RESPONSE FROM THE CITIZENS WAS PRETTY, PRETTY POSITIVE AND OVERWHELMING.

I JUST WANT TO COMMEND STAFF SPECIFICALLY, UH, PUBLIC WORKS AND CODE ENFORCEMENT WORKING TO GET THAT TAKEN CARE OF.

AND I THINK THROUGH THE ORDINANCES THAT WE'VE TIGHTENED UP RECENTLY AND SOME ADMINISTRATIVE CHANGES THAT HAVE MADE, BEEN MADE, UH, YOU CAN FEEL, UH, KIND OF A RETURN TO ORDER THAT MAYBE YOU WERE, WERE THERE WAS MAYBE A LITTLE BIT OF FRAYING THAT YOU MIGHT HAVE BEEN.

A FEW OF US MIGHT HAVE, UH, BEEN DETECTING.

AND I JUST WANT TO THANK THE CHIEF POLICE AND JOHN BAUMGARTNER AND NICK, YOU KNOW, UH, I'VE BEEN ON THIS COUNCIL 12 YEARS AND, UH, I I'VE SEEN A LOT OF LEADERS AND THE BEST, SO THANK YOU.

AND WHILE THE AMOUNT OF FLATTERY THAT THAT PUTS UPON ME, THAT KIND OF A FEAR IS, IS ABSOLUTELY AMAZING.

BUT IT HAS JUST NOW CAUSED THIS COUNCIL TO STOP DOING ITS CHRISTIAN DUTIES.

I DON'T CLAIM TO BE A BIBLICAL SCHOLAR HERE, BUT WHEN IT COMES TO THIS, THIS IS PRETTY CRYSTAL, CRYSTAL CLEAR.

JESUS SAID THAT THE COMMANDMENT, THE GREATEST COMMANDMENT IS THAT WE LOVE OUR NEIGHBOR LIKE OURSELVES.

AND THEN HE GAVE US THE PARABLE, UH, THE GOOD SAMARITAN TO TELL US, WELL, WHO IS OUR NEIGHBOR? WELL, OUR NEIGHBOR IS NOT NECESSARILY SOMEONE THAT LOOKS JUST LIKE US.

THEY DON'T HAVE TO LIVE NEXT TO US.

OUR NEIGHBOR IS ANYONE WHO'S IN NEED.

WE'RE ALSO GIVEN THE STORY OF THE RICH MAN AND LAZARUS.

IT SHOWS HOW DAILY THE RICH MAN WOULD STEP OVER LAZARUS, IGNORING HIS SICKNESS, HIS POORNESS.

AND THIS PROPOSAL DOES NOT WEAKEN AT ALL THE HEALTHY SPACES INITIATIVE THAT, THAT WE'VE BEEN PATTING, UH, JUST KIND OF BEEN PATTING OURSELVES ON THE BACK ABOUT COULD.

BUT IT SIMPLY ALLOWS, UH, PEOPLE TO DO WHAT THEY MAY FEEL IS THEIR CHRISTIAN DUTY WITHOUT FEAR THAT THEY ARE BREAKING THE LAW.

THIS PROPOSAL MERELY PROTECTS THE FREEDOMS OF THOSE WHO FEEL THE NEED TO HELP SOMEONE.

STOP TREATING THIS AS A PERSONAL ISSUE.

WE WILL DISAGREE AND WE DO DISAGREE ON MANY THINGS, BUT I THINK WE CAN AGREE THAT ALLOWING PEOPLE TO SHOW COMPASSION TO THEIR NEIGHBORS SHOULDN'T BE AGAINST THE LAW.

THE BEST WAY TO DEAL WITH HOMELESSNESS, WHICH IS OFTENTIMES VAST MAJORITY OF THE TIME CAUSED BY MENTAL ILLNESS OR SUBSTANCE ABUSE, IS TO INTERCEDE.

AND THAT'S WHY WE WORKED WITH THE COUNTY TO GET THESE EXTRA BEDS.

THAT'S WHY WE'VE INVESTED IN MENTAL HEALTH OFFICERS WITH PROPER TRAINING TO THEN GET THEM TO HELP.

THAT IS REAL HELP.

NOT JUST ALLOWING THEM TO SLEEP BY THE DUMPSTER, WHICH IS WHAT WE HAD DONE IN THE PAST, OR SLEEP IN THE WOODS.

AND IF YOU SAW THE PICTURES OF THE CAMPS, WHICH WERE CLEANED UP, THEY WERE HORRIFIC.

THE TRASH WAS SPREAD, YOU KNOW, A FOOT, FOOT DEEP IN A HUNDRED YARDS ON ALL SIDES.

THAT'S HOW THESE PEOPLE WERE LIVING.

AND SO INSTEAD OF TURNING A BLIND EYE AND PRETENDING IT'S NOT A PROBLEM, THIS IS MEANT TO ADDRESS THAT PROBLEM HEAD ON, GET THEM THE MENTAL HEALTH THAT THEY NEED, GET THEM THE SUBSTANCE ABUSE THAT THEY NEED, UH, SUBSTANCE ABUSE TREATMENT THAT THEY NEED INSTEAD OF JUST FEELING GOOD ABOUT OURSELVES BY ALLOWING IT TO CONTINUE TO HAPPEN.

AND THE REASON YOUR AMENDMENT DIDN'T RECEIVE A SECOND, AT LEAST THE REASON I DID NOT SECOND IT IS BECAUSE IT WAS SUPERFLUOUS AND WOULD'VE JUST ENDED UP CREATING PERMANENT HOMELESS ENCAMPMENTS.

INSTEAD, WHAT THE ORDINANCE ALLOWS, AND YOU CAN, ANY CHURCH OR ANY ORGANIZATION OR ANY PERSON CAN DO IT, IS WITH PERMISSION, WITH WRITTEN PERMISSION FROM THAT PERSON.

THEY CAN CAMP THERE.

SO IT DOES NOT COR CURTAIL ANY CHURCH'S RESPONSIBILITY OR ANY CHURCH'S, UH, ABILITY TO, TO SERVE THEIR DUTY IF THEY SEE FIT TO DO THAT ON THEIR, ON THEIR PROPERTY.

SO THEY CAN ALREADY DO IT.

SO THERE JUST WAS NO REASON TO CREATE PERMANENT HOMELESS CAMPS IN LEAGUE CITY.

THEY CAN STILL DO IT.

THE OUT ORDINANCE ALLOWS FOR IT.

AND NOW WE HAVE THE RIGHT TO COMPEL PEOPLE TO GET TO THE TREATMENT THAT WILL BEST SERVE THEM INSTEAD OF TURNING A BLIND EYE AND ALLOWING THEM TO SLEEP IN THE DUMPSTER.

MAYBE I, I DON'T KNOW IF YOU, THIS IS NOT AN OPEN DEBATE THOUGH, AND THAT'S FINE.
