YOU KNOW, IT'S A PROJECT, YOU KNOW, LEAGUE CITY HAS BEEN INTERESTED IN FOR DECADES.

UM, YOU KNOW, WE'VE WORKED ON KEEPING A CORRIDOR CLEAR FROM THE DEVELOPMENT COMMUNITY THEY'VE BEEN WORKING WITH US ON THAT WE'VE BEEN TO, TO, UH, TO AUSTIN A NUMBER OF TIMES, TRYING TO KEEP THE PROJECT MOVING FORWARD.

AND SO I THINK WE'VE MADE A LOT OF PROGRESS ON THAT.

WE'RE EXCITED THAT, AGAIN, THAT TDOT'S HERE.

UH, I KNOW A BIG QUESTION A LOT OF PEOPLE'S MINDS IS SCHEDULE.

SO WE'LL TALK ABOUT THE PROJECT SCHEDULE, WHERE WE'RE AT AND WHERE WE'RE GOING, UH, WHAT THAT LOOKS LIKE.

WE GOT ONE UP HERE CALLED CHANGES ON THE HORIZON.

I WANT TO KIND OF GIVE YOU A BIGGER PICTURE THAT'S ABOVE AND BEYOND THE, UH, ACTUAL PROJECT IN AND OF ITSELF.

UH, AND THEN THE, THE LAST THING, AND THIS IS THE TEASER, IS HOW TO PREPARE FOR THE PROJECT.

IT'S NOT JUST SOMETHING THAT JUST MAGICALLY HAPPENS.

THERE'S SOME STUFF THAT CAN BE DONE.

AND REALLY, QUITE FRANKLY, FOR THE BUSINESS OWNERS, UH, WE WANT TO, UH, BE SURE AND GIVE YOU SOME THOUGHTS AND IDEAS AND, UH, SPARK SOME CREATIVITY.

UM, THE GRAND PARKWAY IS ABOUT 180 MILES.

THE TOTAL SYSTEM, UH, WE'VE GOT THE, AROUND ABOUT A HUNDRED MILES OVER.

SO COMPLETED FROM WHAT WE CALL SEGMENT, D-E-F-G-H-I ONE, AND I TWO OVER IN CHAMBERS, UH, AND, UH, SOUTHEAST HARRIS COUNTY.

SO SEGMENT B ONE, AS WE CALL IT, UH, WILL BE FROM LEAGUE CITY TO ALVIN.

UH, IT'S ABOUT A 14 MILE STRETCH.

UH, THERE WILL BE FOUR, UH, FOUR DIRECT CONNECTORS AT 45.

THERE'LL BE TWO DIRECT CONNECTORS OVER AT 35.

UH, IT'S GONNA BE A FOUR LANE TOLLWAY, SO TWO LANES, EASTBOUND, WESTBOUND, OR NORTHBOUND SOUTHBOUND.

SO WE, WE MAKE THE TURN.

SO WE GOT ALL THE DIRECTIONS COVERED.

THE ESTIMATED, UH, COST IS ABOUT 1.6 BILLION, IS CONTRACT COST, UH, 1.96 BILLION.

UH, AND I'LL GO AHEAD AND DEAL WITH THE QUESTION.

EVERYBODY'S LIKE, WELL, IS THAT TAXPAYER THERE? THAT'S TOLL, THAT'S TOLL REVENUE.

SO IT'LL

BE A TOLL FUNDED PROJECT THAT IS PAYING FOR THIS.

FOR THE MOST PART.

THERE'S A LITTLE STATE FUNDED PIECE, BUT IT'S A SEPARATE PROJECT WE'LL TALK ABOUT HERE IN A LITTLE BIT.

WHAT WE'RE DOING IS CALLED A, UH, I WANNA TALK ABOUT THE CONTRACT THAT WE'RE DOING.

IT'S CALLED A DESIGN BUILD CONTRACT.

IT IS NOT THE TRADITIONAL CONTRACT THAT Y'ALL HAVE DRIVEN THROUGH THROUGHOUT THE YEARS IN THE AREA.

THOSE ARE TRADITIONAL OR DESIGN BID, BUILD.

THIS TYPE OF CONTRACT.

WE ACTUALLY, WE GET IT TO A CERTAIN POINT WE CALL SCHEMATIC.

WE KIND OF PUT THE FRAME AROUND IT AND DRAW A LINE, MUCH LIKE YOU SAW WHEN YOU WALKED IN.

AND THEN WE PUT IT OUT TO NOT BID, BUT WE'RE DOING QUALIFICATION BASED SELECTION ALONG WITH PRICE.

IT'S AN A PLUS B, AND THEY WILL ACTUALLY DO FINAL DESIGN.

SO THERE'LL HAVE TO BE A LOT OF DESIGN DONE.

WE'LL TALK ABOUT THAT A LITTLE BIT LATER BEFORE THE CONSTRUCTION CAN GET STARTED.

MOST TIME WHEN YOU SEE THE BARRICADES GO UP, ALL THAT DESIGN TOOK PLACE, TWO, THREE YEARS IN ADVANCE.

THIS WILL BE GOING ON AT THE SAME TIME.

WE WILL GET ENOUGH DESIGN STARTED TO START BUILDING AND KEEP DESIGNING UNTIL WE RUN OUTTA DESIGN, AND THEN WE RUN OUT THE CONSTRUCTION.

SO IT'S GONNA BE A LITTLE BIT DIFFERENT, UH, NEEDS AND PURPOSE.

UM, LOT OF, LOT OF GOOD THINGS UP HERE.

BUT WE DO WANNA IMPROVE THE, UH, THE LINKAGE BETWEEN THE DIFFERENT TRANSPORTATION SYSTEMS. UH, ACCOMMODATE A, A VARIETY OF DIFFERENT, LIKE THE DEMOGRAPHICS AND ECONOMIC GROWTH THAT IS HAPPENING IN THE AREA.

UH, YOU LOOK AT ENHANCING MOBILITY, ECONOMIC GROWTH, AND THINGS ALONG THAT LINES ARE SOME OF THE NEEDS AND PURPOSES OF THE PROJECT.

SO, GOT A LITTLE BIT OF A, I CALL IT A CARTOON.

I ACTUALLY, I GOT A DIFFERENT CARTOON LATER, BUT THIS IS EFFECTIVELY WHAT THE PROJECT WILL LOOK LIKE.

SO WE'LL HAVE THE TOLL ROADS IN THE MIDDLE, AND A LOT OF IT AS WE GO UP AND OVER THE, THE CROSS STREETS, IT'S KIND OF A TIGHT RIGHT OF WAY.

SO WE'LL HAVE, UH, RETAINING WALLS OR WHAT WE CALL MSE WALLS, MECHANICALLY STABILIZED EARTH.

SO THAT'S KIND OF IN THE MIDDLE WILL BE THE, THE TWO PLUS TWO, AS WE CALL IT.

AND WE HAVE, WE CALL IT DISCONTINUOUS FRONTAGE ROADS.

SO WHAT YOU'RE SEEING THERE IS PROBABLY MORE LIKE THE ON AND OFF RAMPS.

WE GOT A LITTLE BIT OF FRONTAGE ROAD ACROSS THE GREEN FIELD, AND OF COURSE, 35, UH, ALREADY EXISTS AND IT'LL BE, IT'S FRONTAGE ROAD OVER THERE.

BUT THIS IS EFFECTIVELY WHAT IT LOOKED LIKE.

DON'T ASK ME WHERE THIS IS AT.

IT'S A PRETTY PICTURE THAT SAYS IT'S A TYPICAL CONFIGURATION.

I DON'T EVEN KNOW WHAT THE HIGHWAY IS, WHAT COUNTY, OR EVEN WHAT STATE IT'S IN, BUT THAT'S EFFECTIVELY WHAT IT'LL LOOK LIKE, UH, ACROSS THE GREENFIELD.

UH, SO WHEN I SAY DISCONTINUOUS FRONTAGE ROADS, NOTICE THERE'S NOT A FRONTAGE ROAD THAT GOES FROM ONE INTERSECTION TO THE NEXT.

SO A LITTLE BIT ABOUT THE RISK AND CHALLENGES.

OF COURSE, UTILITY RELOCATIONS ARE ALWAYS A CHALLENGE ON A PROJECT.

NOW, FOR THE MOST PART IN THE, UH, GALVESTON COUNTY SIDE OF THE LINE, THE LEE CITY SIDE OF THE LINE, IF YOU WILL, IT'S IN A GREEN FIELD.

SO MAIN THINGS WE GOTTA DEAL WITH ARE PIPELINES AND SOME TRANSMISSION LINES.

CONSTRUCTION, PHASING, IT'S GONNA BE A TRICK THAT'S MORE OF A TRICK OVER ON THE OTHER SIDE OF THE COUNTY LINE, MINIMIZING RAILWAY SERVICE.

WE'VE GOT BNSF RAIL, UH, IS OVER IN THE ALVIN AREA.

TRAVELING IMPACTS, OF COURSE, THERE'LL BE SOME DURING CONSTRUCTION.

WE WANNA MINIMIZE THOSE AND TRY TO ACCOMMODATE BUSINESS NEEDS.

UH, THEN, UH, ONE OF THE THINGS ABOUT IT IS IF YOU DRIVE ANY PART OF THE, THE TOLL FACILITY, NOW YOU'LL NOTICE THAT SOME OF THE TOLL PLAZAS, I'M GONNA CALL 'EM COOKIE CUTTER, THEY MAY ALL LOOK ABOUT THE SAME.

ONE OF THE CHALLENGES TO THIS PROJECT IS BECAUSE OF THE TIGHT RIGHT OF WAY.

NOT EVERY SINGLE TOLL PLAZA IS GOING TO LOOK EXACTLY LIKE EVERY OTHER, PROBABLY MORE THAN HALF OF THEM.

WE'VE GOTTA MOVE AROUND SOME OF THE STUFF TO HAVE THE TOLL PLAZA HERE, BUT THEN ALL THE EQUIPMENT IN DIFFERENT PLACES.

SO IT'S A BIT OF A CHALLENGE FOR THE DESIGNERS, UM, WITH UTILITIES, AND THESE ARE SOME NUMBERS FROM ABOUT A YEAR AGO, BUT JUST UP AND DOWN THE 35 CORRIDOR ROUND, ABOUT OVER 450 DIFFERENT UTILITY CONFLICTS THAT WE ANTICIPATE THAT HAVE TO BE DEALT WITH.

LOOK ACROSS THE GREEN FIELD.

UH, THE BIG GREEN LINES ARE TRANSMISSION LINES, ELECTRICAL POWER, IF YOU WILL.

AND THEN YOU MIGHT NOT BE ABLE TO SEE IT, BUT THERE'S SOME LITTLE YELLOW LINES OR, OR PIPELINES CARRYING VARIOUS DIFFERENT WHATEVER'S IN THEM.

UM, ON YOUR RIGHT, MY LEFT, UM, OVER TOWARDS HOBBS, WE'VE GOT A GANG OF 11 PIPELINES THAT WE GOTTA GET ACROSS.

AND THEN OVER HERE, RIGHT BY THE COUNTY LINE, WE GOT A GANG OF SEVEN.

SO, UH, DEFINITELY ADDS TO SOME OF THE CHALLENGES AND THE MULTIPLE CROSSINGS AND RUNNING ALONGSIDE THE PROJECT AS WELL.

UH, OVER IN THE 45, UH, I'M GONNA TALK ABOUT A LITTLE BIT.

WE, WE STOPPED LOOKING AT 45 FOR A PARTICULAR REASON, BUT AT THE TIME IN DECEMBER, WE HAD ROUGHLY ABOUT 159 UTILITY CONFLICTS IN THE 45 AREA, UH, THAT WE'D IDENTIFIED.

SO LET'S TALK ABOUT THE 45.

SO THIS PROJECT WILL ACTUALLY BE TWO, TWO CONTRACTS.

ONE, THE DESIGN BILL THAT WILL RUN FROM 6 46

ALL THE WAY BACK TO 35.

AND DOWN 35 WILL BE THE DESIGN BUILD.

WE BROKE OUT ALL.

THE BRIDGE IS GOING UP AND OVER 45 AS A TRADITIONAL CONTRACT.

IT WILL BE ABOUT TWO YEARS BEHIND THE DESIGN BUILD.

BUT GIVEN THE TIMEFRAMES, THEY SHOULD BE OPENING AT THE SAME TIME SO THAT WHEN WE OPEN A TOLL, THEN THE DIRECT CONNECTORS BE READY TO RECEIVE US.

BUT THEY'RE GONNA BUILD AT 45.

THEY'RE GONNA RUN ALONGSIDE, LIKE, SO IF YOU WERE OVER THERE RECENTLY, YOU'LL NOTICE THAT THE HIBERNIA BANK HAS BEEN RAISED R-A-Z-E-D, IT'S BEEN LEVELED, UH, THE SEVEN 11 GAS STATION.

AND THE TAKE FIVE OIL CHANGE WILL LOOK LIKE THAT IN A FEW MONTHS.

SO OUR BRIDGES WILL BE OVER THE TOP OF WHERE THOSE BUSINESSES WORK.

AND FROM SEPTEMBER THE FIFTH UNTIL THE END OF FEBRUARY, I'VE GOT 180 DAYS TO GET UNDER CONTRACT BY, BY STATUTE.

SO WE'RE MOVING, WE'RE, WE'RE ON THAT TRACK END OF FEBRUARY.

I NEED PRICES AND TECHNICAL PROPOSALS.

END OF APRIL, WE HAVE WHAT WE CALL CONDITIONAL WARD.

SO I'VE GOT THREE PROPOSERS AND I GO, YOU GOT THE BEST SCORE AND QUALIFICATIONS, YOU'RE PROBABLY GONNA GET IT, BUT WE GOTTA HAMMER OUT A FEW THINGS.
