SO, WHEREAS CAMERON BALFOUR, AN 11-YEAR-OLD RESIDENT OF LEAGUE CITY AND SIXTH GRADE STUDENT AT VICTORY LAKES INTERMEDIATE SCHOOL HAS DEMONSTRATED EXTRAORDINARY COMPASSION INITIATIVE AND CIVIC RESPONSIBILITY IN THE WAKE OF A HEARTBREAKING TRAGEDY. AND WHEREAS CAMERON WAS A KICKAPOO CAMP IN KERRVILLE WHEN THE DEVASTATING JULY 4TH FLOODS HIT. AND ALTHOUGH HER CAMP DID NOT FLOOD, SHE WAS HEARTBROKEN AND ONE TO GIVE BACK SOMEHOW IT FLOOD RELIEF EFFORTS. AND WHEREAS SHE LAUNCHED CAMERON'S CRAVINGS, A HEARTFELT COOKIE FUNDRAISER, HAND BAKING AND PACKAGING MORE THAN A THOUSAND HOMEMADE COOKIES, 27 BATCHES IN, IN TOTAL, INCLUDING 17 BATCHES IN A SINGLE DAY, TYING EACH BAG WITH A PINK BOW AND SELLING THEM FOR $5 EACH TO RAISE FUNDS FOR FLOOD RECOVERY EFFORTS. AND WHEREAS THROUGH HER EFFORTS, SHE RAISED $5,600, WHICH SHE GENEROUSLY DONATED TO KERRVILLE PETS ALIVE, AN ORGANIZATION SUPPORTING PETS IMPACTED BY THE FLOODING, SHOWING NOT ONLY COMPASSION, BUT ALSO A STRONG SENSE OF LEADERSHIP, GENEROSITY, AND COMMUNITY SPIRIT. WHEREAS ON JULY 3RD, 2025, DURING THE CITY'S ANNUAL FIREWORKS EXTRAVAGANZA EVENT, KAYLA SMITH, A LEAGUE CITY RESIDENT, RENDERED EXCEPTIONAL ASSISTANCE TO THE LEAGUE CITY POLICE DEPARTMENT IN A MOMENT OF URGENT NEED INVOLVING AN AUTISTIC TEENAGER. AND WHEREAS USING HER EXPERTISE AS A LICENSED SPEECH LANGUAGE PATHOLOGIST, MS. SMITH WAS ABLE TO EFFECTIVELY COMMUNICATE WITH THE TEEN, HELPING TO IDENTIFY AND LOCATE THE TEEN'S PARENTS, ENSURING A SAFE AND COMPASSIONATE RESOLUTION. AND WHEREAS MS. MS. UH, ALSO A FEW ADJUSTMENTS THAT HAVE BEEN MADE AND WE'RE REALLY TRYING TO DO WHAT'S RIGHT FOR THE HISTORIC DISTRICT. UM, SO, UH, AGAIN, WITH ALL THIS THAT'S TAKEN PLACE ON THE 29TH OF JULY, I WANT TO GIVE KUDOS TO CHEN. HE ACTUALLY CAME TO THE LAKE CITY HISTORICAL [00:10:01] SOCIETY AND HE MET WITH ME ALONG WITH BRENT AND THEN ALSO CARLA, TO TALK ABOUT WHAT ARE SOME OF OUR WORKAROUNDS WITH THIS SIGNATURE TRAIL. I THINK EVERYBODY UNDERSTANDS THE IMPORTANCE OF THE SIGNATURE TRAIL BECAUSE OF THE SAFETY. AS WE ALL KNOW WITH THE TOWNSHIP BACK THERE, WE PRODUCED OVER ABOUT 70 BEAUTIFUL HOMES. AND WHAT'S SO UNIQUE ABOUT THOSE HOMES IS WE'RE FOR ONCE NOW GETTING YOUNG FAMILIES TO COME IN. SO WHAT COMES IN WITH THESE YOUNG FAMILIES IS ALL THE BEAUTIFUL CHILDREN. SO WE'RE WATCHING THIS TAKE PLACE WITH NO SIDEWALKS OR ANYTHING DOWN ON THAT NORTH SIDE OF KANSAS. SO WE'VE ALL TALKED ABOUT IT. I THINK Y'ALL HAVE ALREADY HEARD A LOT OF THE DEBATES THAT ARE GOING ON RIGHT NOW. BUT WITH CHIN'S HELP, I THINK WE'VE GOT SOME WORKAROUNDS NOW. AND I REALLY HOPE EVERYBODY WILL LISTEN TO THIS BECAUSE WHAT'S SO CRITICAL, AGAIN, WITH THOSE HOMES BACK THERE, WE'RE HEARING ABOUT IT FROM MANY, MANY NEIGHBORS. UM, HOWEVER, IN THE MEANTIME YOU GOTTA GOLF COURSE THAT PEOPLE CAN'T GET THEIR GOLF CART TO AND IN A GOLF AND THAT IS THE, THAT JUST PRESENTS A VERY ODD SITUATION. UM, SO I THINK WE SHOULD LOOK TO PUT THE TRAIL DOWN THERE EVENTUALLY. AND, AND BAY AREA WILL BECOME MUCH MORE OF A MAJOR ROAD AS, AS IS EXTENDED OUT TO THE SOUTH AS WELL.
