UH, WE OWN A HOME AT 5 2 4 NORTH KANSAS, LOCATED BETWEEN COEL AND SET SUMMA OF THE PROPOSAL FOR THE TRAIL IF PASSED, WILL GO RIGHT THROUGH MY FRONT YARD, UM, AND WILL REDUCE THE SAFETY AND PRIVACY THAT WE NOW ENJOY. AND I'M HERE TO TALK ABOUT AGENDA ITEM NINE B, WHICH IS THE CITY'S, UH, CONSIDERING AND TAKING ACTION ON RESOLUTION AUTHORIZING REVISIONS TO THE CITY'S GENERAL DESIGN AND CONSTRUCTION STANDARDS MANUAL. I AM NOT HERE, BELIEVE IT OR NOT, TO TALK ABOUT THE INCREASED COSTS FOR DEVELOPERS. THERE ARE A NUMBER OF THINGS IN THIS MANUAL THAT ARE BEING REVISED THAT ARE GONNA ADD COST, AND I THINK THEY'RE GREAT IDEAS FOR THE CITY AND I THINK YOU SHOULD ABSOLUTELY DO THEM. THERE IS ONE ITEM, HOWEVER, THAT I WOULD APPRECIATE COUNCIL'S CONSIDERATION ABOUT AMENDING SLIGHTLY IN THE CONSTRUCTION MANUAL. IN THE CONSTRUCTION MANUAL. IN YOUR AGENDA PACKET, YOU WILL SEE A LIST OF ITEMS THAT WERE SOMEWHAT MAJOR CHANGES TO THE CITY'S DESIGN STANDARDS MANUAL. AND ONE OF THEM IS THAT FOR ANY ROAD THAT IS GREATER THAN 10,000 CARS PER DAY OF ANNUAL, OF DAILY TRAFFIC, UH, THE CITY WOULD LIKE TO HAVE THAT POURED IN A DIFFERENT CONSTRUCTION METHOD THAN IS TRADITIONAL FOR RESIDENTIAL DEVELOPMENTS. IT'S CALLED SLIP LINE, UH, OR SLIP FORM PAVING, EXCUSE ME, ALSO KNOWN AS CONTINUALLY REINFORCED CONCRETE PAVEMENT. THIS IS A GIANT MACHINE THAT THEY POUR CONCRETE IN AND IT POURS CONCRETE LIKE A RIBBON INSTEAD OF GOING AND HAND POURING. IT IS ACTUALLY VERY GOOD FOR THESE TYPES OF SCENARIOS. ARTERIALS COLLECTORS, MAJOR THOROUGHFARES WHERE THEY HAVE LONG, STRAIGHT OR SLIGHTLY BENDING SEGMENTS. HOWEVER, A NUMBER OF THESE DIFFERENT ROADS THAT ARE BUILT IN LEAGUE CITY AREN'T DONE IN ONE GIANT LENGTH. THEY'RE DONE BECAUSE THEY'RE A DEVELOPER, IS BUILDING A SECTION THAT MIGHT BE ADJACENT TO A MAJOR THOROUGHFARE AND THEY HAVE TO POUR THAT PART OF THE MAJOR THOROUGHFARE. SO HAVING A, A COMPANY COMMENT THAT JUST DOES SLIP FORM PAVING BECAUSE IT'S NOT THE SAME GUYS, IT'S HIGHWAY GUYS TO COME AND DO A 500 FOOT STRETCH, A 700 FOOT STRETCH, AN 800 FOOT STRETCH REALLY DOESN'T WORK WHEN IT COMES TO TRYING TO CONSTRUCT THESE SECTIONS. YOU HAVE DIFFERENT PAVING COMPANIES AND THEY, AND THEY'RE MASSIVE COSTS. THESE SLIP FORM MACHINES ARE TWO AND A HALF MILLION TO $3 MILLION PIECE OF EQUIPMENT. THE MOBILIZATION COST ALONE, TO BRING IT DOWN JUST TO POUR THIS STRIP IS, IS COMICAL. AND THIS WILL IMPACT [00:10:01] THE CITY TOO. IF YOU GUYS HAVE SMALL STRETCHES OF PAVING YOU'RE TRYING TO DO AND HAS TO BE SLIP FORM AS OPPOSED TO HAND PORT. SO WHAT I'M ASKING COUNSEL TO DO IN LIEU OF ADOPTING IT AS WRITTEN IS SIMPLY TO PUT A MINIMUM LENGTH ON THE AMOUNT OF ROAD BEING PAVED VIA THE SLIP FORM. I WOULD RECOMMEND 1500 FEET. WE WENT AND VISITED WITH THE ARMY CORPS OF ENGINEERS A COUPLE WEEKS AGO, AND THEY FINALLY GAVE US APPROVAL YESTERDAY TO MOVE FORWARD. SO WE'LL BE ABLE TO MOVE FORWARD WITH THAT COMPREHENSIVE STUDY OF CLEAR CREEK AND DICKINSON BAYOU. AND WE'RE WORKING THAT WITH MONEY FROM EVERY OTHER ONE, EVERY ONE OF THOSE ENTITIES. AND THEN REALLY WHAT WE DO WITH THAT STUDY FROM THERE IS NEXT TIME THE FEDERAL GOVERNMENT IS LOOKING FOR MONEY, YOU HAVE TO HAVE THE, YOU HAVE TO HAVE THE STUDIES READY TO GO IN A CERTAIN WAY, OR THEY WON'T EVEN LISTEN TO YOU.
