GENERALLY LOCATED WEST OF SOUTH EGRET BAY FM TWO 70 EAST OF TEXAS AVENUE AND APPROXIMATELY 800 FEET TO THE NORTH OF WEBSTER STREET IN THE 300 BLOCK OF ELLEN AVENUE.

SO AS YOU HEARD, THIS IS A TRACK THAT IS LOCATED OFF OF ELLEN AVENUE AND IT'S APPROXIMATELY 1.82 ACRES IN SIZE AND IT IS CURRENTLY ZONED PUBLIC AND SEMI-PUBLIC.

UM, THE TRACT WAS PURCHASED FROM TEXAS AVENUE BAPTIST CHURCH BY THE PROPERTY OWNERS IN, UH, 2024, AND THEIR INTENT IS TO DEVELOP A SINGLE FAMILY HOME ON THAT 1.82 ACRE TRACT.

THEY ARE REQUESTING TO ZONE IT AT RSF SEVEN, WHICH IS THE ZONE THAT MATCHES IT JUST TO THE SOUTH AND THEN ACROSS ELLEN AVENUE AS WELL.

THOSE ARE ALL RSF SEVENS.

UM, SO TAKING A LOOK AT IT ON THE AERIAL, YOU CAN SEE IT IS COMPLETELY UNDEVELOPED.

IT'S HEAVILY WOODED AT THE TIME.

UM, THE APPLICANT ALSO OWNS THE PROPERTY JUST TO THE SOUTH.

UM, THEY DO HAVE A SINGLE FAMILY HOME ON THAT PROPERTY AS WELL.

UM, AND WE DID NOT RECEIVE ANY ADVANCED COMMUNICATIONS OF SUPPORT OR OBJECTION ON THIS PROPERTY.

UM, BUT WE DO HAVE ONE PERSON SIGNED FOR, UH, THE PUBLIC HEARING, SO I'LL PASS THE SIGN IN SHEET ALONG SHORTLY.

UM, BUT BASED ON THE INFORMATION PROVIDED, STAFF HAS DETERMINED THAT THE PROPOSED ZONING IS CONSISTENT AND COMPATIBLE WITH THE ADJACENT LAND USES.

UM, THE NEW ZONE WOULD NOT CREATE ANY NONCONFORMITIES AND, UM, WHILE THE PROPOSED REZONE INTO RSF SEVEN IS INCONSISTENT WITH THE FUTURE LAND USE PLAN, THE REQUEST IS CONSISTENT WITH THE GOALS AND POLICIES OF THE COMPREHENSIVE PLAN.

UM, AND ADDITIONALLY TRAFFIC IMPACTS WOULD BE NEG NEGLIGIBLE.

UM, BASED ON THE CRITERIA LISTED ABOVE, STAFF DOES RECOMMEND APPROVAL OF THE REZONE REQUEST.

UM, AND AS I HAD MENTIONED, I'M GONNA PASS THIS ALONG.

THIS IS, UM, ONE PERSON HAS SIGNED IN FOR THE PUBLIC HEARING.

DUNCAN TRACK MASTER PLAN REVISION NUMBER SEVEN, MP 25 0 0 0 4.

GENERALLY LOCATED SOUTH OF BRITTANY LAKES SUBDIVISION AND WEST OF THE SEDONA SUBDIVISION.

YES.

SO THIS IS THE SEVENTH REVISION OF THE DUNCAN MASTER PLAN.

UM, ON THE LEFT SIDE YOU SEE THE SIXTH REVISION OF THE DUNCAN MASTER PLAN, WHICH WAS APPROVED BY YOU GUYS BACK IN MARCH OF THIS YEAR.

UM, AND WE ARE ON THE SEVENTH, WHICH IS ON THE RIGHT HAND SIDE.

UM, MOST OF THE CHANGES THAT YOU'RE GOING TO SEE ARE FOCUSED IN ON THE POD JUST ABOVE, UM, THE GRAND PARKWAY.

SO PREVIOUSLY, I'M GONNA FLIP BACK REALLY QUICKLY SO YOU CAN SEE, UM, PRIOR TO THIS CHANGE, UM, THERE WERE SOME TOWN HOMES THERE AND SOME PATIO HOME PRODUCTS.

AND THAT HAS BEEN REVISED, UM, TO WHAT YOU'RE SEEING NOW TO BE, UH, LARGELY A SINGLE FAMILY.

ADDITIONALLY, THAT, UH, EMERGENCY SERVICES SITE, WHICH YOU CAN, OOPS, SORRY.

UH, WHICH YOU CAN SEE UH, IN THE, JUST SOUTH OF THE GRAND PARKWAY IN ONE OF THOSE URBAN VILLAGE PODS, THE BOTTOM LEFT THAT HAS NOW BEEN FLIPPED TO COMMERCIAL AND THAT IS BECAUSE, I'M SORRY, IT HAS BEEN FLIPPED BACK TO URBAN VILLAGE.

AND THAT HAS BEEN BECAUSE ALTHOUGH A PROJECT COMING UP THAT YOU GUYS WILL SEE SHORTLY, THE UM, LLOYD PROJECT JUST TO THE WEST, THEY'RE PROPOSING A EMERGENCY SERVICES SITE.

SO IT WAS DETERMINED THAT TWO AREN'T NEEDED THAT CLOSE TO EACH OTHER.

SO THEY REVERTED THAT POD BACK TO ITS ORIGINAL INTENDED USE AND THE EMERGENCY SERVICES SITE WILL BE JUST TO THE WEST.

SO HERE YOU CAN SEE ALL OF THE FUND NUMBERS ABOUT WHAT CHANGED EXACTLY HOW THE ACREAGES CHANGED.

UM, OVERALL IT WAS A PRETTY SMALL CHANGE.

UM, THE BIGGEST CHANGE THAT YOU'RE GONNA SEE IS THE INCREASE IN SINGLE FAMILY AND THE DECREASE IN, UM, THE TOWN

HOME PRODUCTS.

SO LOOKING HERE, I BREAK IT ALL DOWN.

THE SINGLE FAMILY RESIDENTIAL LAND USES WERE INCREASED BY 48.9 ACRES AND THE MULTIFAMILY RESIDENTIAL LAND USES WERE DECREASED BY 51.5 ACRES.

THE LANDSCAPE AREAS WERE INCREASED SLIGHTLY BY 0.2 ACRES AND THAT PUBLIC EMERGENCY SERVICES LAND USE WAS DECREASED BY THE FULL 4.5 ACRES.

UM, WITH THAT IN MIND, COMMERCIAL DID IN DECREASE SLIGHTLY TO 1.2 DETENTION LAND USES INCREASED SLIGHTLY AND THEN PARKLAND DECREASED AS WELL.

HOWEVER, THEY'RE STILL IN COMPLIANCE WITH THEIR PARKLAND REQUIREMENTS.

UM, SOME NOTABLE CHANGES WITHIN THE LAND USES ARE AS FOLLOWS.

UM, THE OVERALL NUMBER OF SINGLE FAMILY UNITS INCREASED, UM, BY 204 LOTS TO BE A TOTAL OF 2,588 RESIDENTIAL LOTS.

UM, THEY'RE STILL IN COMPLIANCE WITH THE PUD AND THEIR DENSITY REQUIREMENTS AND THE OVERALL NUMBER OF TOWNHOME UNITS DECREASED BY 345 UNITS.

UM, AND NOW THERE ARE NO PROPOSED TOWN HOMES IN THE DUNCAN MASTER PLAN AND THAT IS PERMITTED WITHIN THE PUD TO HAVE A ZERO NUMBER.

AND THEN AS MENTIONED PREVIOUSLY, THE EMERGENCY SERVICES USE, WHICH WAS A FIRE STATION, UM, HAS BEEN REMOVED BY THE REQUEST OF THE CITY.

SO THAT CONCLUDES MY PRESENTATION.

ANY ANY QUESTIONS OF STAFF ON THIS ISSUE? SO IT'S YOUR RECOMMENDATION THAT THIS BE APPROVED AND THIS IS, IF WE APPROVE THIS, THIS IS, THIS IS A DONE DEAL, IT DOES NOT HAVE TO GO TO COUNCIL.
