FOUR, WHICH WOULD BE, WILL BE A PUBLIC HEARING, HOLD A PUBLIC HEARING, AND MAKE RECOMMENDATION TO CITY COUNCIL ON A SPECIAL USE PERMIT APPLICATION SUP 21 0 0 0 3 U-HAUL WEST MAIN TO ALLOW THE RECONSTRUCTION OF A SELF STORAGE USE, UH, ON APPROXIMATELY 19.4 ACRES ZONE CG COM.GENERAL COMMERCIAL, GENERALLY LOCATED NORTH OF WEST MAIN STREET, FARM TO MARKET FIVE 18 AND ALONG EAST AND WEST SIDES OF LANDING BOULEVARD WITH A ADDRESS OF 2,500 WEST MAIN STREET IN LAKE CITY, TEXAS.
CHRIS, YOU'RE GONNA GO AHEAD AND GIVE YOUR SPIEL AND THEN WE WILL GET YES, SIR.
UM, SO YEAH, THE REQUEST BEFORE YOU IS FOR A SPECIAL USE PERMIT, UM, TO RECONFIGURE A SITE, AN EXISTING SELF SOURCE SITE, UM, AT THE END OF LANDING BOULEVARD.
UM, SO THIS IS PREDICATED BY THE EXTENSION OF LANDING BOULEVARD.
UM, SO ON, ON THE LEFT SIDE, YOU SEE THE ROUTING OF THE NEW NORTH LANDING EXTENSION.
IT GOES UP TO THE NASA BYPASS AND WILL CONTINUE FROM THE EXISTING DEAD END OF LANDING.
UM, IF YOU LOOK ON THE RIGHT, THAT THE AREA THAT'S KINDA SHADED WHITE, THAT SHOWS THE NEW CONFIGURATION RELATED TO THIS SITE.
UM, SO OBVIOUSLY SOME CHANGES NEEDED TO BE MADE.
UM, THEY'RE HAVING TO DEMO SEVERAL BUILDINGS AND AS SUCH, UM, THEY, THEY WANTED TO RECONFIGURE THE SITE AND PUT SOME NEW STRUCTURES UP.
SO THE CURRENT SITE LAYOUT, UM, CONSISTS OF ABOUT EIGHT COVERED PARKING, RV CAR CARPORTS, UH, 10,000 SQUARE FEET OF OFFICE SPACE, AND ABOUT 72,000 SQUARE FEET OF SELF STORAGE BUILDINGS ON THE WEST SIDE OF, UM, LANDING BOULEVARD.
SO WHEN IT'S RECONFIGURED, ALL OF THOSE ITEMS ON THE WEST SIDE ARE GONNA BE COMPLETELY DEMOLISHED.
SO ALL OF THE BUILDINGS, ALL OF THE CARPORTS, THE OFFICES, AS WELL AS SOME RV SPACES, UM, WHERE PEOPLE ARE CURRENTLY STAYING OR WERE STAYING, UM, AND THAT'S GONNA BE REPLACED WITH TWO BUILDINGS, UM, ABOUT 140,000 SQUARE FEET OF, UM, GROSS FLOOR AREA BETWEEN THE TWO BUILDINGS.
UM, AND ON THE EAST SIDE THE PARKING LOT'S GOING TO BE RECONFIGURED.
IN ADDITION, THEY'RE GOING TO ADD, UM, ENHANCED LANDSCAPING ALONG LANDING BOULEVARD AND, UM, BOTH ON THE EAST AND WEST SIDES.
SO AS PART OF THE LAND SWAP DEAL, UM, WITH LANDING BOULEVARD, WE HAD TO ABANDON SOME RIGHT OF WAY AND GIVE TO THEM.
SO WE NEEDED, UM, SOME, UH, ACCESS TO MYRTLE PARK.
UM, SO RATHER THAN ACCESSING THAT THROUGH THE OAKS OF CLEAR CREEK SUBDIVISION, UM, WHERE ACCESSING IT THROUGH THIS ACCESS POINT THAT'S SHOWN IN GRAY HERE, AND THAT DEAL HAS ALREADY BEEN DONE AND THAT LAND SWAP HAS BEEN COMPLETED.
UM, SO THESE ARE THE ELEVATIONS.
IT IT IS A TYPICAL, UM, U-HAUL FACILITY SIMILAR TO THE ONE Y'ALL SAW OFF HOBBS ROAD, UM, ABOUT A YEAR AGO.
SO SIMILAR ELEVATIONS TO THAT FOUR STORIES.
UM, SO TO SUMMARIZE THE REQUEST AS A DIRECT RESULT OF THE LANDING BOULEVARD, UM, EXTENSION, UH, AND THE RECONFIGURATION OF THE SITE IS NEEDED, UM, IS CONSISTENT WITH THE FUTURE LAND USE PLAN.
UM, IT'S CONSISTENT WITH THE EXISTING USE OF A SELF STORAGE FACILITY AND, UM, IT'S GOING TO PRODUCE MINIMAL TRAFFIC TO THE ROADWAY NETWORK.
SO STAFF IS RECOMMENDING APPROVAL, UM, SUBJECT TO SEVEN CONDITIONS.
UM, WE, WE DID SEND OUT NOTICES TO SURROUNDING PROPERTY OWNERS AND WE HAVE NOT HAD ANY, UM, OPPOSITION OR OR SUPPORT FOR THE REQUEST.

IT'S MY UNDERSTANDING THERE'S NOTHING, I MEAN, THEY'RE ALL OVER THE PROPERTY, SO IT'S NOT LIKE THEY DON'T DO THAT.
BUT MY REAL QUESTION IS, IS IT COVERED UNDER THE, WHAT WE'RE DOING HERE IS THE RENTAL TRUCK BUSINESS THE SAME AS WHAT AS THE STORAGE FACILITY BUSINESS? SURE.
SO FROM A ZONING STANDPOINT, YES, FROM A ZONING STANDPOINT, THEY WOULD BE CONSIDERED UNDER THE SAME USE AND COVERED UNDER THIS SPECIAL USE PERMIT IF THEY CHOSE TO DO THAT.
AND I CAN DEFER TO THE APPLICANT IF YOU HAVE A QUESTION ABOUT THAT.
UM, IF, IF THEY WOULD LIKE TO COME UP AND ANSWER.
WELL, THE ONLY REASON I ASK IS 'CAUSE IT WAS NOT MENTIONED IN THE PRESENTATION AS, AS FAR AS THE, THE, UH, RENTAL TRUCKS ARE CONCERNED.
UH, TO ANSWER YOUR QUESTION, YES, THE, THE RENTAL TRUCKS ARE ALREADY THERE NOW.

IT WAS ABOUT, UM, SO THERE WAS MULTIPLE USES THERE, THERE WAS ABOUT 71,000 ISH, UM, OF SELF STORAGE SPACE.
AND THAT'S IN MULTIPLE SINGLE STORY BUILDINGS SEE THERE.
AND THEN THERE WAS ALSO EIGHT COVERED, UM, PARKING SPACES.
I DIDN'T ACCOUNT FOR THE SQUARE FOOTAGE OF THOSE MM-HMM
AND THEN THERE WAS 10,000 SQUARE FEET OF ACTUAL OFFICE SPACE WHERE PEOPLE WERE OPERATING BUSINESSES OUT OF.
AND SO WHAT'S PROPOSED IS A SMALLER FOOTPRINT OF BUILDINGS, UM, BUT MULTIPLE STORIES.
AND SO THERE'S ACTUALLY MORE SQUARE FOOTAGE OF STORAGE THAN THERE WAS BEFORE.
ANY OFFICES IN THE NEW PROPOSED.
THERE'S NO OFFICES, THEY'RE, THEY'RE NOT GONNA BE LEASING OFFICES OUT OF THIS.
SO YOU HAVEN'T HAD ANY OPPOSITION OR ANY COMMENTS FROM THE SURROUNDING NEIGHBORHOODS? NO, SIR.
WE MAIL OUT 42 NOTICES, UM, TO PEOPLE WITHIN 200 FEET, UM, WHICH HITS PRETTY MUCH ALL THOSE RESIDENTIAL PROPERTIES DOWN TO THE WEST.
AND, UM, WE'VE NOT RECEIVED ANY, UM, LETTERS, COMMENTS, CONCERNS.
I HAVE TO ADMIT I'VE DRIVEN DOWN THAT ROAD 500 TIMES.
I HAVE NEVER SEEN THAT FACILITY BEFORE
IT'S JUST, IT'S, IT'S PUSHBACK THERE RIGHT NOW.
REALLY, UNLESS YOU'RE GOING THERE RIGHT NOW, THERE'S NO REASON TO GO DOWN THAT ROAD.
UM, 'CAUSE IT'S THE ONLY, IT'S AT THE END OF THE ROAD.
AND SO, YOU KNOW, WITH THE LANDING BOULEVARD EXTENSION, UM, OBVIOUSLY MORE TRAFFIC WILL BE GOING DOWN THAT ROAD.
UM, AND, AND THIS WILL CERTAINLY BE AN UPGRADE, UM, TO THE FACADES AND TO THE SITE, UH, FROM WHAT'S THERE TODAY.
YOU GUYS HAVE ANYTHING? NO, THAT WAS MY GENERAL THOUGHT WAS THAT IT SEEMS TO BE AN UPGRADE TO THE FACADE AND WHEN THE ROAD DOES GO THROUGH, I THINK IT'S A, IT'S A POSITIVE FOR THE CITY.
