THE REQUEST BEFORE YOU TONIGHT IS FOR AN SUP TO EX EXPAND AN EXISTING SELF-STORAGE.
AS YOU CAN SEE, IT IS ALREADY ZONED GENERAL COMMERCIAL.
THE PROPERTY, WHICH IS APPROXIMATELY 8.4 ACRES IN SIZE, HAS ALREADY BEEN, UH, ESTABLISHED AND PREPARED.
UM, JUST TO GIVE YOU SOME QUICK BACKGROUND, AS PART OF THE SERIES OF EVENTS THAT HAVE OCCURRED UP TO THIS POINT, SO THIS TRACKED PREVIOUSLY CONSISTED OF APPROXIMATELY FOUR ENTIRE BLOCKS ON THE WEST SIDE OF STATE HIGHWAY THREE.
SO THOSE RIGHTS OF WAY THAT CROSSED BETWEEN WERE ABANDONED BY CITY COUNCIL BACK IN 2007.
THEN BACK IN 2015, THE PROPERTIES WERE REZONED TO GENERAL COMMERCIAL.
UM, THE PLAT WAS RECORDED IN 2016, AND THEN THE FIRST PHASE OF THE SITE PLAN, WHICH YOU SEE HERE, PHASE ONE, WHICH CONSISTS OF APPROXIMATELY 45 AND A HALF THOUSAND SQUARE FEET WAS, UM, APPROVED FOR CONSTRUCTION.
UM, WITH THAT BEING SAID, AT THE TIME THAT THIS WAS CONSTRUCTED, OUR LAND USE TABLE ALLOWED SELF STORAGE IN THE GENERAL COMMERCIAL USE BY RIGHT SINCE THEN, IT IS NOW REQUIRING A SPECIAL USE PERMIT.
HENCE WHY THIS REQUEST IS BEFORE YOU TONIGHT.
SECOND PHASE IS FOR JUST OVER 46,000 SQUARE FEET.
SO OVERALL, UM, FOR THE SITE, IT WOULD BE APPROXIMATELY JUST OVER 92,000 SQUARE FEET OF, UH, SELF STORAGE USE.
UM, HERE'S A, AN EXAMPLE OF THE LAND ADDITIONAL LANDSCAPING THAT WOULD BE PROVIDED AS PART OF THE EXPANSION, UM, IN ADDITION TO THE ADDITIONAL EXISTING LANDSCAPING THAT HAS ALREADY BEEN PROVIDED FOR THE SITE.
HERE'S AN, UH, EXAMPLE ILLUSTRATION OF, UH, ONE OF THE BUILDINGS.
UH, ALL THE BUILDINGS ARE VERY SIMILAR FROM THE ELEVATION STANDPOINT.
UM, AND THEN JUST STAFF FINDINGS ARE, AGAIN, THE FACILITY ALREADY EXISTS BASED ON THE EXISTING CONDITIONS.
THE, THE PROPERTY WAS SET UP TO BE EXPANDED AT SOME POINT IN THE FUTURE.
HOWEVER, AS MENTIONED PREVIOUSLY, THE UDC LAND USE TABLE WAS CHANGED, WHICH NOW AFFECTS AND REQUIRES A SPECIAL USE PERMIT.
UM, THE REQUEST IS CONSISTENT WITH THE COMPREHENSIVE PLAN.
UM, THE LAND USES AND PATTERNS AS WELL AS THE, UM, IMPACTS TO THE TRAFFIC ARE, ARE VERY MINIMAL.
UM, AND THEN IT DOES NOT DETRIMENTALLY AFFECT THE SURROUNDING PROPERTIES.
AGAIN, BECAUSE THIS IS AN EXISTING USE, BASED ON THAT, STAFF DOES RECOMMEND, UM, SIX CONDITION APPROVAL SUBJECT TO SIX CONDITIONS.
UM, JUST VERY SIMILAR, UM, YOU KNOW, EXPIRATION OF THE TIMEFRAME.
A LOT OF THESE ARE OUR, OUR STANDARD SUP CONDITIONS.

NUMBER FOUR, THE SITE SITE PLAN IS SUBSTANTIALLY SIMILAR TO THE PLANS THAT YOU SEE.
UM, NUMBER FIVE IS WITH REGARDS TO LANDSCAPING.
WE DO HAVE SOME, UM, REQUIREMENTS WITH REGARDS TO CHOOSING CERTAIN SPECIES AND, UM, PLANT MATERIALS WITH REGARDS TO THE EXPANSION OF THE SITE.
AND THEN, UH, ADDITIONAL LANDSCAPING REQUIRED IS SUBJECT TO SOME ADJACENT CONSTRUCTION OF RIGHTS OF WAY.
AND THEN THE NUMBER SIX IS THE SIGNAGE.

AND, UH, WE'RE LOOKING FORWARD TO MOVING INTO THE, UM, PERMIT DEVELOPMENT STAGE.
BUT FIRST, OBVIOUSLY WE HAVE TO GET THROUGH THIS.
I THINK THAT THE EXISTING ENVIRONMENT THAT'S THERE, WE'VE MET THAT AND UPGRADED IT, UH, ON THIS PHASE TWO PORTION.
I THINK THAT WE'VE HAD SOME LANDSCAPING AND THE WAY THAT THAT PARTICULAR SITE WORKS, I THINK THAT WE'VE BASICALLY TAKEN WHAT THE LONG-TERM PLANS WERE INTENDED TO BE IN FOLLOWING THROUGH AT THIS DATE.
WE DIDN'T ANTICIPATE NECESSARILY AN SUP BEING REQUIRED IN TIME, BUT I THINK WE FAITHFULLY HAVE BEEN WORKING IN ORDER TO FULFILL ALL THOSE REQUIREMENTS.

SO SHOULD THE SUP BE APPROVED, THERE'S STILL NOT ONLY JUST THE REVIEW FOR THE SUP PHASE ITSELF, THEY STILL HAVE TO, IF APPROVED, THEY STILL HAVE TO GET A PERMIT AND IT STILL HAS TO MEET ALL THE SAME RIGORS, FLOODPLAIN, PARKING, TRAFFIC, YOU KNOW, ALL OF THAT.
BUT HOWEVER, TYPICALLY IN OUR SUP PHASE, IT'S A LITTLE BIT MORE IN DEPTH THAN SAY A REZONING BECAUSE WE DO REQUIRE SO MUCH INFORMATION, UH, FOR REVIEW AND CONSIDERATION BY THIS COMMISSION AS WELL AS THE CITY COUNCIL.
BUT YES, IT WILL NEED TO GO THROUGH THAT SAME.
DIDN'T I SEE ON THE SITE PLAN THAT THERE WAS A PROPOSED AREA FOR I COULD ATTENTION POND AT THE BEST? YES.

THIS IS THE FIFTH REVISION OF THE MASTER PLAN.
SO YOUR LEFT, YOU DO HAVE THE CURRENT MASTER PLAN, WHICH IS REVISION NUMBER FOUR AS APPROVED IN MARCH OF THIS YEAR.

UM, IT'S VERY, VERY MINOR CHANGES JUST TO ADDRESS, UM, A FEW ITEMS. SO THE BOUNDARY OF SECTION FIVE WAS REVISED TO INCREASE THE ACREAGE AND LOCK COUNT, AND THAT WAS TO ADD, UM, AN ACCESS ROAD ONTO WINFIELD PARKWAY TO MAKE SURE ALL POINTS OF ACCESS WERE MET.
UM, SECOND, THE WINFIELD PARKWAY RIGHT OF WAY WAS REDUCED TO 70 FEET WIDE WITH A 102 FOOT WIDE FLARE.
AND THAT WAS APPROVED BY OUR ENGINEERING DEPARTMENT.
SO WE WERE JUST UPDATING THE MASTER PLAN TO MAKE SURE, UM, EVERYTHING WAS CORRECT.
THIRD, THE LAKES AT WESTLAND RANCH, SECTION TWO LAYOUT WAS REDESIGNED.
THAT'S WHAT YOU SEE KIND OF ON THE TOP LEFT THERE.
AND THAT WAS, UM, FROM A COMMENT FROM OUR ENGINEERING DEPARTMENT TO MOVE THE ENTRY OF LAKES AT WESTLAND RANCH.
SECTION TWO FURTHER FROM WINFIELD PARKWAY AND MAGNOLIA BAYOU DRIVE INTERSECTION JUST FOR SAFETY CONCERNS.
AND FOURTH, THE PARK YOU SEE AT THE BOTTOM OF THE SCREEN, WHICH IS D OH NINE.
UM, THAT ACREAGE WAS INCREASED BECAUSE THE WINDFIELD PARKWAY RIGHT OF WAY WAS DECREASED.
SO JUST, UM, PICKING UP THAT EXCESS ACREAGE THAT CAME FROM THE RIGHT OF WAY.
