I, I THINK THE CONCERNS, WE'VE BEEN THROUGH THIS FOR MANY TIMES IN THE PAST, PROBABLY THE OAK TREES ON MAIN STREET, PEOPLE ARE ALREADY TALKING ON SOME OF THE, UH, YEAH.
IS ANY OF THAT GOING TO BE AFFECTED? NONE OF THAT IS IN THE PLAN.
I THINK WHAT IS BEING RECOMMENDED ARE SOME ACCESS MANAGEMENT STUDIES.
UH, SO TYPICALLY, I KNOW WE WENT THROUGH AN ACCESS MANAGEMENT DISCUSSION, UH, WITH TDOT AND COUNCIL THREE OR FOUR YEARS AGO NOW, UH, FOR MAIN STREET, THAT IS SOMETHING THAT NEEDS TO BE LOOKED AT.
UH, WHEN YOU HIT A CERTAIN VOLUME, A FIVE LANE ROAD IS NOT QUITE AS EFFICIENT OR SAFE AS PUTTING IN SOME MEDIANS.
UH, SO THAT WOULD BE A STEP THAT WOULD BUY SOME CAPACITY BEFORE YOU WOULD NEED TO GO TO A SIX LANE.
SO THAT'S NOT SOMETHING THAT WE HAVE, UH, PROPOSED FOR NEAR TERM EITHER, BUT IT IS SOMETHING THAT NEEDS TO BE CONSIDERED.
SO TO THAT END RIGHT, AND, AND I KNOW WE HAVE IT IN THE CURRENT PLAN SHOWING SIX LANES OR EVENTUALLY GETTING THERE, UH, AND WE WENT, LITERALLY WENT THROUGH THIS LAST TIME.
AND SO BECAUSE WE'RE NOT GONNA BE KNOCKING DOWN THE OAK TREES AND, AND PUTTING IN TWO MORE LANES OF TRAFFIC, SHOULD WE JUST REMOVE THAT? AND THEN ALSO TO THAT END, I DO THINK IT'S WORTH CONSIDERING SOME OF THE ACCESS CONTROLS AND DOING WHAT THEY DID IN, UH, IN FRIENDSWOOD AT THE OTHER END OF FIVE 18.
IT DID HELP WITH THE KIND OF FEELING OF THEIR ENTIRE LITTLE AREA DOWN THERE NEAR CITY HALL AND THEIR LARGE OAK TREES.

WE, WE'LL REACH, I THINK THE BEST THING TO DO ON THAT IS REACH BACK OUT TO THE AREA OFFICE.

A COUPLE OF KEY ELEMENTS THAT ARE REQUIRED AS PART OF THAT, THE DEVELOPMENT OF LAND USE ASSUMPTIONS.
HOW IS THE CITY GONNA GROW OVER A 10 YEAR PLANNING PERIOD, THE DEVELOPMENT OF A CORRESPONDING CAPITAL IMPROVEMENTS PROGRAM.
HOW WILL GROWTH BE ADDRESSED? UH, AND THEN THE CALCULATION OF THE COST PER SERVICE UNIT.
WHAT DOES IT COST TO PUT A UNIT OF SERVICE ON THE GROUND? FOR THOSE THAT ARE NEW TO CAPITAL RECOVERY, FEES ARE ASSESSED TO NEW DEVELOPMENT AS A ONE-TIME CHARGE TO NEW DEVELOPMENT THAT COMES INTO THE CITY.
THE MORE CAPACITY THAT'S CONSUMED BY PROPOSED DEVELOPMENT, THE HIGHER THE FEE THERE ARE.
UM, METHODOLOGICALLY, IT'S THE SAME APPROACH THAT WAS TAKEN AS THE INITIAL PROGRAM IN 2018.
UH, FOUR SERVICE AREAS WERE DEFINED AS PART OF THAT PROGRAM.
THOSE SAME FOUR SERVICE AREAS HAVE BEEN, UH, MAINTAINED.
UH, THE SERVICE UNIT ALSO IS ALSO THE SAME, UH, AS THE INITIAL PROGRAM.
THE VEHICLE MILE, THE SERVICE UNIT ENABLES THE ABILITY TO QUANTIFY HOW MUCH CAPACITY IS MADE BY PROJECTS, HOW MUCH UTILIZATION IS CONSUMED ON EXISTING ROAD NETWORK.
BUT THEN MORE IMPORTANTLY, UH, WHAT IS THE, THE DEMAND GENERATED BY NEW DEVELOPMENT? A LAND USE EQUIVALENCY TABLE THAT HIGHLIGHTS MAJOR LAND USE CATEGORIES, OFFICE, COMMERCIAL, RETAIL, RESIDENTIAL, INSTITUTIONAL AND SUBCATEGORIES, UH, IDENTIFIES A CORRESPONDING SERVICE UNIT GENERATION BY LAND USE TYPE.
SO WHEN STAFF RECEIVES A DEVELOPMENT APPLICATION, THEY CAN USE THIS EQUIVALENCY TABLE, THEY CAN QUANTIFY THE SPECIFIC IMPACT OF PROPOSED DEVELOPMENT, AND THEN BASED ON THE COST PER SERVICE UNIT AND THE COLLECTION RATE CAN GENERATE THE CAPITAL RECOVERY FEE.
THE COST PER SERVICE UNIT, UH, WILL VARY.
EACH SERVICE AREA IS, IS QUANTIFIED AND CALCULATED SEPARATELY.
SO FROM THE 2018 PROGRAM TO THIS UPDATED PROGRAM, THERE ARE NEW NUMBERS PER SE.
UH, THE CIP, THE CAPITAL RECOVERY FEE, CIPA, SPECIFIC CIP, UH, IS ROOTED IN YOUR MOBILITY PLAN.
UH, CORRIDORS IDENTIFIED AS ARTERIAL CLASS OR COLLECTOR CLASS ARE ELIGIBLE, UH, FOR INCLUSION INTO THE PROGRAM.
WE HAVE 83 PROJECTS THAT HAVE BEEN IDENTIFIED SPANNING THE, THE CITY FOR THE MOST PART ON THE WESTERN SECTOR.
A SIGNIFICANT NUMBER OF PROJECTS THERE IN SERVICE AREAS, UH, THREE AND FOUR.

BUT FIRST ABOUT THE ROADWAY IMPACT FEES, WHICH THANKFULLY LEAGUE CITY HAS IMPLEMENTED, UH, SEVERAL YEARS AGO.
THE RECENT COMMITTEE MEETING, UH, UH, RECENT COMMITTEE TO DO ALL THE DETAILS TO PREVENT, UH, TO PRESENT IN FRONT OF YOU TONIGHT.
UM, I'M, I'M JUST LOOKING AT THE CHART FULL OF NUMBERS, UM, WITH THE, UM, THE VOLUMOUS, UH, MATERIALS.
UM, THIS IS PROBABLY THE KEY ONE, AND I CAN ACTUALLY READ IT KIND OF QUICKLY BY COMPARISON.
AND, UH, JUST A FEW NOTES ABOUT THIS.
UM, IT LOOKS LIKE THAT THE COMMITTEE WANTS TO RAISE, UM, UH, RESIDENTIAL ROADWAY IMPACT FEES.
UM, THE PERCENTAGE NUMBERS ARE KIND OF HIGH, ESPECIALLY FOR SINGLE FAMILY HOMES.
WELL MULTIPLY 'EM AS WELL GENERALLY, BUT THE DOLLAR AMOUNTS AREN'T THAT MUCH, AREN'T, AREN'T AS SHOCKING AS THE PERCENTAGE INCREASE, BUT THE INCREASE IS,

UM, I THINK THAT'S A GOOD THING.
UM, IN GENERAL, UH, THE A HUNDRED MILE AN HOUR, UM, UH, REVIEW OF THIS, WHAT THE COMMITTEE'S PRODUCED, I, I THINK IS OKAY.
UM, AND I'D LIKE TO GET TO A LITTLE HIGHER LEVEL POLICY, UH, THAN, THAN THE, YOU KNOW, RAW NUMBERS AND SERVICE AREAS AND AND WHATNOT.
SO THERE WAS A COMMENT IN THE 2021 MEETING THAT WE, LAKE CITY, ARE LOSING SOME COMMERCIAL DE DEVELOPMENT TO CITIES SURROUNDING US.
AND THAT IS UNFORTUNATE TO ME.
I DON'T FEEL THE NECESSITY FOR ME, THE TAXPAYERS AND ALL OF LAKE CITY BEING A COMPETITION WITH WEBSTER TO PUSH WHEELBARROWS OF TAX MONEY FOR COMMERCIAL PROPERTY, PRO COMMERCIAL PRIVATE PROPERTY DEVELOPMENT LIKE THE WOLF LODGE.
I AM OKAY WITH A LITTLE LESS CONCRETE HERE IN LEAGUE CITY AND PERHAPS A LITTLE HIGHER PROPERTY TAXES THAN WEBSTER.
IN FACT, BEFORE I MOVED TO LAKE CITY, I LIVED IN WEBSTER AND ME AND MY WIFE HAD NO DESIRE TO LIVE IN WEBSTER.
AND THERE'S MORE CONCRETE NOW THAN THERE WAS BACK THEN.
SO THE, THE, THE BOTTOM LINE, SOME PEOPLE MIGHT SAY, WELL, IT'S EXPENSIVE FOR PROPERTY DEVELOPERS IN LEAGUE CITY, WHETHER THEY'RE RESIDENTIAL OR COMMERCIAL.
UM, SO YOUR PROPERTY DEVELOPMENT IS EXPENSIVE TO SUPPORT.
IT CAUSES IMPACTS TO MUNICIPAL INFRASTRUCTURE.
AND THERE ARE MULTIPLE, IN FACT, P IN FACT IMPACT FEES.
UH, THERE'S ONE FOR WATER AND SEWER AND THERE'S ONE FOR PARKS.
'CAUSE TRAFFIC WAS A NIGHTMARE BEFORE THE PANDEMIC, AND IT HASN'T BEEN THE NIGHTMARE QUITE THAN IT WAS BACK THEN.
AND HOPEFULLY THESE ROADWAY IMPACT FEES WILL HELP NOT GET US BACK TO THE TRAFFIC JAMS WE HAD 5, 8, 10 YEARS AGO.

AND SINCE THE INCEPTION, UH, AND IMPLEMENTATION OF THE PROGRAM, THERE WAS A LOW COLLECTION RATE THAT HAS INCREASED OVER TIME, MEANING THAT THE CITY WAS FRIENDLY TO DEVELOPMENT AND OVER TIME THE FEES HAVE BEEN RAISED, UH, CORRESPONDINGLY SO THAT THERE APPROPRIATELY PAYING THEIR FAIR SHARE OF COST, THEY'RE NOT PAYING, UH, ALL OF IT.
THERE STILL IS A BURDEN THAT THE TAX BASE PICKS UP, BUT THAT POLICY, UH, HAS BEEN IN PLACE SINCE 2018.
AND AS PART OF THE MANDATED UPDATE, UH, THAT POLICY CONTINUES TO BE THERE.
WE, WE DID WORK WITH A CAPITAL IMPROVEMENTS ADVISORY COMMITTEE.
WE MET WITH THEM, UH, THREE TIMES OVER THE COURSE OF THE UPDATE.
THEY PROVIDED US, UH, FEEDBACK ON GROWTH RATES, THE CIP, ULTIMATELY THE COST PER SERVICE UNIT.
AND THEIR FINAL ACTION WAS THAT RECOMMENDATION LETTER, UH,

WE, WE KEEP THOSE SERVICE AREAS THE SAME BECAUSE OF ACCOUNTING PURPOSES, MONIES THAT COME INTO THOSE SERVICE AREAS THAT ARE BEING EXPENDED ON PROJECTS.
