THE HISTORIC DISTRICT ALREADY HAS A USE CHART OR HAS A COLUMN IN THE USE CHART, AND THEN THERE'S A SEPARATE USE CHART FOR THE HISTORIC DISTRICT OTHER IN ANOTHER LOCATION OF THE ORDINANCE.
SO IT'S JUST DELETING A DUPLICATION THERE.
AND SO THE IDEA BEHIND THIS IS TO BE MORE PERMISSIVE TO OPEN THE DOOR FOR MORE COMMERCIAL USES IN LEAGUE CITY AND ELIMINATE SOME OF THE RED TAPE THAT'S THERE.
IT, IT, I THINK IT PARTIALLY CAME OUT OF THE STRATEGIC PLAN FOR DEVELOPMENT SERVICES AS TO, UM, HOW WE DO BUSINESS.
AND THEN, AND WE, I, I'LL SAY IT THIS WAY, WE STAFF LOOKED THROUGH THAT AND FELT SOME CHANGES MADE SENSE BASED ON, YOU KNOW, PREVIOUS ACTIVITY AND ACTIONS.
BUT I GUESS, AND YOU GUYS CAN TALK ME OUT OF THIS, BUT IN JUST IN READING IT, WHAT BOTHERED ME IS THAT THERE WERE A LOT OF SITUATIONS WHERE AN SUP USED TO BE REQUIRED, BUT NOW IT'S WELL STAFF DECIDES ESSENTIALLY.

IF IT PREVIOUSLY HAD A SPECIAL USE PERMIT REQUIRED, NOW YOU'RE JUST PERMITTED BY BY, RIGHT? SO YOU CAN GO THERE WITHOUT HAVING TO ASK ANY SPECIAL PERMISSIONS FROM STAFF OR CITY COUNCIL.
AND THIS IS BASED ON, LIKE JOHN SAID, FEEDBACK THAT WE RECEIVED, UM, DURING THE DEVELOPMENT SERVICES STRATEGIC PLAN, BOTH FROM, UM, COUNCIL MEMBERS AND AS WELL AS THE PUBLIC AND OUR CUSTOMERS.
SO SUP IS A MECHANISM BY WHICH CITIZENS MAKE THEIR DESIRES ABOUT A, A SPECIFIC THING KNOWN.

SO I'M ACTUALLY EXCITED ABOUT THIS AND I HOPE IT PASSES.

BUT FOR EXAMPLE, IN A RESTAURANT COMING INTO THE CITY, WHICH I THINK WE MOST MOSTLY WANT RESTAURANTS AND GOOD ECONOMIC, UM, UM, YOU KNOW, DEVELOPMENT IN THE CITY NOW INSTEAD OF GOING THROUGH A THREE TO FOUR MONTH PROCESS AND HAVING THAT RESTAURANT JUST BACK OUT OF THE CITY.
'CAUSE WE WANT TO GO THROUGH AN SUP IS ONE OF THE BIGGEST PROBLEMS WE HEARD WITH THE STRATEGIC, UM, COMMITTEE THAT WE SET ON.
I'M NOT SAYING THAT WE SHOULD GET RID OF A LOT OF SUVS.
SOME OF THEM ARE VERY NEEDED, BUT I THINK IF YOU LOOK THROUGH THAT LIST OF ITEMS, IT'S PERMITTED USE AND NOT PERMITTED USE IN CERTAIN AREAS.
THE SUP JUST ALLOWS US TO, TO PUT OTHER RESTRICTIONS ON A BUSINESS.
AND I DON'T THINK SOME OF THESE RESTAURANTS OR SOME OF THESE BUSINESSES COMING IN SHOULD HAVE TO HAVE A SUP.
AND I THINK STAFF WORKED VERY, VERY DILIGENTLY GOING THROUGH THE LIST.

SO WHAT THE REGULATION SAYS TODAY IS IF THERE'S AN EXPANSION OF 25% OR MORE OF YOUR BUILDING AREA, YOU HAVE TO FULLY COMPLY WITH OUR LANDSCAPING ORDINANCE.
AND SO FOR A THOUSAND SQUARE FOOT BUILDING THAT'S 250 SQUARE FEET.
UM, SO WHAT WE'RE DOING HERE IS WE'RE INCREASING THAT THRESHOLD FROM 25% TO 50%.
SO IF YOU, YOU KNOW, GO OVER HALF THE SIZE OF YOUR BUILDING IN YOUR EXPANSION, YOU WOULD THEN HAVE TO COMPLY WITH THE LANDSCAPE ORDINANCE.
WE SURVEY SURVEYED 11 DIFFERENT CITIES OF SIMILAR SIZE TO US.
UM, AND THIS WAS THE MOST PERMISSIVE OF ANY OF THE CITIES, WAS THE 50% THRESHOLD WHERE YOU THEN HAD TO COMPLY WITH THE LANDSCAPING REQUIREMENTS.
WE ALSO ADDED A CONDITION IN HERE THAT'S CONSISTENT WITH OUR BUFFERY YARD REQUIREMENTS THAT INDICATES THAT ANY ADDITION OR EXPANSION MORE THAN 5,000 SQUARE FEET WOULD TRIGGER THAT, UM, COMPLIANCE WITH THE LANDSCAPE ORDINANCE AS WELL.
AND THAT'S FOR A SENSE OF SCALABILITY.
