MY FAMILY MOVED TO LEAGUE CITY IN 1995.

MY HUSBAND WAS A VOLUNTEER EMT WITH LEAGUE CITY EMS. FOR OVER 18 YEARS, I HAVE WORKED AS A SUBSTITUTE TEACHER IN C-C-I-S-D.

OUR DAUGHTER SAVANNAH STARTED KINDERGARTEN AT HYDE ELEMENTARY WHEN THE DOORS OPENED AND SHE GRADUATED FROM CLEAR CREEK HIGH SCHOOL.

NEEDLESS TO SAY, WE LOVE LEAGUE CITY BARREL BLEW OUR SIGN AWAY, BUT WE LOVE LEAGUE CITY.

UM, THE REASON I ASKED TO SPEAK TONIGHT IS TO LET YOU KNOW ABOUT THE SAVANNAH MEMORIAL 5K.

THIS YEAR'S EVENT WILL BE HELD SUNDAY, OCTOBER 27TH AT OUR OWN HOMETOWN HEROES PARK HERE IN LEAGUE CITY.

AS MANY OF YOU KNOW, OCTOBER IS DOMESTIC VIOLENCE AWARENESS MONTH.

LEAGUE CITY HAS RECOGNIZED THIS MONTH BY LIGHTING THE LEAGUE CITY, THE LEAGUE PARK GAZEBO PURPLE, AND HOLDING PRAYER VIGILS, OUR ONLY CHILD, SAVANNAH, WHOM THE WALK MEMORIALIZE WAS MURDERED BY HER HUSBAND IN AN ACT OF DOMESTIC VIOLENCE.

IN OCTOBER, 2020, SAVANNAH LEFT BEHIND THE LIGHT OF HER LIFE, HER TWO YOUNG CHILDREN WHO ARE NOW LEAGUE CITY RESIDENTS.

AT THE TIME OF HER DEATH, SAVANNAH, A STUDENT AND EMPLOYEE OF FOREST PARK EAST FUNERAL HOME AND CEMETERY, WAS ORGANIZING A FOOD DRIVE FOR BAY AREA TURNING POINT AND DOMESTIC VIOLENCE VICTIMS. AFTER HER DEATH, HER BOSS, BROCK BASSETT AND HER COWORKERS APPROACHED HER FATHER AND ME WANTING TO DO SOMETHING TO HONOR SAVANNAH AND HELP OTHERS.

WE AGREED.

AND IN OCTOBER, 2021, THE FIRST 5K WAS HELD AT THE CEMETERY.

WE HAD A TREMENDOUS TURNOUT THAT YEAR AND ARE PLEASED TO BE HOLDING OUR FOURTH ANNUAL EVENT THIS OCTOBER.

THE SAVANNAH MEMORIAL, 5K IS A 5 0 1 C3 NONPROFIT PROCEEDS FROM THE 5K BENEFIT

BAY AREA TURNING POINT AND THE SAVANNAH MEMORIAL SCHOLARSHIP FUND AT DISCIPLE OAKS CAMP AND CONFERENCE CENTER, WHICH SAVANNAH ATTENDED EACH YEAR FROM SECOND GRADE THROUGH COLLEGE.

IT WAS A VERY SPECIAL PLACE TO HER, AND THE SCHOLARSHIP ENSURES THAT NO YOUTH WILL BE TURNED AWAY DUE TO FINANCIAL HARDSHIP.

AS I PREVIOUSLY MENTIONED, LEAGUE CITY HAS SOME SUPPORTED DOMESTIC VIOLENCE AWARENESS, AND FOR THAT I AM THANKFUL I URGE YOU THE LEAGUE CITY LEADERSHIP TO JOIN US ON SUNDAY, OCTOBER 27TH AT HOMETOWN HEROES PARK TO HELP RAISE AWARENESS OF DOMESTIC VIOLENCE AND SUPPORT OUR MISSION.

NOW SINCE THEN, WE'VE FUNDRAISED, WE'VE MADE EXPENDITURES AND WE HAVE BEGUN DEPLOYING SIGNS THAT WE PAID FOR, UH, FROM OUR CONTRIBUTION MONEY.

UH, SATURDAY NIGHT, THESE SIGNS WERE PUT OUT, UH, SUNDAY.

BY SUNDAY MORNING BY 7:00 AM SUNDAY MORNING, ALL THE SIGNS HAD BEEN CUT DOWN.

NOW I BROUGHT WITH ME THE TIE STRIPS, THE ZIP STRIPS THAT HAD BEEN CUT, AND YOU CAN TELL THAT THEY WERE CLEANLY CUT.

SO SOMEONE INTENTIONALLY DID THIS.

SO I PROMPTLY PUT THE SIGNS BACK UP.

UH, AND LATER THAT AFTERNOON, SOMETIME IN THE AFTERNOON, SOMETIME IN THE EVENING, UH, SPECIFIC CAMPAIGN SIGNS WERE PLACED IN FRONT OF AND BEHIND MOST OF MY SIGNS.

NOW, I, I THOUGHT THIS WAS RATHER CREATIVE.

I'D NEVER SEEN THIS BEFORE.

UM, I CALLED THE TEXAS ETHICS COMMISSION.

THEY SAID IT WAS OUT OF THEIR JURISDICTION.

IT'S A PRIVATE PROPERTY RIGHTS ISSUE.

SO I ELEVATED MY SIGNS AND THE SAME NIGHT, THE SAME NIGHT, THE SIGNS WERE COVERED UP AGAIN.

NOW, THIS TO ME, IS A FIRST AMENDMENT ISSUE BECAUSE WE'RE IN AN ELECTION.

UH, THIS, THE PAC IS A LEGALLY FILED ENTITY WITH THE CITY, AND WE HAVE A RIGHT TO ELECTION YEAR IN THIS CITY.

NOW, IF THE INCUMBENT IS GOING TO, UH, TRY TO PREVENT THAT, TRY TO BLOCK THESE SIGNS, OBSTRUCT THEM, TAMPER WITH THEM, MAKING THEM UNUSABLE EFFECTIVELY, I THINK THAT'S A BIG PROBLEM.

I THINK THAT'S A HUGE PROBLEM, ACTUALLY.

UM, I WOULD HOPE THAT THE, THE FOLKS IN THIS TOWN, WHETHER THEY AGREE WITH A MESSAGE OR NOT, WOULD AT LEAST GIVE THE RESPECT TO THE PEOPLE PUTTING THE MESSAGE FORTH TO ALLOW THEM TO DO IT.

SO WE WERE VERY AWARE OF THEM ON THE CODE ENFORCEMENT LEVEL.

THERE HAD BEEN ISSUES, UH, AT ALL THREE OF THESE PLACES BEFORE, YOU KNOW, PROPERTY NOT KEPT UP VARIOUS CODE VIOLATIONS.

UH, SO WE SAW IT KIND OF ON THAT SIDE.

THEN WE EVEN SAW SOME STUFF HAPPENING ON THE EMS AND FIRE SIDE, AND THEN MAYBE WE SAW SOME STUFF ON THE POLICE SIDE, BUT WE MAYBE HADN'T GOTTEN TO THE POINT WHERE WE HAD CONNECTED ALL THE DOTS TOGETHER.

AND SO I THINK WE GATHER A LOT OF DATA AND WE HAVE A LOT OF RESOURCES THAT CAN, THAT CAN JUST BE OPTIMIZED IN A BETTER WAY SO THAT WE CAN SEE KIND OF THE COMPLETE, UH, PICTURE OF WHAT'S HAPPENING IN SOME OF THESE PROPERTIES AND REALLY WORK TOGETHER AND GIVE THE POLICE KIND OF MORE INFORMATION.

SO THE CHIEF'S GONNA TALK ABOUT WHAT THEY'RE DOING AND THEN WHAT THEY'RE ALSO GONNA LOOK TO DO TO IMPROVE THAT PROCESS? YES, SIR.

SO THE MAYOR PRETTY MUCH DID MY INTRODUCTION.

SO WE'LL GO WE'LL GO STRAIGHT INTO IT.

SO WITH, WHEN WE GET DIFFERENT TYPES OF CONCERNS AT THE POLICE DEPARTMENT LEVEL, WE TYPICALLY CATEGORIZE THEM INTO THREE DIFFERENT LEVELS, WHETHER THEY'RE QUALITY OF LIFE ISSUES, ORDER MAINTENANCE ISSUES, OR ACTUAL CRIMINAL OFFENSES.

QUALITY OF LIFE ISSUES WOULD TYPICALLY BE,

IF, IF I BOILED IT DOWN MORE, SOME OF THE NEIGHBOR DISPUTES OR THE NUISANCES WITHIN NEIGHBORHOODS, UM, THEY MAY RISE TO LOWER LEVEL CRIMINAL OFFENSES IF CERTAIN PARAMETERS ARE MET, BUT THEY DON'T TYPICALLY GENERATE LONG-TERM INVESTIGATIONS OR ANY SUBSTANTIAL INVESTIGATIVE PROCESS BECAUSE THEY'RE NOT MORE SERIOUS TYPE CRIMES.

ORDER MAINTENANCE ISSUES WOULD BE, UM, IF YOU THOUGHT ABOUT CODE ENFORCEMENT TO THE, THEIR INDICATORS THAT A PROPERTY OR AN AREA'S DECAY.

SO THESE TYPES OF CONCERNS, HOW DO WE, UM, HOW DO WE HANDLE THEM? IF THE CONCERN IS GENERATED AT THE CITIZEN LEVEL? UH, CITIZENS WILL CONTACT THE POLICE DEPARTMENT THROUGH A VARIOUS OF, OF, UH, PIPELINES, WHETHER IT BE THROUGH 3 1 1 DIRECT CALLS TO THE POLICE DEPARTMENT, CONTACTING POLICE OFFICERS IN THE FIELD, UH, OR TYPICAL, AGAIN CONTACTING, UH, FOR CALLS WHERE THEY HAVE INTERACTIONS WITH OFFICERS FOR OTHER UNRELATED CALLS FOR SERVICE.

UH, AND THEN WE HAVE INTERNALLY GENERATED WHERE WE DETERMINE THROUGH, UM, OUR STRATIFIED POLICING MODEL, WHICH WE'LL TALK ABOUT HERE ON ONE OF THE OTHER SLIDES, AND THEN WE, WE MOVE FORWARD WITH THOSE INTERNAL COMPLAINTS IN A DIFFERENT MANNER.

BUT WHEN WE HAVE COMPLAINTS FROM CITIZENS, WE TYPICALLY LOOK INITIALLY, IS THE COMPLAINT A SINGULAR REPORTEE? DO WE HAVE MULTIPLE REPORTEES? IS IT A CONCERN, UH, WITHIN THE COMMUNITY, OR COULD IT POTENTIALLY BE A NEIGHBOR, UH, NEIGHBOR V NEIGHBOR COMPLAINT? AND WE HAVE SINGULAR ISSUES AT PLAY.

UM, DURING THE VETTING OF THE INFORMATION, WE TRY TO IDENTIFY WHAT THE CLEAR ISSUE IS.

WHAT IS IT ACTUALLY THAT THE COMPLAINT IS? IS IT OF A CRIMINAL NATURE? IS IT AN ORDER MAINTENANCE OR IS IT A QUALITY OF LIFE ISSUE? SO WHEN WE'RE DOING THAT, WE HAVE TO DETERMINE IF THE, IF THE CONCERN IS OF A CRIMINAL NATURE OR ONE OF THE OTHER TWO.

OBVIOUSLY IF IT'S A CRIMINAL NATURE THAT FALLS WITHIN THE PURVIEW OF THE POLICE DEPARTMENT.

BUT IF IT'S NOT, IF IT'S AN ORDER MAINTENANCE ISSUE, SOME OF THOSE CAN BE ISSUES FOR US.

AND THEN SOME MINOR LEVEL QUALITY OF LIFE ISSUES CAN BE CONCERNS FOR US AS WELL, BUT MOST OF THOSE HAVE TO BE HANDLED AT A DIFFERENT LEVEL BECAUSE ANYTIME A POLICE OFFICER COMES, A CERTAIN SET OF RULES COMES WITH OUR INTERACTIONS WITH CITIZENS AS WELL.

UH, WE STARTED TALKING WITH FIRE AND SAYING THAT WE COULD LOOK TO A MULTIDISCIPLINARY APPROACH WHERE WE HAVE ROUTINE MEETINGS WITH ALL OF THOSE STAKEHOLDERS WITHIN THE VARIOUS CITY DEPARTMENTS THAT MIGHT ALLOW US TO BETTER IDENTIFY, UM, PROBLEM LOCATIONS THAT COULD POTENTIALLY HAVE INDICATORS OF CRIME.

AND SO WE'VE TALKED AND WE BELIEVE THAT'S COMPLETELY DOABLE.

WE'VE DONE IT ON INDIVIDUAL CASES, BUT WE HAVEN'T LOOKED AT IT AS SAY, A ROUTINE MEETING BETWEEN ALL OF THOSE INDIVIDUALS.

AND WE BELIEVE THAT WOULD BE A GOOD WAY TO IMPROVE THAT PROCESS.

UH, ONE OF THE THINGS THAT WE ALSO TALKED ABOUT IN OUR LAST STRATIFIED POLICING MEETING WAS EXPANDING THE NET, THE TECHNOLOGICAL NET THAT WE CAST WHEN WE QUERY DATA.

UH, THERE IS A RESIDENCE THAT WE SAID, WHEN WE LOOKED AT IT, I SAID, WHY DID THIS NOT, WHY DID THIS NOT POP ON STRATIFIED POLICING? AND THEY SAID, WELL, THE TIMEFRAMES IN WHICH THOSE HAPPENED AND THE VARIOUS TYPES OF RESOURCES THEY WERE CONSUMING DIDN'T NECESSARILY INDICATE THAT THERE WAS A TREND.

IT WAS, THEY WERE A CONSUMER OF RESOURCES.

SO WE SAID, OKAY, WELL, AND THIS WAS US SAYING, OKAY, WELL WE WOULD WANT THAT IDENTIFIED.

IT'S EVEN IF IT WASN'T, UH, A CONSUMER OF CRIMINAL RESOURCES OR, OR POLICE RESOURCES, WE'RE SAYING THAT WE HAVE REPEAT CALLS.

SO INCREASING SOME OF THAT, UH, PLAIN CLOSED PROACTIVE PERSONNEL WOULD ALLOW US TO MAYBE MANAGE MULTIPLE SCENES.

AS COUNSEL WAS AWARE DURING SOME OF THE RECENT HIGHER PROFILE THINGS, UH, THAT HAVE OCCURRED, OUR ENTIRE UNIT WAS EATEN UP ON A SINGULAR EVENT AND TRYING TO RUN 24 HOUR SURVEILLANCE AND STUFF, UM, WITH THE PERSONNEL THAT WE HAVE WAS, WAS FAIRLY DIFFICULT.

UM, THEY DID A GREAT JOB AND, AND WE WERE ABLE TO, TO MAKE NUMEROUS ARRESTS IN THAT CASE AS Y WHERE, BUT THAT IS SOMETHING THAT WE WOULD LIKE TO INCREASE OVER THE NEXT BUDGET YEAR OR TWO.

I THINK OUR, OUR CODE ORDINANCE IS REALLY JUST DOESN'T ADDRESS IT AT ALL.

AND WE'VE KIND OF HANDCUFFED, UH, LAW ENFORCEMENT AND CODE ENFORCEMENT IN THOSE AREAS.

AND SO WE NEED TO MAKE SOME KIND OF CHANGES TO ALLOW FOR CODE AND FOR LAW ENFORCEMENT TO REALLY HELP GET A HANDLE ON WHAT'S HAPPENING IN SOME OF THOSE MARINAS, UH, WHICH HAVE OBVIOUSLY, UH, BECOME A, A PRETTY SIGNIFICANT HOTBED OF CRIME.

YEAH, LIKE I SAID, IT'S NOT LIKE YOUR TAXES ARE GOING DOWN A LOT, BUT MORE IMPORTANTLY IT'S ADJUSTED FOR THE INCREASES AT THE APPRAISAL DISTRICT AND YOU'LL STILL GET A KIND OF TRUE DOLLAR FOR DOLLAR TAX INCREASES ON THE AVERAGE ACROSS THE CITY.
