WE'VE HAD TWO APPLICATIONS COME BEFORE THE BOARD THIS PAST YEAR, AS WELL AS AN ORDINANCE, UM, THAT WAS PASSED BY THIS BOARD IN JUNE AND, UM, ADOPTED BY THE CITY COUNCIL IN JULY.
UM, BUT FOR THOSE WHO WEREN'T HERE FOR THAT, I'M GOING TO KIND OF GO OVER THE SPIEL OF WHAT A BEST IS AND THEN THE CONCEPT OF IT REAL QUICK.
SO, A BEST IS A GROUP OF BATTERIES, A BATTERY, BATTERY ENERGY STORAGE SYSTEM, A GROUP OF BATTERIES, UM, ASSEMBLED TOGETHER THAT STORES POWER AND RELEASES THAT POWER AT FUTURE TIMES.
SO THE CONCEPT ITSELF IS WHEN DEMAND IS LOW, THESE ENERGY STORAGE CONTAINERS, UM, FILL UP WITH ENERGY, LITHIUM ION BATTERIES, THEY STORE THE ENERGY, AND THEN AT TIMES OF HIGH DEMAND, THEY RELEASE THE ENERGY BACK INTO THE GRID.
AND SO THIS HELPS REDUCE THE PEAKS AND VALLEYS OF THE DEMAND CURVE ON OUR GRID.
SO SINCE THE LAST TIME, UM, WE MET AND TALKED ABOUT BESS, UM, LIKE I SAID, THAT THE ORDINANCE WAS ADOPTED IN JULY BY CITY COUNCIL.
UM, THIS REQUIRED SOME NEW DOCUMENTS BE SUBMITTED AS PART OF THE APPLICATION.
UM, THAT INCLUDED A PLUME STUDY, HAZARD MITIGATION ANALYSIS.
UM, AND ALL OF THESE DOCUMENTS WERE SUBMITTED AND HAVE BEEN REVIEWED BY STAFF, BY FIRE DEPARTMENT, AND BY OUR THIRD PARTY, UM, CONSULTANTS.
AND SO I'LL BE PRESENTING THE RESULTS OF THOSE, UM, TONIGHT.
SO, UM, BEST STATIONS ARE, DO HAVE TO BE LOCATED NEAR SUBSTATIONS.
UM, WE HAVE SIX IN LEAGUE CITY.
THE ONE WE'RE GONNA BE TALKING ABOUT TONIGHT IS THE POWER STREET SUBSTATION.
SO THIS IS THE ONE ON DICKINSON AVENUE AND POWER STREET.
UM, THE SITE SPECIFICALLY IS ZONED LIMITED INDUSTRIAL ALREADY.
THE OTHER TWO THAT Y'ALL HEARD PREVIOUSLY, UM, REQUIRED A REZONING AND A SPECIAL USE PERMIT.
IN THIS CASE, IT'S JUST REQUIRES A SPECIAL USE PERMIT 'CAUSE THE PROPERTY'S ALREADY ZONED FOR INDUSTRIAL USES.
SO, UM, WHENEVER WE LOOK AT THE SITE, THIS SITE IS 150 MEGAWATTS SITE, WHICH IS THE LARGER OF THE TH THE THREE THAT YOU'VE HEARD.

FROM A SETBACK STANDARD, WE ESTABLISH MINIMUM SETBACKS IN THE ORDINANCE.THIS, THIS, UM, SITE DOES MEET THE SETBACK STANDARDS THAT WE ESTABLISHED.
IT'S OVER 550 FEET FROM HIGHWAY THREE.
IT'S OVER 200 FEET FROM THE CLOSEST RESIDENTIAL PROPERTY.
IT'S ABOUT OVER 1300 FEET FROM THE SCHOOL AND ABOUT 700 FEET FROM THE BERKMAN SITE.
UM, IF YOU REMEMBER, WE DID HAVE A CLAUSE PUT IN THE ORDINANCE THAT SAID, THESE CAN'T BE WITHIN 1500 FEET OF EACH OTHER.
UM, BOTH OF THESE, THE BERKMAN AND THIS ONE WERE IN THE PIPELINE, OBVIOUSLY BEFORE THE ORDINANCE.
UM, SO WE'LL LEAVE THAT UP TO THE CONSIDERATION OF COUNCIL, UM, OF IF THEY APPROVE BOTH OR ONE OR THE OTHER.
UM, SO HERE WE'RE LOOKING AT THE LANDSCAPE PLAN.
SO, UM, AGAIN, YOUR SETBACK OVER 500 FEET FROM THE ROAD, YOU'RE GONNA HAVE A CONTINUOUS HEDGE, UM, AND EIGHT TREES PER HUNDRED LINEAR FEET PLANTED AROUND THE ENTIRETY OF THE SITE, AS WELL AS A 10 FOOT MASONRY WALL.
THE IDEA IS YOU WON'T BE ABLE TO SEE THE FACILITY, UM, FROM THE STREET WHEN YOU'RE STANDING THERE, AND IT'LL BE COMPLETELY SCREENED FROM VIEW.
UM, SO ALMOST 300 TREES ARE PROPOSED TO BE PLANTED AS PART OF THIS DEVELOPMENT.
AND IF YOU SEE THE TWO KIND OF LARGER GREEN DOTS, UM, THOSE ARE SIGNIFICANT TREES PER OUR ORDINANCE, REALLY LARGE OAK TREES.
AND THEY DESIGNED THEIR SITE AROUND, UM, KEEPING THOSE TREES SO THEY DIDN'T HAVE TO TEAR THEM DOWN.
HERE ARE SOME ILLUSTRATIONS OF THE SITE, JUST AN OVERVIEW, UM, LOOKING FROM DIFFERENT ANGLES OF WHAT IT WILL LOOK LIKE IF IT IS TO BE DEVELOPED AT THIS LOCATION.
UM, AS YOU CAN SEE, YOU CAN'T REALLY SEE THE SITE, UM, DUE TO THE SCREENING THAT'S REQUIRED PER THE ORDINANCE.
UM, SO WE TALKED ABOUT THE FEW THINGS THAT WERE INCLUDED, UM, WITH THE ORDINANCE.
ONE OF THESE IS THE HAZARD MITIGATION ANALYSIS.
UM, I'VE, I'VE LISTED SOME THINGS HERE THAT ARE REQUIRED AS PART OF THAT.
UM, BEST INSTALLATION CODE REQUIREMENTS, HAZARD MITIGATION MEASURES, FIRE RISK, FIRE SUPPRESSION, UM, AIR AND SITE MONITORING, WHICH I KNOW IS A CONCERN.
UM, THEN THE EMERGENCY PROCEDURES THAT GO ALONG WITH THAT FIRE DEPARTMENT TRAINING, UM, THE UL TESTING WHERE THEY SET THE THING ON FIRE AND SEE WHAT HAPPENS.
UM, INSULATION REQUIREMENTS AND FAILURE MODES AND EFFECTS ANALYSIS.
AND THE BOTTOM HERE, I PUT A QUOTE FROM THE THIRD PARTY SAFETY CONSULTANT.
AFTER REVIEW OF THESE DOCUMENTS, I'M JUST GONNA READ THAT.
IT SAYS THE PEREGRINE ENERGY STORAGE SYSTEM CAN BE SAFELY DEPLOYED IN A COMMUNITY IF THE CURRENT STANDARDS AND APPLICABLE CODES ARE STRINGENTLY ENFORCED.
AND THIS IS WHY WE HIRED THESE INDIVIDUALS IS BECAUSE WE'RE NOT EXPERTS IN THE BATTERY ENERGY STORAGE FIELDS, BUT THEY ARE.
AND SO THROUGHOUT THIS PROCESS, THEY'LL BE REVIEWING THE BUILDING PERMITS, THEY'LL BE REVIEWING ALL THE DATA THAT'S PROVIDED, UM, AS PART OF THESE APPLICATIONS, AND THEY'LL BE INSPECTING THESE AS THE CONSTRUCTION PROGRESSES TO ENSURE THAT THEY ARE, UM, DEVELOPED TO THE STANDARDS THAT ARE IN PLACE.
UM, THE PLUME MODEL, I KNOW THIS WAS ALSO A BIG TICKET ITEM AND, AND VERY IMPORTANT TO THE COMMUNITY AND THE COUNCIL.
UM, SO THE PLUME MODEL WAS DEVELOPED BY A THIRD PARTY CONSULTANT THAT WAS HIRED BY THE CITY.
UM, THESE ARE THE ITEMS THAT WE PROVIDED TO THEM, UM, IN ORDER FOR THEM TO MAKE A DETERMINATION ON WHAT THIS PLUME WOULD DO IN THEIR MODELS.
UM, THIS INCLUDES SITE LAYOUT DRAWINGS, CAD DRAWINGS, UM, LIKE I MENTIONED BEFORE, THE FULL SCALE FIRE TESTING.
UM, THE, THE BEST MANUALS, FIRE RISK ASSESSMENTS AND FPA STANDARDS AND THEN WIND DATA, UM, FOR, FOR DIFFERENT SCENARIOS IN, IN THE REGION.
AND SO HERE WE HAVE TWO DIFFERENT MAPS, UM, FROM THE PLUME MODEL ITSELF.
THE FIRST MAP ON THE LEFT IS GOING TO BE A MAP SHOWING A LOW WIND SCENARIO.
AND, AND THIS IS THE LOWEST IMPACT, UM, 'CAUSE THE PLUME KIND OF JUST GOES UP INTO THE AIR.
UM, BUT THERE'S TWO LEVELS HERE.
UM, THE A EGL TWO AND A EEG, L ONE A EGL TWO MEANS IF 30 MINUTES EXPOSURE, YOU'RE GOING TO HAVE SOME SERIOUS HEALTH CONSEQUENCES.
A EGL ONE MEANS MINOR IRRITATION OR DISCOMFORT IF YOU COME INTO CONTACT WITH THESE FUMES.
UM, AND, AND ON THE LEFT SCENARIO, WHICH IS LOW WIND, UM, ALL OF IT IS ENTIRELY CONTAINED WITHIN THE SITE.
AND SO THEY'VE PREDICTED WITH THIS THAT THERE WOULD BE NO HEALTH CONSEQUENCES TO THE SURROUNDING COMMUNITY.
ON THE RIGHT YOU'LL SEE A HIGH WIND SCENARIO AND THE 99TH PERCENTILE, UM, IS WHAT THEY TOOK FROM, FROM THE WEATHER DATA THAT THEY RECEIVED.
AND THIS IS A 20 MILE PER HOUR WIND.
AND SO AGAIN, THERE'S THREE LEVELS HERE.
ONE IS POSSIBLE IMMEDIATE DANGER TO LIFE OR HEALTH.
UM, THE SECOND IS POSSIBLE SERIOUS HEALTH EFFECTS.
AGAIN, THAT'S AT A 30 MINUTE EXPOSURE.
AND SO WHAT WE SEE HERE IS THAT BOTH OF THOSE, UM, THE, THE IMMEDIATE DANGER TO HEALTH AND THE SERIOUS HEALTH EFFECTS ARE CONTAINED WITHIN THE SITE.
AND THEN ONCE YOU GET OUTSIDE THE SITE, THE PURPLE RING IS THE POSSIBLE IRRITATION OR DISCOMFORT.
UM, AND AGAIN, THAT'S AT A 30 MINUTE EXPOSURE.
AND THE WAY I LIKEN IT IS IF ANYTHING IS ON FIRE, YOU

DON'T WANNA STAND IN IN THE SMOKE PLUME, UM, OF A FIRE.AND SO THAT, THAT RING, YOU KNOW, IT GOES OUT ABOUT 950 FEET FOR THE IRRITATION OR DISCOMFORT.
UM, BUT THAT'S ALL THE POSSIBLE DIRECTIONS IT COULD BE GOING.
UM, IN THIS SCENARIO IT WOULD REALLY ONLY BE GOING ONE DIRECTION BECAUSE THE WIND IS BLOWING IN ONE DIRECTION.
AND THIS NEXT SLIDE SHOWS WHAT IT WOULD ACTUALLY LOOK LIKE IF THE PREVAILING WIND WAS BLOWING.
AND YOU HAVE ABOUT A 20 TO 30 FOOT WIDE PLUME, UM, EXTENDING TO THAT 951 FEET.
UM, ONCE IT GETS OUTSIDE THE AREA, AGAIN, UM, IT'S AT THE A EGL ONE LEVEL.
UM, ONE, ONE OTHER THING THAT'S IMPORTANT TO NOTE HERE IS THAT, UM, IN TALKING WITH OUR THIRD PARTY CONSULTANT THAT DID THIS PLUME MODEL, THEY INDICATED THAT THE TECHNOLOGY AND THE TYPE OF BATTERY THAT'S BEING PROPOSED HERE, AT LEAST THE TYPE OF BATTERY AND THE BRAND OF BATTERY, UM, WITH THE ENCLOSURES, THERE'S BEEN NO KNOWN INCIDENTS, UM, WORLDWIDE WITH THIS BATTERY.
UM, FOR THIS SPECIFIC REQUEST, UM, WE DID RECEIVE, UM, SEVERAL NOTICES IN RES IN FAVOR AND IN OPPOSITION.
WE RECEIVED 19 NOTICES FROM ACROSS THE CITY.
THIS MAP KIND OF PLOTS OUT THE LOCATION WHERE THOSE NOTICES CAME FROM, AND THEN WE RECEIVED TWO IN OPPOSITION OF IT.
UM, AS, AS Y'ALL KNOW, WITH A SPECIAL USE PERMIT, WE DO PUT CONDITIONS, UM, FOR APPROVAL ON THIS.
WE HAVE SIX PROPOSED WITH THIS.
UM, I'LL GO THROUGH EACH ONE VERY BRIEFLY.
UM, ONE, THE SUP IS SPECIFICALLY FOR THIS BEST SITE CONSTRUCTED BY PEREGRINE.
UM, THEY MUST FOLLOW ALL THE CODES AND ORDINANCES THAT WERE JUST RECENTLY ADOPTED BY COUNCIL AS NUMBER TWO.
SITE LAYOUT SHALL BE SUBSTANTIALLY SIMILAR TO WHAT Y'ALL SAW TODAY.
SO WHAT YOU SAW IS WHAT THEY'RE GONNA BUILD.
UM, A STRATEGIC PARTNERSHIP AGREEMENT MUST BE APPROVED BY CITY COUNCIL PRIOR TO THE ISSUANCE OF A BUILDING PERMIT.
UM, AND THEN IF A CUMULATIVE REINVESTMENT OF 25% OR MORE OF THE INITIAL VALUE ESTABLISHED BY THIS AGREEMENT IS PROPOSED, CITY COUNCIL WILL RECONSIDER THAT AGREEMENT SUBJECT TO THE UPDATED INVESTMENT VALUE OF THE SITE.
UM, THE FIFTH ONE IS IF ANY BATTERY MODULES ARE ADDED BEYOND WHAT IS SHOWN ON THE SITE EXHIBITS, UM, THE BATTERY MODULES ARE REPLACED WITH BATTERIES CONSISTING OF NEW CHEMISTRY OR THE MANUFACTURER CHANGES OF THOSE BATTERIES.
THE SPECIAL USE PERMIT WILL BE RECONSIDERED BY COUNCIL.
THE REASON FOR THAT IS DIFFERENT BATTERIES, DIFFERENT ENCLOSURES, THEY'RE GONNA HAVE DIFFERENT RELEASE RATES FOR THE PLUME STUDY AND THAT COULD POTENTIALLY CHANGE.
AND SO IF, IF THAT DOES CHANGE, WE WANNA SEE IT AGAIN, UM, BEFORE THEY DO THAT.
AND THEN THE SIXTH IS THE ON AND OFFSITE OVERHEAD LINES WILL BE ALLOWED TO INTERCONNECT, INTERCONNECT WITH THE TEXAS NEW MEXICO SUBSTATION ACROSS DICKINSON AVENUE.
UM, STAFF IS RECOMMENDING APPROVAL SUBJECT TO THESE SIX CONDITIONS.
I KNOW THE APPLICANT IS HERE AND THEY PREPARED A PRESENTATION AS WELL.
UH, MICHELLE, HE'S REQUESTED THAT THE APPLICANT BE ABLE TO SPEAK.

UH, SO THE MOST IMPORTANT THING I WANNA HIGHLIGHT ON THIS SLIDE ABOUT PEREGRINE IS THE APPROACH WE TAKE.
UM, SO ONE OF THE THINGS THAT A LOT OF PEOPLE IN THE ROOM MAY HAVE ALREADY SEEN IS THAT WE TAKE A VERY HANDS-ON ACTIVE APPROACH IN THE COMMUNITIES THAT WE ARE PROPOSING TO DEVELOP PROJECTS IN.
SO WE'VE ACTUALLY BEEN IN LEAGUE CITY SINCE NOVEMBER OF LAST YEAR.
UH, WHETHER IT'S SPONSORING CHARITABLE EVENTS OR, YOU KNOW, PROVIDING SCHOLARSHIPS OR JUST BEING ACTIVE MEMBERS OF THE LEAGUE CITY CHAMBER OF COMMERCE, WE'RE HERE BECAUSE WE WANT TO, OH, WE WANT TO BUILD THIS FACILITY AND THEN OWN AND OPERATE IT FOR THE LIFE OF THE PROJECT.
SO PART OF THAT IS REQUIRING US TO BE MEMBERS OF THE COMMUNITY.
UH, SO YOU CAN SEE THAT'S, THAT'S PART OF OUR BIG EFFORT AND OUR, OUR BIG APPROACH HERE.
SO I WANTED TO START WITH THIS SLIDE.
UH, IT'S ONE OF THE RENDERINGS YOU MAY HAVE ALREADY SEEN IN THE PACKET.
UH, IT'S AN OVERHEAD VIEW FROM HIGHWAY THREE LOOKING EAST, NORTHEAST.
UH, SO THE BOTTOM OF THE SCREEN IS HIGHWAY THREE.
UH, WE WANTED TO SHOW JUST HOW FAR BACK OUR PROJECT OR OUR FACILITY WOULD ACTUALLY BE FROM HIGHWAY THREE.
UH, THE ONLY FRONTAGE WE WOULD HAVE ON THE HIGHWAY IS THE ACCESS ROAD.
WE'RE NOT TOUCHING THE FOUR AND A HALF ACRES OF COMMERCIALLY ZONED LAND ON HIGHWAY THREE.
EVERYTHING WE'RE, EVERYTHING WE'RE BUILDING FITS ON THE 15 ACRES OF INDUSTRIAL ZONE LAND.
SO, UH, A LOT OF WHAT WE'RE DOING IS JUST OUT OF SIGHT, OUT OF MIND.

UH, CHRIS ALREADY MENTIONED THE VISUAL BARRIERS THAT ARE GOING TO BE AROUND THE SITE.SO UNLESS YOU ARE FLYING A DRONE OR LOOKING OVERHEAD, YOU'RE NOT GOING TO SEE, SEE THE FACILITY AT ALL.
UH, ONE OF THE OTHER CONCERNS WE'VE HAD WITH THAT SITE, AND WE'VE ACTUALLY HEARD IT FROM QUITE A FEW RESIDENTS THAT ARE FAMILIAR WITH THE AREA, UH, IS THAT IS A LOW LYING AREA, UH, RIGHT WHERE WE'RE PLANNING ON TO ON BUILDING.
UH, SO IT'S GONNA REQUIRE A $7 MILLION INVESTMENT OF JUST EARTH WORK.
SO WE'RE LIFTING THE SITE BY ABOUT FIVE FEET, AND YOU CAN SEE WITH THE SITE LAYOUTS AND SOME OF THE DESIGNS, WE'RE DIG DIGGING A LOT OF RETENTION PONDS AROUND THE SITE TO CAPTURE ALL THE STORMWATER RUNOFF TO MAKE SURE THAT ALL THE WATER RUNOFF THAT WOULD GO FROM NEIGHBORING PROPERTIES ONTO THE SITE AS IT CURRENTLY SITS, WE'LL CONTINUE TO DO SO AND WE'LL JUST GO INTO THE RETENTION POND AS OPPOSED TO GOING INTO THE CENTER OF THE SITE.
SO IT'S A, A LARGE INVESTMENT, BUT IT'S SOMETHING THAT WE'RE ABLE TO DO BASED ON THE LIFE OF THE PROJECT.
UH, AND LIKE CHRIS MENTIONED, IT'S A 150 MEGAWATT, TWO HOUR BATTERY ENERGY STORAGE SYSTEM.
UH, IF THAT DOESN'T REALLY MEAN ANYTHING, WHAT, WHAT THAT REALLY MEANS IS THAT IT CAN STORE ENOUGH ELECTRICITY TO POWER 40,000 HOMES FOR SIX HOURS BEFORE HAVING TO RECHARGE.
AND THAT'S SOMETHING IT CAN DO EVERY DAY.
AND CHRIS MENTIONED THE PEAKS AND VALLEYS.

ONE OF THE BIGGEST CONCERNS WE HAD IN THE BEGINNING WAS THE FACT THAT WE DID NOT HAVE ANYTHING TO, UH, TO JUDGE BY.
WE DIDN'T HAVE THE ORDINANCE AND IT WAS NOT IN PLACE.
WE ASKED COUNCIL STAFF AND COUNSEL TO, TO, UH, COME UP WITH, WITH SOME GUIDELINES.
AND I, I WOULD HAVE TO COMMEND BOTH STAFF AND COUNSEL FOR COMING UP WITH AN ORDINANCE TO AT LEAST GIVE US SOMETHING TO GO BY.
AND THAT'S, UH, I THINK THAT'S, THAT'S VERY ENCOURAGING.
I I, UM, I THINK I'VE HEARD YOU SAY, AND I THINK YOU, YOU WROTE IT IN THERE THAT THEY HAVE COMPLIED WITH ALL OF THE PROVISIONS OF THE ORDINANCE, UH, THAT HAS BEEN PASSED.

BUT, UM, IT'S ALLOWING RESTAURANTS IN THE OFFICE DISTRICT AND THE COMMERCIAL REVITALIZATION CORRIDOR, ALLOWING BANKS IN THE HISTORIC DISTRICT AND OLD TOWN AND ALLOWING PERSONAL INSTRUCTIONAL SERVICES IN OFFICE DISTRICTS.
SO THESE ARE KIND OF SOME NO-BRAINERS THAT WE FELT, UM, SHOULD BE ALLOWED.
AND SO WE'RE TRYING TO TAKE THE INITIATIVE TO, UM, ALLOW THOSE TYPE USES.
UM, WE ALSO ADDED SOME USES THAT WE FELT COULD BE APPROPRIATE IN CERTAIN SITUATIONS AND SO THAT WE'RE NOT ALLOWED PREVIOUSLY.
AND SO WE'RE PUTTING THOSE AS SUVS.
SOME OF THOSE MAY INCLUDE, UM, CAR WASH IN, UM, OFFICE DISTRICTS AND NEIGHBORHOOD COMMERCIAL DISTRICTS, MICROBREWERY IN THE OLD TOWN DISTRICT, UM, AND NURSERIES AND GARDEN SUPPLY STORES WITH AN SUP IN, IN SOME OF THE DIFFERENT COMMERCIAL DISTRICTS.
SO THESE ARE USES THAT MAY NOT BE APPROPRIATE EVERYWHERE, UH, BUT THEY WOULD COME BEFORE YOU AND CITY COUNCIL FOR APPROVAL.
UM, IN ADDITION TO THIS, WE DELETED A SECTION OUTTA THE HISTORIC DISTRICT, UM, GUIDELINES THAT HAD A USE CHART IN THERE.
UM, IT WAS JUST REDUNDANT BECAUSE THERE WAS A USE CHART IN THE HISTORIC DISTRICT GUIDELINES AND THEN ANOTHER USE CHART THAT SAID WHAT WAS ALLOWED IN THE HISTORIC DISTRICT.
SO IT WAS JUST DELETING REDUNDANT INFORMATION OUT OF THE ORDINANCE.
THE NEXT AMENDMENT WE'RE PROPOSING, AND, AND THIS ONE'S A BIG ONE, UM, IS THE PLATTING APPROVAL AUTHORITY.
SO THE STATE LEGISLATURE AT THE LAST LEGISLATIVE SESSION, UM, AMENDED CHAPTER TWO 12 OF THE TEXAS LOCAL GOVERNMENT CODE AND GAVE CITIES THE OPPORTUNITY TO HAVE PLATTING AUTHORITY DELEGATED TO STAFF.
UM, YOU KNOW, AS YOU ALL KNOW, PLATTING IS A MINISTERIAL APPROVAL.
YOU HAVE TO APPROVE IT IF IT COMES TO YOU.
AND SO WHAT IS THE POINT OF HOLDING A MEETING WITH ONE ITEM ON IT THAT YOU HAVE TO APPROVE WHEN WE CAN JUST APPROVE IT INTERNALLY? AND SO THE THOUGHT BEHIND THIS IS IT SAVES STAFF TIME COMING TO THESE MEETINGS, CREATING ALL THE PACKETS AND AGENDAS, SAVES Y'ALL TIME WHEN YOU DON'T HAVE TO COME HERE FOR A MEETING FOR SOMETHING YOU HAVE TO APPROVE.
AND IT SAVES THE APPLICANT TWO TO THREE WEEKS.
UM, 'CAUSE WE HAVE TO GET ALL THAT PREPARED, PUT PUBLIC NOTICES OUT.
AND SO IT'S SAVING EVERYBODY A LOT OF TIME.

UM, WE PULLED SOME PIER CITIES AND, UM, THE VAST MAJORITY OF THEM ONLY REQUIRE EIGHT FEET OR LESS OVER SIDEWALKS.
UM, NO ONE'S WALKING DOWN THE SIDEWALK THAT'S 15 FEET TALL THAT'S GONNA BRUSH UP AGAINST A TREE, UM, OVER THE STREET.
EMERGENCY VEHICLES NEED TO PASS, BUT OVER THE SIDEWALKS IT DIDN'T MAKE ANY SENSE.
SO WE'RE PROPOSING TO REDUCE THAT TO EIGHT FEET.
AND THEN FINALLY, UM, WE'RE PROPOSING SOME CHANGES TO THE LANDSCAPE ORDINANCE.
THIS IS, UM, PARTICULARLY AIMED AT SOME SMALL BUSINESSES WHO ARE LOOKING TO EXPAND.
UM, RIGHT NOW OUR ORDINANCE SAYS IF YOU DO ANY EXPANSION, UM, 25% OR MORE OF THE AREA YOU'RE BUILDING, YOU HAVE THE WHOLE SITE HAS TO COMPLY WITH THE LANDSCAPE ORDINANCE.
UM, WE FEEL THIS IS A LITTLE TOO STRINGENT.
WE DID, WE ALSO REVIEWED PEER CITIES.
UM, IT WAS A RANGE FROM ANY ADDITION REQUIRES FULL COMPLIANCE TO 50% BEING THE HIGH END.
UM, SO WE'RE PROPOSING THAT WE GO TO 50%.
UM, IF THERE'S A 50% EXPANSION OF A BUILDING OR SITE, THEY WOULD THEN HAVE TO COME INTO COMPLIANCE WITH THE LANDSCAPE ORDINANCE.
UM, WE ALSO ADDED THIS 5,000 SQUARE FOOT LIMIT, UM, FOR A SENSE OF SCALABILITY.
UM, SO YOU DON'T HAVE A GIANT FACILITY EXPANDING 50,000 SQUARE FEET IF THEY'RE 101,000 SQUARE FEET, AND THEN THEY DON'T HAVE TO COMPLY WITH THE LANDSCAPE ORDINANCE.
UM, SO WE ADDED THIS 5,000 SQUARE FOOT, UM, THRESHOLD, AND THIS IS CONSISTENT WITH OUR CURRENT BUFFER YARD REQUIREMENTS AS WELL, THAT 5,000 SQUARE FOOT THRESHOLD.
SO, UM, STAFF IS RECOMMENDING APPROVAL OF THESE CHANGES.
