I WANTED TO PROVIDE YOU SOME INFORMATION TONIGHT WITH REGARD TO OUR PROPERTY TAX COLLECTIONS ON BEHALF OF THE CITY AND SHARE WITH YOU OUR GREAT SUCCESS FOR THAT. SO I WAS TOLD, SO THIS IS THE, THERE WE GO. SO, UH, I'M, I KNOW YOU HAVE A LOT TO DO, A VERY BUSY AGENDA, SO I DON'T WANNA SPEND A LOT OF TIME WANNA DIVE RIGHT INTO THE NUMBERS AND, UH, KIND OF GIVE YOU A BRIEF OVERVIEW. THIS IS, UH, JUST TO REFRESH YOUR MEMORY, THIS IS THE PROPERTY TAX CALENDAR THAT WE OPERATE WITHIN ON OCTOBER OF EACH YEAR. THE TAX BILLS GO OUT FEBRUARY 1ST. THOSE SAME TAXES THAT ARE UNPAID GO DELINQUENT ON THE FOLLOWING JULY 1ST. THOSE SAME TAXES ARE REFERRED TO US AS YOUR DELINQUENT TAX ATTORNEY FOR COLLECTION. THE PERCENTAGE OF TAXES THAT ARE PAID AS OF JULY 1ST IS WHAT'S KNOWN AS YOUR CURRENT COLLECTION RATE. AND THE TAXES THAT ARE UNPAID AS OF JULY 1ST ARE WHAT WE REFER TO AS THE TURNOVER. AND THESE TERMS, UH, WILL TAKE ON A LITTLE MEANING. I WENT BACK TO 2014 AND WENT AHEAD AND PULLED SOME NUMBERS FOR YOU. DIRECTING YOUR ATTENTION TO THE COLUMN ON THE LEFT AT THE BOTTOM, THAT'S NOTED AS TAX YEAR 2014. YOU CAN SEE THAT ON JULY 1ST, 2015, THE TURNOVER DATE FOR THE 2014 TAX YEAR $507,000, A LITTLE PLUS OVER THAT WAS REFERRED TO US FOR COLLECTION, UH, FOR, UH, FOR THAT, THAT PREVIOUS YEAR, THAT JULY, 2014 TAX YEAR. AS OF FEBRUARY 18TH, THIS PAST WEEK, THAT SAME BOOK OF RECEIVABLES HAS BEEN REDUCED TO A BALANCE OF $29,700. UM, YOU CAN SEE FOR THE ENSUING YEARS, THE TURNOVER FOR EACH TAX YEAR AND THE AMOUNT, UH, THE CORRESPONDING AMOUNT OF BALANCE THAT IS REMAINING FOR THOSE TAX YEARS, UH, UH, FOR EACH RESPECTIVE YEAR. UM, A COUPLE OF NOTES THERE. YOU'LL SEE FOR TAX YEAR 2017 AND 2020, THERE WAS A BIT OF A SPIKE IN THE TURNOVER. THOSE WERE APPEARED TO BE A PERTINENT TO SOME LARGE CAD VALUE. UM, LAWSUITS, UH, CAD VALUATION LAWSUITS ARE, THEY DO APPEAR ON YOUR DELINQUENT ROLE. UM, OVER TIME THOSE ARE RESOLVED AND THOSE END UP, UH, COMING OFF YOUR DELINQUENT ROLE. UM, YOU ALSO SEE, I WOULD, I WOULD REFER YOU TO THE BOTTOM LINE. YOU'LL SEE THAT THAT BOTTOM LINE TRENDS UPWARD, THAT'S A FUNCTION OF THE TIME PROCESS, AND I'LL GO THROUGH THAT IN A SECOND OF WHAT OUR COLLECTION EFFORTS DO. IT, IT JUST TAKES A LITTLE TIME FOR THE COLLECTION PROCESS TO WORK TO GET THAT NUMBER DOWN TO THOSE, THOSE, UH, NUMBERS THAT YOU SEE FOR THE PRECEDING YEARS. THIS NEXT SLIDE IS ESSENTIALLY THE SAME INFORMATION. IT'S JUST EXPRESSED RATHER THAN IN DOLLARS. IT'S EXPRESSED AS A PERCENTAGES. UH, BACK TO TAX YEAR 2014, ON THE JULY ONE TURNOVER DATE, 98.59% OF YOUR TAXES WERE PAID. THEY WERE PAID ON TIME AND DID NOT GO DELINQUENT, WHICH LEFT ONE POINT, I GUESS FOUR 1%. THAT WAS REFERRED TO US FOR COLLECTION. AS YOU CAN SEE NOW, AS OF FEBRUARY 18TH, 2024, REFERRING BACK TO THAT 2014 TAX YEAR, YOUR COLLECTION RATE NOW IS 99.92%. AND THESE NUMBERS ALL IN THESE PERCENTAGES ARE BASE LEVY ONLY, AND I'LL REFER BACK TO THAT IN JUST A SECOND. UM, THAT, THAT, UH, AS THE ACCRUAL OF PENALTY AND INTEREST, UM, BEGINS. UM, THIS IS A, THIS GOES BACK, I WENT AHEAD AND PULLED DATA FROM 2005. THIS IS INFORMATION THAT WAS PULLED OFF. THE GALVESTON COUNTY TAX OFFICE INFORMATION SYSTEM. THAT'S WHERE YOUR [00:05:01] TAX DATA RESIDES AS THEY, UH, THEY FUNCTION AS YOUR CURRENT COLLECTION AGENT. SO YOU CAN SEE FROM 2005 TO 2022, UH, YOU HAVE A CUMULATIVE COLLECTION RATE, A BASE LEVY COLLECTION RATE OF 99.89%. THESE ARE OUTSTANDING NUMBERS, AND THIS IS A FUNCTION OF THE FACT THAT YOU HAVE HIGH PROPERTY VALUES IN LEAGUE CITY. YOU ALSO HAVE A VERY AFFLUENT COMMUNITY. UM, MOST OF OUR CLIENTS, UH, I CAN TELL YOU CLIENTS ACROSS THE STATE WOULD LOVE TO HAVE THESE NUMBERS, SO CONGRATULATIONS TO YOU FOR THAT. UM, JUST A BRIEF, OUR, OUR COLLECTION PROCESSES, WE GO THROUGH A VERY EXTENSIVE COLLECTION PROCESS. UM, AS NOTED, WE, UH, THE TAX OFFICE SENDS A REMINDER NOTICE OUT IN FEBRUARY FOR THE PREVIOUS YEAR'S TAXES. THAT'S NOT REQUIRED UNDER THE TAX CODE, BUT IT'S A REMINDER NOTICE AND ADDITIONAL NOTICE TO PROPERTY OWNERS OF AN UNPAID BALANCE. THEN IN MAY, WE SEND OUT A LETTER THAT IS PURSUANT TO THE TAX CODE. THIS IS A STATUTORY LETTER THAT ADVISES FOLKS THAT THERE IS STILL A BALANCE REMAINING DUE. AND IF THE TAXES REMAIN UNPAID AS OF JULY 1ST, THEN OUR COLLECTION FEE IS ADDED ON TOP. AND I'LL REFER TO THAT IN JUST A MOMENT. UM, IN JULY, WHEN THE PROPERTY TAXES ARE TURNED OVER TO US FOR COLLECTIONS, WE BEGIN A COLLECTION PROCESS, A VERY EXTENSIVE PROCESS THAT INVOLVES CONTACT LETTERS, A SERIES OF LETTERS. WE DO CALL CAMPAIGNS ON BUSINESS PERSONAL PROPERTY TAXES. I HAVE A DEDICATED STAFF MEMBER THAT GOES OUT AND CALLS ON BUSINESSES AND TALKS WITH PROPERTY OWNERS. THE WHOLE IDEA IS TO TRY TO INITIATE DIALOGUE TO GET FOLKS TO WORK WITH US SO THAT WE CAN GET THE RE THE DELINQUENCY RESOLVED. THE PROPERTY OWNERS HAVE A NUMBER OF PAYMENTS, UH, OPTIONS THAT ARE AVAILABLE ON THEIR CURRENT TAXES. THEY CAN, WHEN THAT TAX BILL COMES OUT IN OCTOBER, THEY CAN PAY HALF OF THAT TAX, UH, BY NOVEMBER 30TH, AND THEN PAY THE REMAINING BALANCE BY JUNE 30TH WITH NO PENALTY OR INTEREST. UM, OVER 65 IN DISABILITY HOMESTEADS HAVE AN ADDITIONAL PAYMENT OPTION. UM, IT'S SOMETIMES REFERRED TO AS A QUARTER PAY. IT'S ACTUALLY NOT QUARTERLY PER THE CALENDAR, BUT IT'S IN FOUR INSTALLMENT OPTIONS. AND THAT, UH, THAT ALSO IS WITHOUT ANY PENALTY OR INTEREST. AND THEN IF SOMEONE GOES INTO THE TAX OFFICE BEFORE JUNE 30TH AND GETS AN A, AN INSTALLMENT PAYMENT AGREEMENT, THEY CAN AVOID THE ADDITIONAL ATTORNEY'S FEES THAT ARE ATTACHED ON JULY 1ST. SO THEY CAN PAY THAT. THE, THE TAXING ENTITY STILL RE RECEIVES PENALTY AND INTEREST ON THAT AMOUNT. HOWEVER, AND THEN WE SPEND A LOT OF TIME WORKING WITH PROPERTY OWNERS TO, TO DO PAYMENT AGREEMENTS. UM, A LOT OF FOLKS, UH, DON'T SIMPLY DON'T HAVE THE CASH LAYING AROUND TO PAY A DELINQUENT TAX. SO WE WORK WITH THEM FOR MONTHLY INSTALLMENTS. UH, THE TAX CODE PROVIDES US GUIDANCE THERE. THERE'S A STATUTORY LIMIT. WE CAN'T DO A PAYMENT AGREEMENT THAT EXTENDS BEYOND 36 MONTHS. THE OTHER THING WE CANNOT DO, WE'RE ASKED THAT PROBABLY THE MOST COMMON THING WE'RE ASKED IS, CAN WE NEGOTIATE THE AMOUNT THAT IS STRICTLY PROHIBITED UNDER THE TAX CODE? ONCE A TAX GOES DELINQUENT PENALTY AND INTEREST STARTS TO ACCRUE, WE HAVE NO AUTHORITY TO NEGOTIATE THAT AMOUNT. AND THAT'S, THAT PROVIDES A FAIR AND EQUAL SYSTEM WHERE PROPERTY EVERYBODY PAYS THE SAME EFFECTIVELY. UM, WE CURRENTLY HAVE 58 DELINQUENT ACCOUNTS THAT ARE MONITORED BY OUR OFFICE AND ACTIVE PAYMENT AGREEMENTS. THERE ARE A WHOLE HOST OF MORE OF THOSE THAT ARE CURRENTLY BEING MONITORED THROUGH THE GALVESTON COUNTY TAX OFFICE. UM, A LOT OF FOLKS JUST PREFER TO DEAL WITH THE TAX OFFICE DIRECTLY, AND, AND THAT'S FINE TOO. THAT'S, THAT'S THEIR OPTION. UM, IN THE EVENT THAT WE CAN'T GET ANY TRACTION, WE CAN'T GET ANY DIALOGUE AND CAN'T GET MOVEMENT WITH PROPERTY OWNERS, THEN THE, THE BIG LEVERAGE WE HAVE IS THE ABILITY TO FORECLOSE AND SELL PROPERTY AND, AND SATISFACTION OF ANY UNPAID TAX. UH, WE AVOID TO DO THAT. THERE'S ADDITIONAL COSTS INVOLVED. THE PROPERTY OWNER HAS TO PAY THOSE ADDITIONAL COSTS. UM, IT, IT'S, IT'S A LOT OF TIME AND ENERGY THAT GOES INTO THAT. IT JUST WORKS OUT BETTER FOR EVERYONE IF WE CAN WORK OUT A MONTHLY AGREEMENT. UM, IF WE DO GET TO THAT POINT WHERE WE'RE LOOKING AT, UH, HAVING TO RESORT TO LITIGATION, UM, MY PARTNER AND I HAVE AN EXTENSIVE PROCESS. WE RE WE REVIEW THESE ACCOUNTS AND YOU CAN SEE THE CRITERIA THAT WE GO THROUGH. UM, WE SPEND A LOT OF TIME TALKING WITH PROPERTY OWNERS. UH, PROPERTY OWNERS THAT WILL, UH, WILL, WILL GET A LETTER FROM US. AND IN TALKING WITH THAT PROPERTY OWNER, WE FIND OUT THAT THEY'RE, IT'S THEIR RESIDENCE HOMESTEAD. THEY DON'T HAVE A HOMESTEAD EXEMPTION ON THE PROPERTY THAT MAY BE SUBJECT TO AN OVER 65 OR DISABILITY EXEMPTION. WE TRY TO GET FOLKS TO WHERE THEY NEED TO BE, AND THAT INCLUDES GOING TO THE APPRAISAL DISTRICT TO GET THE EXEMPTIONS THAT THEY'RE ENTITLED TO, WHICH HAS THE EFFECT OF CUTTING THE TAXES THAT THEY EVENTUALLY OWE, UM, THE PROPERTY TAX. UH, IN TERMS OF, OF THE, THE MONETARY ASPECT OF THIS, ON FEBRUARY 1ST, AN UNPAID TAX BEGINS TO ACCRUE PENALTY AND INTEREST. AS YOU CAN SEE THERE. THIS, THIS CHART HAS ON FEBRUARY 1ST, UH, 6% PENALTY ATTACHES AND 1% INTEREST THAT'S ON THE BASE LEVY FROM MARCH THROUGH JUNE. IT'S 1% PENALTY AND 1% INTEREST EACH MONTH. AND THEN BEGINNING ON JULY THAT FOLLOWING YEAR, 1% INTEREST ACCRUES AND ALL OF THOSE ACCRUE ON THE BASE LEVY. [00:10:01] IT'S NOT COMPOUNDED THAT PENALTY AND INTEREST IS PAID TO THE TAXING ENTITY. THAT'S, UH, THAT'S ESSENTIALLY A, A PENALTY FOR NOT PAYING ON TIME. AND THE INTEREST IS ESSENTIALLY UNDER THE LEGISLATIVE DIRECTIVE. IT'S FOR THE LOST USE OF MONEY ON JULY 1ST. THE ADDITIONAL COLLECTION FEE THAT IS PAID TO OUR FIRM IS ADDED TO THAT BALANCE. SO WHEN A PROPERTY OWNER COMES IN AND PAYS A DELINQUENT TAX, THEY'RE PAYING THE UNDERLYING BASE TAX, THEY'RE PAYING PENALTY AND INTEREST THAT GOES TO THE TAXING ENTITY AND THEY'RE PAYING OUR COLLECTION FEE. SO THAT'S WHY WE NEVER APPEAR ON YOUR FINANCIALS AS A ATTORNEY FEE. THE PROPERTY OWNER PAYS OUR COLLECTION FEE. WE ARE A ZERO COST TO THE CITY OF LEAGUE CITY, UM, HOMESTEADS, WE WORK, AGAIN, WE WORK WITH A LOT OF FOLKS ON THE, ON THE DELINQUENCY, ON THE HOMESTEADS. UM, WE TRY TO WORK WITH FOLKS TO GET THEM WHERE THEY NEED TO BE IN TERMS OF EXEMPTIONS TO WORK OUT PAYMENT AGREEMENTS. UM, ALL OF THAT IS IN AN EFFORT TO AVOID THE ADDITIONAL COSTS OF LITIGATION, WHICH THEY HAVE TO BEAR. UM, A COUPLE OF ADDITIONAL ADDED SERVICES THAT WE PROVIDE THE CITY, WHICH WE'RE, WE'RE MORE THAN HAPPY TO DO. SO WHEN YOUR CODE ENFORCEMENT STAFF GOES OUT AND DOES, THEY MAKE EVERYTHING FROM A DEMOLITION TO JUNK AND DEBRIS REMOVAL, CUTTING WEEDS, AND, AND EVENTUALLY STAFF WILL FILE A LIEN IN THE DEED RECORDS TO SECURE PAYMENT OF THOSE COSTS. UNDER SECTION 33.41 OF THE TAX CODE. WE'RE ALLOWED TO INCLUDE THOSE LIENS IN A DELINQUENT TAX LAWSUIT. WE INCLUDE THOSE LIENS AND WE ROUTINELY GET THOSE PAID AS OPPOSED TO A DELINQUENT TAX. THERE IS NO PROVISION IN THE TAX CODE TO ALLOW AN ADDITIONAL FEE ON TOP OF THAT. SO AS A RESULT OF THAT, WE DO THOSE COLLECTIONS TO THE CITY AT NO COST TO TRY TO GET THE CITY MADE WHOLE FOR EVERY SUM THAT IT'S EXPENDED. UH, WE ALSO HELP YOUR CODE ENFORCEMENT FOLKS, WHICH BY THE WAY, THEY DO A REALLY GOOD JOB ON ONE OF THE MOST THANKLESS AND DIFFICULT JOBS IN LOCAL GOVERNMENT, AND THAT'S CODE ENFORCEMENT. UM, THEY DO A REALLY GOOD JOB OF, OF TRYING TO FERRET OUT PROBLEMS THAT THAT AFFECT REALLY THE DAILY LIVES OF CITIZENS. UH, WE CAN PROVIDE THEM STAFF SUPPORT. A LOT OF TIMES THEY'RE ON AN, ON AN OVERGROWN NEGLECTED LOT. UH, THEY DON'T KNOW WHO TO CONTACT. THE PROPERTY OWNER MAY BE DECEASED. THERE'S NO PROBATE, THERE'S NO AIRSHIP. WE CAN RUN THOSE TRAPS FOR THEM. WE CAN DO ADDRESS RESEARCH PROBATE, WE CAN DO TITLE WORK ON THE PROPERTY AND WE DO THAT FOR THEM AT NO COST TO TRY TO HELP THEM DO THEIR JOB. THE OTHER THING WE'RE STARTING TO SEE A LOT OF, AND YOU'RE, AND OBVIOUSLY YOU'RE AWARE OF, IS THE IMMINENT DOMAIN LAWSUITS. UM, WHEN EMINENT DOMAIN IS FILED BY THE STATE OF TEXAS, AND THIS IS, WE'RE GONNA SEE A LOT MORE OF THIS ASSOCIATED WITH THE EXPANSION OF, UH, STATE HIGHWAY 96 AND THE 6 46 CORRIDOR. UM, THOSE LAWSUITS ARE FILED AND ADJOINING PROPERTY OWNERS ARE BROUGHT INTO THE LAWSUIT. WE JOIN IN THOSE LAWSUITS JUST TO MAKE SURE THAT THERE ARE NO PROPERTY TAXES THAT ARE DUE BEFORE, UH, THE DISBURSEMENT IS MADE TO THE PROPERTY OWNER FOR THAT IMMINENT DOMAIN COMPENSATION. WE MAKE SURE THAT THE TAXES ARE PAID SO WE RIDE SHOTGUN IN THOSE LAWSUITS. AND AGAIN, THAT'S ALL AT A ZERO COST TO THE CITY OF LAKE CITY. SO I WAS MOVING QUICKLY AND I HOPE I WAS CONCISE YET COMPLETE. UH, BUT I WANT TO, UH, OPEN UP FOR QUESTIONS. WE'RE ALWAYS AVAILABLE FOR ANY, UH, INFORMATION. AND WE'LL TALK A LITTLE BIT ABOUT THAT TONIGHT AND TO COMPARE THE CITY'S PERFORMANCE WITH OTHER COMMUNITIES REGIONALLY AND NATIONALLY. AND WE'LL TALK ABOUT THAT TONIGHT AS WELL. SO LET'S TALK A LITTLE BIT ABOUT THE METHODOLOGY FOR SOME OF YOU THAT ARE NEW ON COUNCIL. THE SURVEY IS A SEVEN PAGE SURVEY AND IT TAKES APPROXIMATELY 15 TO 20 MINUTES TO COMPLETE. UM, WE ASK OUR RESIDENTS TO TAKE THE TIME, UH, EXPLAIN TO THEM THE IMPORTANCE OF THIS. WE ACTUALLY HAVE A LETTER FROM THE MAYOR ATTACHED TO THE SURVEY, EXPRESSING TO RESIDENTS THAT WE VALUE THEIR FEEDBACK AND WE WOULD LIKE THEM TO TAKE THE SURVEY. AS I MENTIONED, THIS IS THE THIRD COMMUNITY SURVEY THAT WE'VE DONE. UH, IT IS DONE BY MAIL AND ONLINE TO RANDOMLY SELECTED SAMPLES OF CITIZEN RESIDENTS. SO THE SAMPLE SIZE THAT WE HAVE FOR THE SURVEY IS 418. THE GOAL WAS 400. WE HAVE 418 RESIDENTS COMPLETE WITH A MARGIN OF ERROR OR PLUS OR MINUS 4.8%. SO IF YOU SEE THE LOCATION OF OUR SURVEY RESPONDENTS, IT'S REALLY A GOOD REPRESENTATION OF, OF THE ENTIRE CITY. AND THE DEMOGRAPHICS OF THOSE WHO RESPONDED ACTUALLY REFLECT THE POPULATION OF OUR CITY AS FAR AS AGE, RACE, AND ETHNICITY. SORRY, I KNEW I WAS GONNA SLAUGHTER THAT ONE. AND GENDER. AND SO THIS IS WHAT WE LEARNED. OVERALL, RESIDENTS HAVE A VERY POSITIVE PERCEPTION OF LEAGUE CITY, 95% RATED LEAGUE CITY AS AN EXCELLENT OR GOOD PLACE TO LIVE. 93% RATED LEAGUE CITY AS AN EXCELLENT OR GOOD PLACE TO RAISE CHILDREN. OVERALL SATISFACTION RATINGS HAVE INCREASED SLIGHTLY SINCE 2021, MEANING OUR SATISFACTION RATINGS HAVE GONE UP SINCE THE LAST TIME WE DID THE SURVEY IN 2021. THEY HAVE INCREASED IN 56 OF 97 AREAS SINCE 2021. ALSO, WHAT WE LEARNED, OUR SATISFACTION WITH CITY SERVICES IS MUCH HIGHER IN LEAGUE CITY THAN IN OTHER COMMUNITIES. LEAGUE CITY RATES ABOVE THE US AVERAGE IN 52 OF 56 AREAS. AND SATISFACTION WITH THE OVERALL QUALITY OF CITY SERVICES IS 22% ABOVE THE US AVERAGE SATISFACTION WITH CUSTOMER SERVICE FROM THE CITY EMPLOYEES IS 37% ABOVE THE US AVERAGE. HOW? HOWEVER, DESPITE DOING WELL IN ALL OF THOSE CATEGORIES, WE DID ASK OUR RESIDENTS, WHAT ARE YOUR TOP PRIORITY FOR CITY SERVICES IN THE NEXT TWO TO FIVE YEARS? AND THIS IS WHAT WE LEARNED, WHICH IS PRETTY SIMILAR TO WHAT WE LEARNED IN 2021 AND 2019. TRAFFIC FLOW AND CONGESTION, DRAIN WATER AND STORM WATER EFFORTS AND MAINTENANCE OF CITY STREETS, SIDEWALKS AND UTILITIES. NO BIG SURPRISE THERE. THIS IS PRETTY MUCH EXACTLY WHAT WE HEARD IN 2021 AND 2019. SO LET'S DIVE INTO THE TOPIC A LITTLE DEEPER AND TO RESIDENTS HAVING A VERY POSITIVE PERCEPTION OF LEAGUE CITY. SO OVERALL, YOU CAN SEE BY LOOKING AT THOSE, AND I'M GONNA PUT MY GLASSES ON HERE 'CAUSE I CAN'T SEE THAT FAR. UH, OVERALL, WHEN YOU LOOK AT THE RATINGS OF THE CITY AS A PLACE TO LIVE, AS A PLACE TO RAISE CHILDREN, WE'RE LOOKING IN THE EXCELLENT AND GOOD CATEGORY. SO WE'RE, WE'RE, OUR RESIDENTS ARE VERY, VERY HAPPY AS A PLACE TO CALL LEAGUE CITY HOME AS A PLACE TO RETIRE. UM, PROBABLY THE LOWEST CATEGORY YOU'RE LOOKING AT AS A, AS A PLACE TO VISIT, WHICH MAY NOT SURPRISE YOU. SATISFACTION WITH ITEMS THAT INFLUENCE PERCEPTIONS OF THE CITY, UH, QUALITY OF LIFE, OUR REPUTATION OVERALL APPEARANCE, QUALITY OF LEAGUE CITY, GOVERNMENT SERVICES, VALUE RECEIVED FOR CITY TAX, DOLLARS AND FEES, LEADERSHIP OF THE CITY MANAGER, LEADERSHIP OF ELECTED OFFICIALS, AND HOW WELL LEAGUE CITY IS PLANNING FOR GROWTH. YOU CAN SEE THAT ALL OF THOSE ARE RATING, UH, PRETTY MUCH IN THE 90%, 80%. AND THEN IN THE LOWER CATEGORIES. YOU CAN SEE BY LOOKING AT THAT BAR GRAPH. OVERALL SATISFACTION WITH CITY SERVICES BY MAJOR CATEGORY, YOU CAN SEE THAT OUR POLICE AND FIRE SERVICES RATE EXTREMELY HIGH AS DO OUR QUALITY OF PARK AND REC PROGRAMS AND ENSURING OUR COMMUNITY IS PREPARED FOR EMERGENCIES. AND THEN I'M NOT GONNA READ EVERY SINGLE ONE, BUT YOU CAN SEE HOW ALL OF THE OTHERS ARE RANKED AS FAR AS VERY SATISFIED OR SATISFIED IN THOSE CATEGORIES. FEELING OF SAFETY IN VARIOUS SITUATIONS. YOU CAN SEE THE RESULTS, FEELING VERY SAFE AND SAFE WALKING IN YOUR NEIGHBORHOOD DURING THE DAY. OVERALL FEELING OF SAFETY IN LEAGUE CITY, WALKING IN YOUR NEIGHBORHOOD AFTER DARK, WALKING ON LEAGUE CITY, TRAILS AND PARKS. THEY'RE EITHER VERY SATISFIED OR SATISFIED IN THE OVERALL QUALITY OF LEAGUE CITY SERVICES. ALL AREAS IN THE BLUE INDICATE THAT RESIDENTS IN ALL PARTS OF THE CITY ARE SATISFIED WITH THE OVERALL QUALITY OF LIFE IN LEAGUE CITY. AGAIN, VERY SATISFIED OR SATISFIED. THEY'RE ON THE WEST SIDE THOUGH ON THE PARTS OF THE CITY THAT AREN'T INHABITED. I'M NOT SURE HOW SATISFIED THEY'RE, WHEN YOU LOOK TOWARDS THE BLUE AREAS WHERE NOBODY'S QUITE LIVING IN, BUT APPARENTLY, UH, THE COYOTES MIGHT BE VERY SATISFIED OUT THERE. IT WON'T BE FOR LONG. TOPIC THREE IS SATISFACTION. THE BOBCAT SATISFACTION WITH CITY SERVICES IS MUCH HIGHER IN LEAGUE CITY THAN IN OTHER COMMUNITIES. AND THIS IS WHERE WE'RE GONNA DIVE IN ON HOW MUCH BETTER WE ARE DOING THAN OTHER CITIES IN OUR AREA. LEAGUE CITY RATES ABOVE THE US AVERAGE IN 52 OF 56 AREAS, LEAGUE CITY RATES SIGNIFICANTLY HIGHER, 5% OR MORE IN 48 AREAS. LEAGUE CITY RATES ABOVE THE TEXAS AVERAGE IN 49 OF 56 AREAS. AND LEAGUE CITY RATES SIGNIFICANTLY HIGHER, FIVE PER SEVEN, 5% OR MORE IN 47 AREAS. SO WHEN YOU LOOK AT THE OVERALL RATINGS OF THE CITY, UH, VERSUS THE US VERSUS TEXAS, YOU CAN SEE THE DARK BLUE IS LEAGUE CITY, THE LIGHT BLUE IS THE US AND TEXAS IS THE GRAY. SO IN THOSE FOUR CATEGORIES, WE RANK MUCH HIGHER AS A PLACE TO LIVE, AS A PLACE TO RAISE CHILDREN, AS A PLACE TO WORK AND A PLACE TO RETIRE. SO LEAGUE CITY AS A PLACE TO LIVE RATES 44 POINT 44% ABOVE THE US AVERAGE. SO BOTTOM LINE, PEOPLE LIKE LIVING IN LEAGUE CITY. LOOKING AT THE SATISFACTION WITH ITEMS THAT INFLUENCE THE PERCEPTION OF THE CITY, UH, MUCH HIGHER AGAIN IN BOTH NATIONALLY AND IN TEXAS. AND THE REPUTATION OF OUR CITY. THE OVERALL APPEARANCE, QUALITY OF CITY GOVERNMENT SERVICES OVERALL VALUE RECEIVED FOR CITY TAX DOLLARS AND FEES. SO SATISFACTION WITH THE OVERALL QUALITY OF CITY SERVICES RATES 22% ABOVE THE US AVERAGE. OVERALL SATISFACTION WITH MAJOR CATEGORIES OF CITY SERVICES. AGAIN, YOU CAN SEE THE QUALITY OF OUR POLICE SERVICE, THE QUALITY OF OUR FIRE SERVICES AND OUR QUALITY OF PARKS AND RECREATION PROGRAMS AND FACILITIES RATE VERY HIGH AND SATISFACTION WITH CUSTOMER SERVICE RATES, 37% ABOVE THE US AVERAGE SATIS SATISFACTION WITH PUBLIC WORK SERVICES. UM, YOU CAN SEE THAT THERE ARE SOME AREAS THAT WE NEED TO WORK AT. IF YOU LOOK AT THE RED ARROW, UH, ADEQUATELY OF STREET ADEQUACY OF STREET LIGHTING IN LEAGUE CITY AS AN AREA THAT WE NEED TO WORK ON ACCORDING TO THE SURVEY. BUT OTHERWISE, THE RESIDENTS WERE QUITE HAPPY WITH THE CONDITION OF STREET SIGNS AND TRAFFIC SIGNALS, THE CLEAN CLEANLINESS OF STREETS, THE CONDITION OF STREETS, THE CONDITION OF MAJOR STREETS AND THE MOWING AND TREE TRIMMING ALONG STREETS AND OTHER PUBLIC AREAS. THE FEELING OF SAFETY IN VARIOUS SITUATIONS. LEAGUE CITY VERSUS THE US VERSUS TEXAS. AGAIN, YOU CAN LOOK AT THOSE DIFFERENT AREAS. OUR RESIDENTS FEEL VERY SAFE WALKING IN THEIR NEIGHBORHOOD DURING THE DAY AT NIGHT AND HAVE AN OVERALL FEELING OF SAFETY IN LEAGUE CITY AND WALKING ON THE TRAILS IN THE PARKS OF THE CITY AS WELL. SATISFACTION WITH POLICE SERVICES, AGAIN, UH, YOU CAN SEE THAT OUR RESIDENTS, UH, RANK US ABOVE THE US AND THE TEXAS AVERAGE WHEN IT COMES, UH, TO POLICE. RESPONDING QUICKLY TO EMERGENCIES. OUR EFFORTS TO PREVENT CRIME. UH, OVERALL QUALITY OF ANIMAL SERVICES, THE VISIBILITY OF POLICE, THE ENFORCEMENT OF CITY TRAFFIC LAWS, UH, THE VISIBILITY OF POLICE AND NEIGHBORHOODS, COMMERCIAL AND RETAIL AREAS, AND POLICE SAFETY AWARENESS, EDUCATION PROGRAMS, SATISFACTION WITH FIRING EMS SERVICES, UH, VERY HIGH IN THE OVERALL QUALITY OF EMS AND HOW QUICKLY EMS PERSONNEL RESPOND FIRE EDUCATION PROGRAMS AND FIRE INSPECTION PROGRAMS IN THE COMMUNITY. TOPIC FOUR IS THE OVERALL SATISFACTION RATINGS HAVE INCREASED SLIGHTLY SINCE 2021. SO THIS IS OUR COMPARISON BETWEEN WHAT OUR RESULTS LOOKED LIKE IN 2021 COMPARED TO 2023. SO YOU'LL SEE THAT THE DARK BLUE IS 2023 AND THE, UH, LIGHT BLUE OR THE GRAY IS 2021. OH, THANK YOU, I APPRECIATE THAT. UM, YOU WILL NOTICE THAT WE'RE RANKING, UH, HIGHER IN ALMOST EVERY AREA. UH, PROBABLY THE MOST NOTABLE WAS THE VALUE RECEIVED FOR THE CITY'S [00:25:01] TAX DOLLARS AND FEES. THAT WAS A PRETTY BIG INCREASE FROM 62% TO 67%. ALSO, ANOTHER TREND TO LOOK AT IS THE OVERALL SATISFACTION WITH CITY SERVICES BY MAJOR CATEGORY. YOU CAN SEE FROM 2023 TO 2021 THAT WE PRETTY MUCH WENT UP IN ALL AREAS, PARTIC PARTICULARLY QUALITY OF POLICE SERVICES, QUALITY OF FIRE SERVICES. UM, THE ONE AREA THAT LOOKS LIKE WE NEED TO WORK ON, OR AT LEAST WHERE THE PERCENTAGES WAS A DROP, WAS ENFORCEMENT OF LOCAL CO CODES AND ORDINANCES, TOP PRIORITIES MOVING FORWARD. OVERALL, THE SATISFACTION RATINGS HAVE INCREASED SLIGHTLY SINCE YOUR LAST SURVEY IN 2021. UM, THE RATINGS HAVE INCREASED IN 56 OUT OF 97 AREAS. AND THAT'S A GOOD THING FOR A COUPLE OF REASONS. ONE IS THAT IN 2021 YOUR RATINGS WERE AMONG THE HIGHEST IN THE COUNTRY. SO IT'S HARD TO MAINTAIN THAT LEVEL OF SERVICE. UM, BUT YOU'VE DONE THAT AND ACTUALLY THE RESULTS HAVE EVEN GOTTEN A LITTLE BIT BETTER. AND THE OTHER REASON THIS IS IMPRESSIVE IS BECAUSE MOST CITIES WE'VE SURVEYED OVER THE PAST YEAR HAVE HAD AN OVERALL DECREASE IN SATISFACTION. SO THIS DEFINITELY GOES AGAINST THE TREND OF WHAT WE'VE BEEN SEEING IN A POSITIVE WAY. WHO ELSE, AS I'M SURE YOU SAW, SATISFACTION WITH CITY SERVICES IS MUCH HIGHER IN LEAGUE CITY AND OTHER COMMUNITIES. YOU RATED ABOVE THE NATIONAL AVERAGE IN MOST AREAS. UH, A COUPLE AREAS THAT REALLY STOOD OUT WERE THE OVERALL QUALITY OF CITY SERVICES. THAT'S ONE OF THE MOST IMPORTANT QUESTIONS ON THE SURVEY BECAUSE THEY WERE ASKING YOUR RESIDENTS TO CONSIDER ALL THE SERVICES THAT YOU'RE PROVIDING AND REALLY GIVE AN OVERALL SATISFACTION RATING FOR HOW WELL YOU'RE DOING. AND THEN ONE OF THE AREAS WHERE YOU RATED THE FARTHEST ABOVE THE US AVERAGE IS CUSTOMER SERVICE PROVIDED BY CITY EMPLOYEES AND THEN THE TOP OVERALL PRIORITIES. AND THESE ARE SIMILAR TO YOUR PREVIOUS SURVEYS FOR [00:30:01] TRAFFIC FLOW, DRAINAGE AND STORM WATER, AND THEN MAINTENANCE OF STREETS, SIDEWALKS AND UTILITIES. SO WE TYPICALLY MAIL SURVEYS TO ABOUT SEVEN TIMES THE NUMBER OF HOUSEHOLDS AS COMPLETED SURVEYS THAT WE NEED. UM, YEAH, YEP, THIS IS THE MAP WITH THE DOTS, BUT THEN THERE'S ALSO THE MAP WHERE WE SHOW THE SHADED MAPS WHERE WE BREAK THE RESULTS OUT BY CENSUS BLOCK GROUP. UM, SO THAT'S A GREAT WAY TO REALLY DRILL DEEPER INTO THE DATA AND SEE IF THERE ARE DIFFERENCES BASED ON DIFFERENT GEOGRAPHIC AREAS OF THE CITY. PERFECT. THANK YOU. ANDY. YOU KNOW, THE, THE ONE THING THAT REALLY, YOU KNOW, JUMPED OUT AT ME WHENEVER I OVER WHEN I LOOKED AT AT IT WAS WE WERE INCREASING BUT WE'RE BUMPING UP AGAINST A HUNDRED PERCENT. I MEAN, AND I, BUT THE ONE AREA WHERE WE STILL ARE FAILING IS TRAFFIC. AND I WAS CURIOUS, UM, SINCE YOU DO A LOT OF THESE, HAVE YOU SEEN A CITY SOLVE IT AND IT LIKE, YOU KNOW, LIKE SAY OVER A SIX, EIGHT YEAR, MAYBE 10 YEAR PERIOD, HAVE YOU SEEN A CITY? BECAUSE IT AIN'T US, YOU KNOW? RIGHT. SO THAT'S RIGHT. AND WHILE IT'S A, YOU KNOW, WHILE EACH TRAFFIC, YOU KNOW, SITUATION'S UNIQUE, WE HAVE OUR OWN SET. I'M JUST CURIOUS, HAS ANYONE ACTUALLY SOLVED THAT ONE PROBLEM? YOU KNOW, FOR A A FOR A FAST GROWING COMMUNITY, TRAFFIC IS ALWAYS ONE OF THE LOWEST RATE AREAS. UM, NOW THAT'S ONE OF THE LOWEST RATE AREAS ON YOUR SURVEY. BUT STILL COMPARED TO OTHER COMMUNITIES, THE RATINGS AREN'T TOO BAD. UM, YOU MENTIONED SOLVING IT. UM, THIS YEAR, 42% OF RESPONDENTS OVERALL WERE SATISFIED WITH TRAFFIC FLOW. ON YOUR LAST SURVEY IN 2021, ONLY 29% WERE SATISFIED. SO THERE'S ACTUALLY BEEN A SIGNIFICANT INCREASE JUST OVER THE PAST COUPLE YEARS. UM, SO THAT'S MAYBE AS CLOSE AS I'VE SEEN TO SOLVING IT. I MEAN THAT'S A, THAT'S A, THAT'S A, UH, THAT'S ACTUALLY A DRAMATIC, EVEN THOUGH IT STILL RATES LOWER, IT'S A DRAMATIC IMPROVEMENT OVER THE COURSE OF JUST A COUPLE OF YEARS. I WOULD SAY THAT'S I 45 PROBABLY THE, THE MAIN JUMP ON THAT. YEAH. THANK YOU. CAN YOU EXPLAIN AGAIN HOW MANY, UH, SURVEYS WENT OUT? YOU SAID 3000 BY MAIL? THAT'S RIGHT. WE MAILED THE SURVEY TO 3000 RANDOMLY SELECTED HOUSEHOLDS. THE MAILED SURVEY ALSO HAD A LINK TO AN ONLINE VERSION OF THE SURVEY. THEN THE ENVELOPE THAT THE SURVEY WAS MAILED IN HAD A QR CODE. UM, SO RESIDENTS EITHER FILL OUT THE PRINT SURVEY AND MAIL IT BACK TO US. THEY COULD GO ONLINE USING THE LINK OR USE THEIR PHONE OR BOTH WITH THE QR CODE DOWN THE ENVELOPE. UM, SO THERE ARE DIFFERENT WAYS PEOPLE COULD FILL OUT A SURVEY AND WE LIKE THAT HYBRID METHODOLOGY 'CAUSE IT ALLOWS US TO REACH A MORE DIVERSE GROUP OF RESIDENTS. UM, TYPICALLY THE MAILED SURVEY SKEWS A LITTLE MORE TOWARDS OLDER RESIDENTS, QR CODE TOWARDS A YOUNGER, AND THEN THE LINK TO THE ONLINE SURVEY IS A PRETTY, PRETTY GOOD MIX SINCE WE'RE 122,000 CITIZENS AT PER POPULATION. DO YOU FEEL THAT THE 418 THAT WE RECEIVED BACK IS A SIGNIFICANT AMOUNT? OR IS THAT, UH, SHOULD WE BE TRYING TO GET A LARGER PERCENTAGE? UM, I THINK FOUR HUNDRED'S A GOOD AMOUNT. THAT'S A VERY TYPICAL SAMPLE SIZE. UM, THE POPULATION OF THE CITY DOESN'T HAVE A BIG IMPACT ON THAT. UM, AT 418 SURVEYS, AT THE 95% LEVEL OF CONFIDENCE, [00:35:01] THE MARGIN OF ERROR IS PLUS OR MINUS A LITTLE UNDER 5%. UM, WHICH IS A PRETTY STANDARD MARGIN OF MARGIN OF ERROR. UM, ESSENTIALLY THAT MEANS THAT IF WE CONDUCTED THE SURVEY THE SAME WAY A HUNDRED TIMES 95 TIMES, THE RESULTS WOULD BE PLUS OR MINUS ABOUT 5% FROM WHAT WE'RE REPORTING. UM, NOW IF YOU WANTED TO REALLY DRILL DEEPER INTO THE DATA AND ANALYZE IT, UH, AT A MUCH MORE GRANULAR LEVEL, THEN MAYBE WE'D WANNA INCREASE THE SAMPLE SIZE. LIKE IF YOU REALLY WANTED TO DIG DEEP AND BREAK THE RESULTS OUT, WHICH WE DID THIS TO SOME EXTENT BY CENSUS BLOCK GROUP, BUT IF YOU REALLY WANTED TO TAKE A A DEEPER LOOK AT THAT, MAYBE I'D WANNA DO MORE SURVEYS. BUT CITYWIDE FOUR HUNDRED'S A GOOD SAMPLE. OKAY. AND HOW DO YOU CHOOSE THE, THE MAILERS? IS IT RANDOM? IT'S RANDOM. COMPLETELY RANDOM. YEAH. SO THE IDEA BEHIND THAT IS THAT EVERY HOUSEHOLD IN THE CITY HAS AN EQUAL CHANCE OF BEING SELECTED TO RECEIVE A SURVEY. SO OKAY. IT SEEMED LIKE THE PEOPLE ON THE EAST SIDE WAS HAPPIER. JUST DO WE BETTER, TOMMY DID WE SEND, IT'S JUST BETTER PLACE TO LIVE. YEAH, I HEAR YOU . YEAH, ON THE, DID WE HAVE MORE, DID WE HAVE MORE SURVEYS PICKED FROM, FROM THE EAST SIDE? FROM THE WEST SIDE, I GUESS RETURNS, UM, THE DOTS LOOK PRETTY EVENLY. YEAH, I WOULD, YEAH, THE DISTRIBUTION VERY MUCH FOLLOW THE ACTUAL, UM, ACTUAL DIS POPULATION OF THE CITY. WE CAN GO BACK TO THAT MAP FOR A, I THINK THIS IS THE ONE YOU'RE REFERENCING OVERALL QUALITY OF LIFE A LITTLE. NOW THIS IS VERY POSITIVE ALL AROUND ANYTIME IT'S BLUE, BUT YEAH, SATISFACTION IS A LITTLE HIGHER IN THE EAST SIDE. UM, AND THE DISTRIBUTION WAS, LEMME GO BACK TO THIS. YEAH, THAT'S PRETTY, I MEAN IT WAS GOOD REALLY THROUGHOUT THE CITY. WOULD IT BE THAT THE POPULATED AREA ON THE EAST SIDE A LITTLE BIT MORE THAN THE WEST SIDE YOU WOULD THINK LOOKING AT THE WEST SIDE? IS THAT, SORRY, WHAT WAS THE THE, THE AREA ON THE WEST SIDE, OBVIOUSLY WE HAVE 40% OF THE LAND STILL VACANT. OH YEAH, RIGHT. WELL THE BIG, YEAH, THERE'S THAT BIG SECTION. I'LL GO WITH THAT ONE. UM, LIKE WE CONDUCT A SURVEY FOR THE CITY OF DALLAS AND IT'S 1400 COMPLETED SURVEYS. UM, WE CONDUCT SURVEYS FOR MISSOURI CITY AND SUGAR LAND IT'S ABOUT 400. UM, SO IT VARIES 400 TO FIVE HUNDRED'S. THE MOST FREQUENT, UH, SAMPLE SIZE, UNLESS IT'S A MUCH BIGGER CITY LIKE DALLAS, FORT WORTH, AUSTIN, THOSE ARE A COUPLE OF OUR, OR A FEW OF OUR CLIENTS. UH, SO WHAT WOULD THAT PERCENTAGE LOOK LIKE, UH, FOR THE MAJOR URBAN AREAS VERSUS THE, THE SUBURBAN AREAS OF, OF RESPONDENTS FOR THAT SAMPLE SIZE? UM, AS FAR AS WHERE WE CONDUCT OUR SURVEYS OR NO, I'M LOOKING AT OVERALL PERCENTAGE. SO OUR CROSS UH, SECTION IS LESS THAN A THIRD OF A PERCENT, RIGHT? 1400 FOR DALLAS METRO AREA HAS GOTTA BE LIKE LESS THAN A QUARTER OF A PERCENT. SO IS THERE A CERTAIN PERCENTAGE FOR EACH AREA THAT YOU GUYS TRY TO ACHIEVE TO VALIDATE THE RESULTS? UM, NO IT'S NOT BASED ON THAT. UM, FOUR TO 500 IS A TYPICAL SAMPLE SIZE UNLESS THE CITY'S BIG ENOUGH TO WHERE THEY WANT TO BREAK THE RESULTS OUT BY CITY COUNCIL DISTRICT OR SOMETHING LIKE THAT. FOR EXAMPLE, THE REASON WE DO 1400 FOR DALLAS IS OUR GOAL IS TO GET AT LEAST A HUNDRED IN EACH OF THEIR 14 CITY COUNCIL DISTRICTS. UM, FOR AUSTIN, TEXAS IT'S 2000 CITYWIDE WITH 200 PER DISTRICT. UM, SO IT'S NOT REALLY A PERCENTAGE OF THE, THE POPULATION OF THE CITY IS, IS THERE DATA AVAILABLE TO COMPARE OUR RESULTS TO COMPARABLE CITIES IN TERMS OF SIZE AND UH, MEDIUM HOUSEHOLD INCOME? YEAH, ABSOLUTELY. UM, THESE COMPARISONS TODAY WERE BASED REALLY JUST ON A NATIONAL AVERAGE AND THEN A REGIONAL AVERAGE. UM, BUT YEAH, WE CAN BREAK IT OUT BY MORE BASED ON POPULATION SIZE. YEAH, ABSOLUTELY. OKAY. BACKING THIS UP AGAINST SUGARLAND. YEAH, SUGARLAND, MISSOURI CITY LESS DALLAS AND AUSTIN JEN.
