HOT WEATHER BRINGS A RISK OF HEAT EXHAUSTION OR HEAT STROKE.

CATS CAN GET OVERHEATED THE SAME WAY.

WE CAN PROLONGED EXPOSURE TO HIGH TEMPERATURES, PROLONGED TIME AND DIRECT SUN WITHOUT ACCESS TO SHADE, NOT ENOUGH WATER, AND BEING STRESSED.

IF THE CAT CAN'T COOL DOWN, PROLONGED HIGH BODY TEMPERATURE CAN LEAD TO ORGAN FAILURE AND EVENTUAL DEATH.

OUTDOOR CATS ARE MORE LIKELY TO EXPERIENCE THIS HEAT EXHAUSTION.

UM, SO THAT EIGHT OUT OF THE 10 IS PROBABLY ALL THE KITTENS THAT AREN'T AVAILABLE AND THE FEW ELDERLY OR THE FEW THAT ARE IN REALLY BAD SHAPE.

SO THAT DOESN'T REALLY GIVE YOU AN ACCURATE PICTURE OF ALL THE FRIENDLY CATS THAT THEY'RE PUTTING BACK ON THE STREET.

AND I'VE BEEN THINKING ABOUT, YOU KNOW, PUTTING ALL THOSE FRIENDLY CATS BACK ON THE STREET.

DO YOU KNOW WHEN WE PICK UP THOSE CATS, WE HOUSE 'EM FOR A FEW DAYS.

SO I'LL JUST RUN THROUGH 'EM REAL QUICK.

UM, THE HIGH POINTS CHAPTER 1 25 OF THE ZONING ORDINANCE.

THERE'S, UM, SEVERAL CHANGES, UM, THAT I'LL NOTE HERE.

UM, WE'RE CLARIFYING ABOUT THE ANNUAL RENEWAL THAT THAT IS TO BE DONE AT THE END OF THE YEAR BEFORE THE NEW YEAR STARTS, RATHER THAN HAVING, YOU KNOW, IF THERE'S 30 SHORT-TERM RENTALS OUT THERE HAVING RENEWALS ALL OVER THE YEAR.

UM, JUST CONSOLIDATING IT TO THE END OF THE YEAR.

THE NEXT ONE IS ESTABLISHING THAT LISTING A SHORT-TERM RENTAL IS ILLEGAL WITHOUT A VALID PERMIT.

UM, WE'VE HAD A LOT OF ISSUES WITH, UM, SEEING AIRBNBS BEING LISTED AND THEN WHEN WE GO TO SEND A VIOLATION NOTICE, THE OWNER COMES BACK AND SAYS, WELL, WELL I NEVER RENTED IT AND IT'S UNLISTED.

AND SO NOW WE HAVE A WAY TO ENFORCE IT, SAYING, UM, WELL IT IS LISTED AND THAT IS A VIOLATION.

WE'RE REMOVING THE PERMIT FEE FROM THE ORDINANCE AND, UM, MOVING IT OVER TO THE FEE SCHEDULE WHERE ALL THE OTHER BUILDING DEPARTMENT FEES ARE.

UM, WE'RE REMOVING LANGUAGE RELATED TO AN UNNECESSARY HEALTH DEPARTMENT PERMIT AND WE'RE ADDING LANGUAGE RELATED TO HOTEL OCCUPANCY, TAX REMITTANCE IN CHAPTER 1 0 6.

UM, SEVERAL CHANGES HERE AS WELL.

WE'RE REQUIRING THE RECORDS BE RETAINED FOR THREE YEARS FOR AUDITING PURPOSES.

WE'RE DEFINING WHAT A SHORT-TERM RENTAL IS AND WHAT A SHORT-TERM RENTAL PLATFORM IS.

AND WE'RE ADDING LANGUAGE THAT THE ACTUAL SHORT-TERM RENTAL PLATFORM, SO THAT'S AIRBNB, VRBO, UM, THEY WILL BE THE ENTITY RESPONSIBLE FOR COLLECTING THAT HOT TAX AND REMITTING IT TO THE CITY.

IF WE HAVE AN ORDINANCE IN PLACE, THEY'LL ACTUALLY DO THAT.

UM, RIGHT NOW THEY'RE NOT DOING THAT.

AND THEN FINALLY, THE FEE, UM, OUR CURRENT FEE IS $25, WHICH IS CERTAINLY NOT CAPTURING OUR COST ON THIS.

UM, WE DID A, OUR AUDITOR DID A FEE ANALYSIS, UM, WHICH RANGED FROM 175 TO $450.

UM, WE FOUND THAT $300 IS A REASONABLE FEE KIND OF PARKED IN THE MIDDLE.

THAT COVERS OUR COST FOR THE PERMITTING.
