WE DID LOOK AT, UH, A REVIEW OF OTHER PREVIOUS PLANS WE DOCUMENTED FOR THERE ON THE SCREEN.
WE DID LOOK AT OTHERS, UH, NOT ONLY WITHIN LEAGUE CITY, BUT ALSO REGIONALLY.
HOW CAN WE CONNECT TO SOME OF THE REGIONAL GOALS THAT EITHER H G A C HAS OR TEXAS PARKS AND WILDLIFE, SOME OF THEIR PLANNING STUDIES AS WELL.

WE, WE ALSO HAD TWO ONLINE, UH, SURVEYS THAT WERE CONDUCTED DURING THIS, UH, DURING THE FIRST PUBLIC MEETING.
ONE, UH, WAS THROUGH THE CITY SURVEY, AND THEN ONE WAS ANOTHER E T C STATISTICALLY VALID SURVEY.
THOSE GARNERED ABOUT 600 RESPONSES TOTALED BETWEEN THOSE TWO SURVEYS, WHICH HELPED FEED INTO SORT OF OUR RECOMMENDATIONS, OR AT LEAST OUR CONCEPTUAL RECOMMENDATIONS AND PLANS.
WE DID HOLD TWO ROUNDS OF FOCUS GROUP MEETINGS, UH, ONE FOCUS GROUP MEETING WITH THE CITY DEPARTMENT, SO INTER INTER-AGENCY, UH, DEPARTMENTS AND THEN PARTNER AGENCIES.
SO WHAT WERE THOSE OPPORTUNITIES FOR PARTNERSHIPS? AND THOSE WERE HELD BOTH AT THE BEGINNING OF THE PROCESS AND THEN AS WE GOT TO CONCEPTUAL RECOMMENDATIONS, WENT BACK TO THAT SAME FOCUS GROUP, UH, YOU KNOW, MEMBERS TO ASK THEIR OPINIONS, GET THEIR FEEDBACK AS WELL.
JUST SOME INITIAL SORT OF HIGHLIGHTS OF WHAT WE ASKED AT THE, AT THE FIRST OPEN HOUSE.
THIS WAS REALLY AN INFORMATION GATHERING SESSION OF WHAT DO WE WANT TO SEE ALONG THE CREEK, SIMILAR TO WHAT WAS DONE IN 2017.
WE ASKED SOME OF THE SAME QUESTIONS OF, YOU KNOW, WHAT, WHAT KEEPS YOU FROM CURRENTLY GOING TO THE CREEK? UH, WHAT ARE SOME OF THE THINGS YOU WOULD LIKE TO SEE ALONG THE CREEK? YOU CAN SEE SOME OF THE VARIOUS ANSWER CHOICES THERE.

THIS IS WHERE WE CAME, YOU KNOW, FROM BOTH THE PUBLIC MEETING NUMBER ONE AS WELL AS THE COMMUNITY SURVEY RESPONSES CAME WITH SORT OF THE CONCEPTUAL RECOMMENDATIONS, LOOKING AT RECREATION AND TOURISM OPPORTUNITIES AS WELL, AS WELL AS CONCEPTUAL PARK LAYOUTS AS WELL.
THAT MEETING HAD ABOUT, UH, 60 COMMUNITY MEMBERS IN ATTENDANCE.
UH, THEY WERE PRIMARILY CONCERNED ABOUT SOME OF THE RECOMMENDATIONS AS WELL AS BROUGHT UP SOME ADDITIONAL THINGS LIKE SAFETY THAT SHOULD BE CONSIDERED ALONG THE CREEK, BOTH AT SOME OF THE PARK SITES AS WELL AS ALONG THE CREEK BETWEEN BOAT AND KAYAKS AS WELL.
AND THEN WE HELD OUR LAST OPEN HOUSE MEETING IN JULY WHERE WE PRESENTED SORT OF FINAL RECOMMENDATIONS AS WELL AS A PROPOSED IMPLEMENTATION TIMEFRAME, AND THEN IDENTIFIED OPPORTUNITIES FOR FUNDING SOURCES AND PARTNERSHIPS, UH, AS WELL.

MULTI-JURISDICTIONAL COORDINATION, UH, AS WELL AS INCREASED MAINTENANCE OF THE FACILITIES AS WE ENTERED PHASE TWO, IDENTIFYING SORT OF VISION AND GOALS FOR THE, FOR THE STUDY.
SO WHAT DO WE WANT, UH, THE CLEAR CREEK MASTER PLAN TO BECOME? WHAT DO WE WANT CLEAR CREEK TO BECOME? PELL PAIRED WITH WELL CONNECTED, HIGH QUALITY RECREATIONAL AMENITIES.
AND AGAIN, WITH, WITH THAT VISION IS SORT OF THE OVERARCHING GOALS OF THE STUDY.
UH, GOAL ONE OF ACTIVATION CONTINUE TO ACTIVATE CLEAR CREEK WITH SAFE PUBLIC ACCESS TRAILS PROGRAMMING PARKLAND, WHILE MINIMIZING ENVIRONMENTAL IMPACTS.
GOAL TWO OF CONNECTIVITY, IMPROVE MULTIMODAL ACCESS TO CLEAR CREEK WITH THE ADDITIONAL ENHANCEMENTS TO SIGNAGE AND WAYFINDING ALONG THE CREEK.

WE DID HAVE EXTENSIVE MEETINGS.
I BELIEVE IT WAS ABOUT THREE MEETINGS WITH HARRIS COUNTY FLOOD CONTROL DISTRICT, ASIDE FROM OUR PARTNER AGENCY MEETINGS, WHICH THEY WERE ALSO A PART OF.

UH, WITHIN THIS, THIS DOES HAVE CONNECTIVITY TO LIN POND PARK, WHICH IS JUST SOUTHEAST OF THIS SITE AS WELL.

AND AGAIN, THIS MYRTLE PARK HAD SOME EXISTING AGREEMENTS THAT WERE IN PLACE THAT WE REVIEWED, UH, BOTH FROM THE GENERAL LAND OFFICE AS WELL AS CONSERVATION EASEMENTS WITH THIS AREA.
SOME OF THE PROPOSED PROPOSED AMENITIES WERE SOME SIMILAR TO WHAT WAS HIGHLIGHTED IN THE HARRIS COUNTY FLOOD CONTROL DISTRICT SITE WITH ADDITIONAL TRAILS ACCESS POINTS, UH, OVERLOOK AREAS.
OUR PRIMARY ACCESS WOULD BE ALONG THE LANDING BOULEVARD PROJECT, UH, JUST ADJACENT OR THERE COULD BE A SECONDARY ACCESS ALONG THE CENTER POINT EASEMENT AS WELL.
AND THEN OUR THIRD SITE WAS THE KILGORE DAVIS TRACT.
UH, THIS SITE IS LOCATED AND ALREADY UNDERWAY.
PHASE ONE INDICATES, UH, IN RED THERE ON THE MAP.
AND OUR CONCEPTUAL LAYOUT INDICATES A PROJECT THAT'S ALREADY UNDERWAY BY THE CITY OF LEAGUE CITY.

AND IT JUST, THIS DOES PROVIDE CONNECTIVITY TO HERITAGE PARK, AGAIN, ALLUDING TO, UH, A BACK, BACK TO WHAT THE COMMUNITY, UH, MENTIONED TO US OF TRAIL CONNECTIVITY PARK ACCESS AS WELL.
AND THEN AGAIN, THIS HIGHLIGHTS SOME OF THE SAFETY RECOMMENDATIONS.

WELL, HOW CAN WE INCREASE SAFETY AND SIGNAGE, NOT ONLY ALONG THE CREEK, BUT ALSO THROUGHOUT, UH, THE CREEK.
THERE'S SOME ADDITIONAL THINGS THAT CITIES IN THROUGHOUT THE REGION, UH, SUCH AS NASSAU BAY, UH, CORPUS CHRISTI, AS WELL AS FREEPORT ARE DOING IN TERMS OF ORDINANCE LANGUAGE THAT ALLUDES TO THE, UH, THE SIGNAGE AND, UH, ENFORCEMENT OF THAT SIGNAGE ALONG CLEAR CREEK THAT THE CITY CAN CONSIDER, UH, AS WE LOOK TO ACTIVATE THE CREEK MOVING FORWARD.

BUT IT'S A CONCERN THAT WE KNOW WE NEED TO WORK TOWARDS AND THIS PLAN KIND OF ESTABLISH SOME OF THOSE GUIDELINES FOR US TO WORK TOWARDS AS FAR AS BUOYS OR OR SIGNAGE TO ADDRESS SOME OF THOSE ISSUES.

YOU PUT THIS IN PLACE, THIS IS A UTOPIA TYPE THING, YOU PUT IT IN THERE AND THERE WILL NEVER BE ANY FLOOD MITIGATION HAPPEN ON CLEAR CREEK.
I'VE BEEN WORKING ON THAT FOR OVER 40 YEARS AND EVERY TIME WE DO, SOMEBODY TALKS ABOUT A KAYAK TRAIL OR A JOGGING TRAIL OR WETLANDS OR WHATEVER IT MIGHT BE.
SO THIS PRETTY, PRETTY WELL PUTS A NAIL IN THE COFFIN.
DID Y'ALL CONSIDER ANY KIND OF DRAINAGE RELIEF AT ALL? THIS IS THE ONLY PLACE THIS WATER GOES.
SO IN OUR CITY, AND YOU DIDN'T MENTION THAT ONE TIME IN HERE, AND THAT WE DID TRY AND STICK TO SORT OF WHAT WAS IN OUR SCOPE OF LOOKING AT RECREATIONAL AND TOURISM OPPORTUNITIES.

AND THAT'S WHY WE DID HAVE THE CITY DEPARTMENT MEETINGS TO JUST GET THEIR INPUT AS WELL OF, OF LOOKING AT THOSE TRAIL OPPORTUNITIES.
CAN THERE BE SORT OF A OPPORTUNITY FOR BOTH PROJECTS, WHETHER IT IS A FLOOD RELATED PROJECT OR A FLOOD MITIGATION PROJECT, COULD THERE BE AN OPPORTUNITY TO INCORPORATE SOME TRAIL AMENITY OR SOME CONNECTIVITY AS WELL? SO WE DID HAVE THOSE MEETINGS.
AGAIN, IT WILL TAKE PLACE FURTHER ALONG AND ONCE YOU GET TO IMPLEMENTATION OF WHAT REALLY HAPPENS IN TERMS OF FLOOD MITIGATION AS WELL AS CONNECTIVITY, UH, WITH THIS PLANNING EFFORT.
WELL, AT, AT WHAT POINT WOULD YOU GET INVOLVED WITH SOMEBODY THAT ACTUALLY WOULD DO SOME WORK ON THE CREEK? YEAH, AND I MEAN, BECAUSE IT'S, I MEAN, IT'S GONNA DESTROY SOME OF THESE THINGS THAT YOU THINK ARE GONNA HAPPEN HERE.
YEAH, AND I THINK WHAT WE TRIED TO HIGHLIGHT IS THE POSITIVE IMPACTS, UH, ON THE, ON THE FLOODING CONCERN WITH THE TRAILS ARE ONLY, OUR MINIMUM IS EIGHT FOOT WIDE TRAILS.
AND SOME OF THAT WHICH WE HIGHLIGHTED WITH THE WETLAND PROTECTION AREAS WOULD SERVE AS SOME OF THAT OPPORTUNITY FOR STORMWATER, UH, ABATEMENT.
IT WOULD HIGHLIGHT OR AT LEAST PRESERVE SOME OF THOSE AREAS ALONG THE CREEK.
UH, AGAIN, THERE IS OPPORTUNITIES FOR TRAIL CONNECTIONS, BUT IT, IT'D BE MINIMAL IMPACT, UH, AND A POSITIVE IMPACT, UH, AS WELL WITH, WITH REGARDS TO CONNECTIVITY.
SO I'VE BEEN ON, I, I LIVE ON THE CREEK IN THE PAST FOR 10 YEARS NOW, SIX TO EIGHT TIMES I'VE SEEN THAT CREEK GO OVER THE BANKS, LIKE OVER THE BULKHEAD AND YOU KNOW, OBVIOUSLY NOT, NOT WITH HURRICANE HARVEY OR ANYTHING, JUST OTHER HEAVY STORMS AND STUFF.
UM, SO I GUESS TWO THINGS THAT I LIKE WHAT YOU GUYS ARE PUTTING LIKE WA LIKE WOODEN WALK PAST AND STUFF.
HAVE YOU GUYS LOOKED AT LIKE THE CONCEPT, HOW MANY TIMES THAT THING HAS LIKE WENT OVER THE BANKS IN TERMS OF CLEAR CREEK GOING OVER? SO IN THE PAST 10 YEARS, I CAN COUNT AT LEAST SIX TO EIGHT TIMES FOR SURE THAT'S PASSED.
SO BEFORE WE PUT THE CITY, IS THE, IS THE CITY WOULD, WOULD THE CITY BE PAYING FOR THIS? UH, IN TERMS OF PROJECT IMPLEMENTATION, I'M SURE IT WOULD BE CITY PARTNERSHIP, UH, OF WHAT THOSE TRAILS WE DID LOOK AT PERMA TRACK.
SO THE BOARDWALK SYSTEM WOULD NOT BE YOUR TYPICAL CONCRETE.
UH, IT'D BE SORT OF AN ELEVATED PORTION OR BOARDWALK PORTION.
SO IT WOULD AT LEAST ALLEVIATE SOME OF THE CONCERNS OF A TRADITIONAL SORT OF CONCRETE TRAIL, UH, SURFACE AREA.
BUT AGAIN, THAT IS SOMETHING THAT IS A CONCERN AS WE LOOK AT IMPLEMENTATION OF THESE PROJECTS IS WHERE DOES FLOOD WATERS GO? HOW OFTEN DOES IT DO THAT? WE DID NOT DO ANY DEEP DIVE INTO HOW OFTEN IT FLOODED.
WE NOTATED IT THAT IT IS A CONCERN AND WE HEARD IT FROM THE PUBLIC THAT IT WAS AS WELL.
SO, AND THEN AS FAR AS LIKE THE LITTLE TRIANGLES AS FAR AS A KAYAK STOP, ARE YOU STOPPING INTO PRIVATE NEIGHBORHOODS OR AND STUFF? I DO NOT BELIEVE THEY'RE PRIVATE NEIGHBORHOODS.
THEY'RE LOCATED ALONG THE CREEK.

SO WE DID HAVE SOME OF THOSE AREAS THAT COULD BE A MINIMAL IN TERMS OF PARTNERSHIP OPPORTUNITIES I BELIEVE IS ALSO A CHURCH LOCATED ALONG, UH, THE CREEK AS WELL.
SO THERE'S SOME PARTNERSHIPS WE DID, WE TRIED TO STAY AWAY FROM THE HOAS AS MUCH AS POSSIBLE, BUT THEN AGAIN, THERE'S STILL LIES AND OPPORTUNITY FOR PARTNERSHIPS WITH THEM AS WELL, UH, INTO THE FUTURE.
