SECTION FOUR, A DIRECT STAFF TO DEVELOP AND PRESENT TO CITY COUNCIL A CLEAR CREEK RECREATION ASSET PLAN OF RECREATIONAL OPPORTUNITIES WITH MULTIMODAL CONNECTIVITY AND ACCESSIBILITY. UH, WITH COM, UH, THROUGHOUT WITH THE PROCESS, WE'VE DONE SURVEYS AND HAD PUBLIC MEETINGS WITH PUBLIC INPUT. UH, AS CHEN HAD MENTIONED, OUR PROJECT PURPOSE AND THE GOAL FOR, FOR THE CLEAR CREEK MASTER PLAN WAS INTENDED TO SERVE AS A POLICY GUIDE, UH, FOR FUTURE LAND USE DEVELOPMENT, CHARACTER MULTIMODAL CONNECTIVITY, AND THEN RECREATION AND TOURISM OPPORTUNITIES ALONG THE CLEAR CREEK. IT'S INTENDED TO SERVE AS A, A LAYOUT AND ORGANIZATION OF PROPOSED AMENITIES AND ENHANCEMENTS ALONG THE STUDY AREA, INCLUDING CITY OWNED PARKLAND. TO PROVIDE A, A BRIEF OVERVIEW OF THE STUDY AREA, UH, WHAT YOU SEE ON THE MAP ON THE SCREEN THERE IN ORANGE REPRESENTS WHAT OUR STUDY AREA ENTAILED. IT WAS PRIMARILY NINE MILES OF THE CLEAR CREEK STREAM, UH, LOCATED WITHIN THE CITY OF LEAGUE CITY FROM BAY AREA BOULEVARD ON THE, ON THE WEST SIDE TO, UH, DAVIS ROAD ON THE EAST SIDE, PRIMARILY WEST OF OF 45 IS BOTH SIDES OF THE CREEK ARE OWNED, UH, OR AT LEAST HAVE JURISDICTION WITHIN THIS LEAGUE. CITY, CITY LIMITS. UH, AND THEN EAST OF 45 SOUTH OF, UH, THE CREEK IS, IS OWNED BY CITY LIMITS, UH, WITHIN THE CITY OF LEAGUE CITY. UH, NORTH OF THAT WOULD BE CITIES OF WEBSTER AND NASSAU BAY AS WELL. SO OUR PROJECT SCHEDULE, WE BEGAN THIS PROJECT, UH, ABOUT EIGHT MONTHS AGO, UH, IN THE, THE SIX TO EIGHT MONTHS AGO IN THE FEBRUARY TIMEFRAME. UH, CON CONDUCTED OVER FOUR PHASES. PHASE ONE BEING SORT OF A PROJECT INITIATION COORDINATION, UH, PHASE TWO, CONDUCTING A DATA COLLECTION, SITE INVENTORY, GOING OUT TO TO CLEAR CREEK TO REVIEW EXISTING CONDITIONS, SEE THE TOPOGRAPHY, SEE THE LAYOUT, UH, SEE THE OPPORTUNITIES, AS WELL AS SOME OF THE EXISTING DEVELOPMENT ALONG THE CREEK, WHICH LED INTO PHASE THREE CONCEPTUAL DEVELOPMENT. LOOKING AT OPPORTUNITIES, UH, AS MENTIONED BEFORE FOR TRAIL CONNECTIVITY ACTIVATION ALONG THE CREEK. AND THEN PHASE FOUR IMPLEMENTATION. WHAT DOES THE IMPLEMENTATION TIMEFRAME LOOK LIKE, AS WELL AS GRANTS OPPORTUNITIES AND, AND FUNDING SOURCES, UH, AVAILABLE TO IMPLEMENT SOME OF THESE PROJECTS. OUR MASTER PLAN, UH, RELATES BACK TO THAT SCHEDULE, AND SO IT'LL ORGANIZE IN OUR FOUR CHAPTERS BEING INTRODUCTION, PUBLIC ENGAGEMENT, RECOMMENDATIONS, AND THEN IMPLEMENTATION, UH, AS WELL. SO THAT'LL, I'LL GO THROUGH EACH ONE OF THOSE HERE TONIGHT. UH, AND PROVIDE A, A BRIEF OR MORE DETAILED OVERVIEW ABOUT ALL, UH, SORT OF PUBLIC FEEDBACK THAT WE DID RECEIVE THROUGHOUT THE, THROUGHOUT THE PROJECT. JUST TO GIVE A LITTLE BIT OF BACKGROUND ABOUT THE EXISTING CONDITIONS ALONG, UH, THE CLEAR CREEK STUDY AREA FROM BAY AREA TO DAVIS ROAD, PRIMARILY, UH, MAJORITY OF SINGLE FAMILY PROPERTY ALONG THE CREEK. THERE ARE, UM, PUBLICLY, UH, OPEN SPACE PARKS AND OPEN SPACE ALONG THE CREEK, WHICH CHALLENGER SEVEN WALTER HALL, CLEAR CREEK NATURE CENTER, AS WELL AS LYNN GRON PARK, UH, AS WELL AS THE, THE KILGORE DAVIS TRACT, UH, AND THEN HERITAGE PARK AS WELL. THERE'S OPPORTUNITY FOR ADVANCE OR ENHANCED CONNECTIVITY FOR WITHIN SOME OF THE PROPOSED DEVELOPMENTS, THE FLYAWAY DEVELOPMENT AND RIVERBEND AT, AT CLEAR CREEK POINT WHERE TWO, UH, OF THE SORT OF ONGOING OR EXISTING, UH, DEVELOPMENTS ALONG THE CREEK FOR COMMERCIAL AND RETAIL, UH, DEVELOPMENT. AS YOU CAN SEE ON THE MAP THERE, UH, IT REPRESENTS THE OWNERSHIP. UH, SO PRIMARILY, AGAIN, IT'S PRIVATE OWNERSHIP ALONG THE CREEK, BUT THERE ARE OPPORTUNITIES TO COORDINATE WITH HARRIS COUNTY, GALVESTON COUNTY, UH, WHO WERE ALSO INVOLVED AS A FOCUS GROUP MEMBER PARTICIPANTS, UH, AND PROVIDED FEEDBACK ON OUR PLAN RECOMMENDATIONS AND EXISTING CONDITIONS ANALYSIS. AND IT IS, UH, AS WELL AS THE I S D UM, INDEPENDENT [00:05:01] SCHOOL DISTRICT. WERE ALSO INVOLVED IN OUR PLANNING PROCESS AS WELL, AND HAS SOME PROPERTY LOCATED ALONG THE CREEK, UH, AS WELL. SOME OF THE ENVIRONMENTAL CONSTRAINTS, AS YOU CAN SEE REPRESENTED ON THE MAP IS THE 500 AND 100 YEAR FLOOD PLAN, AS WELL AS IN SOME OF THE WETLANDS, UH, AND EXISTING ENVIRONMENTAL CONSTRAINTS, WHICH WE DID TAKE INTO ACCOUNT. AND YOU'LL SEE THAT FURTHER IN OUR PRESENTATION HERE OF HOW WE ALLUDED BACK TO THE WETLANDS AND ENVIRONMENTAL CONSTRAINTS THAT YOU SEE HERE IN HOW CAN WE ENHANCE SOME OF THOSE, UH, THROUGHOUT THE, THROUGHOUT THE CLEAR CREEK STUDY AREA AS WELL. I FORGOT TO MENTION AT THE VERY BEGINNING IF THERE ARE ANY QUESTIONS, I'M GOING FAIRLY QUICKLY THROUGH MOST OF THIS INFORMATION, BUT IF THERE'S ANY QUESTIONS, FEEL FREE TO LET ME KNOW OR FEEL FREE TO FEEL FREE TO ASK AS WE GO THROUGH IT AS WELL. IN REGARDS TO CONNECTIVITY, AS, AS CHEN HAD ALLUDED TO, AND THE GOALS AND THE PURPOSE OF THIS PLAN IS TO SORT OF LOOK AT CON CONNECTIVITY TRAIL OPPORTUNITIES ALONG THE CREEK. UH, WHAT YOU SEE ON THE MAP THERE IS THE 2017 PARKS AND TRAILS. UH, OPEN SPACE MASTER PLAN ALIGNMENTS IS REPRESENTED, REPRESENTED IN PINK AND PURPLE, AND THEN SOME OF THE EXISTING TRAIL ALIGNMENTS OUTSIDE OF, OF LEAGUE CITY AS WELL AND SOME OF THE OTHER JURISDICTIONS. THE ORANGE REPRESENTS THE EXISTING CLEAR CREEK PADDLE TRAIL, UH, ALONG THE CREEK, AND THEN PROPOSED EXTENSION OF THAT FURTHER FURTHER EAST. UH, AS WE WERE STARTING OUR PROCESS FOR LOOKING AT, UH, YOU KNOW, WHAT TO DO, UH, WITH RECOMMENDATIONS OR WITHIN OUR STUDY AREA OF THE CLEAR CREEK MASTER PLAN, WE REFERENCED BACK TO THE 2017 PARKS AND OPEN SPACE MASTER PLAN, AS WELL AS OTHER PREVIOUS PLANS THAT HAD BEEN CONDUCTED, NOT ONLY WITHIN THE CITY, BUT ALSO PARTNER AGENCIES, UH, ALONG THE CREEK. YOU CAN SEE THERE ON THE BOTTOM OF THAT SCREEN REPRESENTS THE FOUR, UH, FOUR OF THE PREVIOUS PLANS THAT WE DID DO, UH, SOME RESEARCH ON AND SORT OF REFERENCE THEIR RECOMMENDATIONS WERE THE RECOMMEND RECOMMENDATIONS STILL APPLICABLE, UH, TO OUR STUDY AREA, AND THEN HOW CAN WE FURTHER COORDINATE WITH THOSE ENTITIES FOR, UH, POSSIBLE TRAIL IMPROVEMENTS OR RECREATION OPPORTUNITIES. WITH WHAT YOU SEE ON THE MAP IS IN 2017, 80% OF THE SURVEY RESPONDENTS, UH, INDICATED, YOU KNOW, WILDLIFE CONSERVATION OBSERVATION AREAS AS WELL AS SHARED USE PATH TRAILS AND PASSIVE RECREATION OPPORTUNITIES WAS SOMETHING THAT THEY WOULD LIKE TO SEE ON ALONG CLEAR CREEK. SO YOU CAN SEE THERE, BACK IN 2017, THERE WAS STILL AN EMPHASIS ON AN OPPORTUNITY, WHAT COULD HAPPEN ALONG, ALONG CLEAR CREEK, AND WE'VE HOPED WE'VE ADDRESSED SOME OF THAT IN IN THE 2017 PLAN AS WELL AS EXPOUNDED ON IT. UH, EVEN FURTHER. AS PART OF OUR, OUR PROCESS, AS I ALLUDED TO EARLIER, PHASE TWO INVOLVED A A DEEP DIVE INTO COMMUNITY ENGAGEMENT, UNDERSTANDING WHAT THE COMMUNITY RESIDENTS WANTED TO SEE ALONG, UH, CLEAR CREEK AS WELL AS OPPORTUNITIES FOR ADDITIONAL IMPROVEMENTS. WE HELD THREE OPEN HOUSE PUBLIC MEETINGS. UH, THOSE WERE CONDUCTED BETWEEN MARCH TO JULY, UH, AS WELL AS WE COORDINATED WITH THE PARKS BOARD MEETING OR PARKS BOARD. UH, AND THEN HELD HAD TWO COMMUNITY SURVEYS THAT WERE GOING ON AT THE SA AT AT THE BEGINNING OF OUR PROJECT TO UNDERSTAND NEEDS. ONE WAS A CITY LED COMMUNITY SURVEY, AND THEN ANOTHER ONE WAS THE E T C STATISTICALLY VALID SURVEY. BOTH OF THOSE SURVEYS DID GARNER 600 SURVEY RESPONSES THAT WE WERE ABLE TO UTILIZE AND INFORM OUR RECOMMENDATIONS MOVING FORWARD. WE ALSO HAD SEVERAL FOCUS GROUP MEETINGS, A SERIES OF TWO FOCUS GROUP MEETINGS, ONE WITH CITY INTERDEPARTMENT INTERDEPARTMENTAL, UH, MEETINGS AND STAFF. AND THEN WE HAD A PARTNER AGENCY MEETINGS. AND THAT PARTNER AGENCY GROUP CONSISTED OF, UH, AGENCIES SUCH AS THE GALVESTON BAY ESTUARY FOUNDATION, GALVESTON BAY FOUNDATION, UH, H G A C, AS WELL AS OTHER ENTITIES, UH, THAT HAD SOME JURISDICTION ALONG THE CREEK OR WERE PERTINENT TO THE CONVERSATION OF WHAT COULD AND COULD NOT HAPPEN, UH, ALONG THE CREEK AS WELL. JUST SOME OF THE FEEDBACK THAT WE RECEIVED, UH, FROM THE OPEN HOUSE, OUR FIRST OPEN HOUSE, AND YOU CAN SEE SORT OF THE PRIORITY BOARDS. AND WHAT WE HAD THERE, UH, REPRESENTED AT THE FIRST PUBLIC MEETING WAS SORT OF WHAT, WHAT, WHAT DO RESIDENTS WANT TO SEE? AND THAT WAS THE MAIN POINT OF THAT FIRST PUBLIC MEETING WAS TO, TO GET AN UNDERSTANDING OF WHAT RESIDENTS WOULD LIKE TO SEE A MAJORITY OF RESIDENTS, AS YOU CAN SEE REPRESENTED ON THIS SCREEN. SOME OF THOSE QUESTIONS THAT WE ASKED OF WHAT WERE THE PRIORITIES, WHAT WOULD RESIDENTS LIKE TO SEE, WHY DO THEY NOT GO TO CLEAR CREEK RIGHT NOW? SOME OF THE REASONS THEY DON'T GO TO CLEAR CREEK 'CAUSE THEY DON'T EVEN KNOW IT'S ACCESSIBLE. THEY DON'T KNOW WHERE TO ACCESS THE CREEK. SO YOU CAN SEE FURTHER ON ONCE WE GET TO RECOMMENDATIONS OF HOW SIGNAGE AND WAYFINDING CAN HELP IMPROVE THAT, AS WELL AS THE ACTIVATION, WANTING TO SEE MORE PASSIVE AND ACTIVE RECREATIONAL USES ALONG THE CREEK. IN OUR SECOND OPEN HOUSE, WE BUILT OFF OF THE FIRST PUBLIC MEETING THAT WE RECEIVED IN REGARDS TO EXISTING CONDITIONS, WHAT RESIDENTS WOULD LIKE TO SEE AND SORT OF CAME THROUGH THAT MEETING WITH CONCEPTUAL RECOMMENDATIONS. SO THIS WAS AT A VERY HIGH LEVEL, JUST TAKING THE FEEDBACK THAT WE RECEIVED FROM THE FIRST MEETING AS WELL AS THE COMMUNITY SURVEYS AND CAME UP WITH SORT OF PROPOSED RECOMMENDATIONS. THIS INVOLVED NOT ONLY TRAIL CONNECTIVITY OPPORTUNITIES, BUT ALSO LOOKED AT SPECIAL PARK AREA PLANS, UH, WHICH WE'LL GO INTO DETAIL A LITTLE BIT FURTHER. AT THE FIRST PUBLIC MEETING WE HAD ABOUT 40 COMMUNITY RESIDENTS. IN THE SECOND PUBLIC MEETING, WE HAD APPROXIMATELY 60 COMMUNITY RESIDENTS PROVIDING FEEDBACK. BOTH OF THOSE WERE OPEN HOUSE [00:10:01] STYLE MEETINGS WITH THE PRESENTATION AND ENGAGEMENT BOARDS, UH, FOR PEOPLE TO PROVIDE COMMENT AND FEEDBACK. AND THEN OUR LAST PUBLIC MEETING WAS HELD JUST ABOUT TWO WEEKS AGO, JULY 27TH, UH, WHICH WE PRESENTED OUR FINAL RECOMMENDATIONS AND IMPLEMENTATION PLAN, UH, MOVING FORWARD. AND JUST TO GO INTO A LITTLE BIT OF A DEEPER DIVE INTO THE COMMUNITY SURVEY RESULTS, ONE OF THE QUESTIONS THAT WE DID ASK WAS, YOU KNOW, WHAT'S THE PRIMARY PURPOSE FOR, FOR VISITING CLEAR CREEK? UH, WHAT WAS STATED TO US WAS PRIMARILY ACTIVE AND PASSIVE RECREATION WAS ONE OF THE MAIN REASONS WHY CURRENT CITY RESIDENTS VISIT CLEAR CREEK, UH, WHY THEY WOULD LIKE TO VISIT CLEAR, CLEAR CREEK AS WELL. WHEN ASKED ABOUT ONE OF THE THREE REASONS THAT PEOPLE DON'T VISIT, AGAIN, IT WAS RELATED TO LACK OF FACILITIES AND LACK OF, OF CONNECTIVITY. YOU CAN SEE BETWEEN ON THESE ON THE TABLE REPRESENTED HERE IS SOME SORT OF COMPARISON BETWEEN THE CITY COMMUNITY SURVEY AND THEN THE E T C STATISTICALLY VALID SURVEY, WHICH YOU, AS YOU SEE, THERE'S SIMILAR RESPONSES BETWEEN THE TWO THAT WE INCORPORATED, UH, INTO OUR OVERALL RECOMMENDATIONS, UH, MOVING FORWARD. AND THEN THE THIRD QUESTION THAT WE ASKED IN BOTH THE, THE PUBLIC MEETING AS WELL AS IN THE COMMUNITY SURVEY WAS, WHAT WOULD YOU LIKE TO SEE MORE OF? UH, YOU CAN SEE RANKED PRETTY HIGH WAS THE BOARDWALK, UH, AND TRAIL CONNECTIVITY AS WELL AS PRESERVATION, UH, OF EXISTING RESOURCES AS WELL. AND THEN THIS SAME SIMILAR QUESTION WAS ASKED IN 2017. SO IF WE LOOK AT SOME OF THE COMPARISON BETWEEN 2017 AND THEN 2023, CLEAR CREEK MASTER PLAN OF WHAT, UH, IMPORTANCE OF, UH, THE FOLLOWING IMPROVEMENTS ALONG CLEAR CREEK. AGAIN, SOME OF THEM RELATE BACK TO WILDLIFE PRESERVATION, TRAIL CONNECTIVITY, MAINTENANCE, AND THEN MULTI-JURISDICTIONAL COORDINATION. SOME OF THOSE KEY THEMES THAT WE TOOK AWAY, NOT ONLY FROM THE PUBLIC MEETINGS BUT ALSO THE COMMUNITY SURVEYS, WAS PRESERVATION AND CONSERVATION OF WILDLIFE HABITATS, WALKING VIKING AND TRAIL CONNECTIVITY SAFETY FOR ALL USERS, THE LACK OF PUBLIC ACCESS, UH, AND CONNECTIVITY INCREASED AND IMPROVED AMENITIES, UH, AND ACTIVITIES AND PROGRAMMING BOARDWALKS AND IMPROVED KAYAK LAUNCHES, MULTI-JURISDICTIONAL COORDINATION, AND THEN INCREASED MAINTENANCE OF FACILITIES ALONG THE, ALONG THE CREEK. SO GOING INTO SORT OF VISION AND GOALS, UH, AND SORT OF HOW WE FRAMED, UH, YOU KNOW, THE GRAND VISION, WHAT, WHAT DO WE WANT CLEAR CREEK TO BECOME? AND THIS ONE WAS, UH, SORT OF REFERENCING BACK TO THE COMMUNITY OUTREACH, THE FEEDBACK THAT WE HEARD FROM THE RESIDENTS AS WELL AS THROUGH THE COMMUNITY SURVEY. AND WE, WE CAME ACROSS SORT OF THIS VISION FOR CLEAR CREEK, THAT IT'S A REGIONAL DESTINATION KNOWN FOR ITS VARIETY AND BALANCE OF, OF HABITAT PRESERVATION AND NATURAL RESOURCES PAIRED WITH WELL CONNECTED HIGH QUALITY RECREATIONAL AMENITIES OVERALL, THREE GOALS TO SUPPORT THAT VISION GOAL, ONE BEING ACTIVATION. SO TO CONTINUE TO ACTIVATE CLEAR CREEK WITH SAFE PUBLIC ACCESS TRAILS PROGRAMMING AND PARKLAND WHILE MINIMIZING ENVIRONMENTAL IMPACTS. THE SECOND GOAL OF CONNECTIVITY IMPROVED MULTIMODAL ACCESS TO CLEAR CREEK WITH ADDITIONAL ENHANCEMENTS TO SIGNAGE AND WAYFINDING ALONG THE CREEK. GOAL THREE, PRESERVATION, UTILIZE EXISTING NATURAL RESOURCES TO ENHANCE THE BIODIVERSITY AND VIABILITY OF THE CREEK OF CLEAR CREEK ECOSYSTEM FOR FUTURE GENERATIONS TO ENJOY. AND AGAIN, YOU CAN SEE HOW OUR KEY THEMES RELATE TO THESE GOALS. SO, UH, WITH MULTI-JURISDICTIONAL COORDINATION, UH, WALKING AND BIKING AND TRAIL CONNECTIVITY, AS WELL AS INCREASED MAINTENANCE, UH, AND PRESERVATION, YOU CAN SEE HOW EACH ONE OF THOSE KEY THEMES RELATE BACK TO EACH OF THESE THREE GOALS, WHICH IS SOMETHING WE SORT OF WANT TO HIGHLIGHT OF HOW WE TOOK THE COMMUNITY FEEDBACK, TOOK THE KEY THEMES THAT WE HEARD FROM THE PUBLIC MEETING AND COMMUNITY SURVEYS AND REALLY RELATED IT INTO THIS VISION AND GOALS THAT YOU SEE HERE BEFORE YOU AS PART OF OUR PLAN. THESE GOALS ARE SUPPORTED BY OBJECTIVE STRATEGIES AND ACTION ITEMS, AND WE'VE LISTED, UH, OUR OBJECTIVES ON THE SCREEN THAT SUPPORT THE GOALS. AND THEN, UH, IN OUR FINAL REPORT, WE HAVE THE STRATEGY AND ACTION ITEMS THAT ARE ASSOCIATED WITH EACH ONE OF THOSE. EACH ONE OF THOSE GOALS HAVE THEIR OWN SET OF STRATEGIES AND ACTION ITEMS. MOST OF THEM ARE CODEPENDENT ON, ON ONE ANOTHER. UH, AS YOU HAVE ACTIVATION, IT WILL MORE THAN LIKELY PROMOTE CONNECTIVITY AND THERE WILL BE OPPORTUNITIES FOR PRESERVATION AND ENHANCEMENT ALONG THE CREEK AS WELL. SO WHEN WE GET INTO TO THE OPPORTUNITIES AND BUILDING ON THE OPPORTUNITIES AND HOW WE, AGAIN, SORT OF AN EXAMPLE OF WHAT OUR REPORT LOOKS LIKE. UH, HERE ON THE SCREEN YOU CAN SEE REPRESENTATIVE, HOW WE LAID OUT THE REPORT, THE GOAL, THE OBJECTIVE, AND SOME OF THE GREATER DETAIL INTO EACH ONE OF THE STRATEGIES AND ACTION ITEMS THAT WE PUT FORTH. LOOKING AT THE OPPORTUNITIES AND WHAT WE HEARD FROM THE COMMUNITY IN REGARDS TO TRAIL CONNECTIVITY, PRESERVATION, AS WELL AS ENHANCEMENT OF EXISTING FACILITIES, WE PROPOSED TWO MILES OF ELEVATED BOARDWALKS, 21 MILES OF HIKE AND BIKE TRAILS. SEVEN ADDITIONAL KAYAK LAUNCHES. UH, OBSERVATION AREAS, OVERLOOK OBSERVATION AREAS, AS WELL AS IMPROVED BOAT LAUNCH AREAS, SIGNAGE AND WAYFINDING IN THE PROPOSED, UH, WETLAND PROTECTION AREAS WITH THOSE TWO MILES OR TWO MILES OF ELEVATED BOARDWALKS AND 21 MILES OF HIKE AND BIKE TRAILS. THOSE ARE REPRESENTED IN, IN ORANGE ON THE MAP THERE. AND THOSE ARE CONSISTENT WITH THE 2017 PARKS AND, AND OPEN SPACE, UH, MASTER PLAN AS WELL AS PROVIDE CONNECTIVITY TO THE EXISTING [00:15:01] TRAIL SYSTEM WITHIN LEAGUE CITY. WE PRIMARILY FOCUSED ALONG THE CREEK, BUT YOU CAN SEE THERE ARE SOME EXTENSIONS THAT PROVIDE CONNECTIVITY TO THAT EXISTING TRAIL NETWORK AS WELL. ALLUDING BACK TO WHAT THE RESIDENTS WANTED TO SEE WITH ENHANCED CONNECTIVITY, WANTING TO BE ABLE TO ACCESS THE CREEK, UH, HAVE MORE ACCESSIBILITY TO THE CREEK WITH THE SEVEN ADDITIONAL KAYAK LAUNCHES ALONG THE CREEK. THIS WAS ONE THING THAT, UH, WE SAW IN OTHER AREAS AND WE HIGHLIGHTED THE OPPORTUNITY THAT CLEAR CREEK HA OR THAT LAKE CITY HAS ALONG THE CLEAR CREEK TO PROMOTE KAYAK, UH, OPPORTUNITIES, PROMOTE, UH, MORE, UH, KAYAK LAUNCHES ALONG THE CREEK. SO WE PROPOSED SEVEN ADDITIONAL KAYAK LAUNCHES AND THEN REST AREAS REALIZING THAT NOT EVERYONE CAN GO FROM POINT A TO POINT B, UH, ALONG THE CREEK. SO PROPOSED REST AREAS WOULD BE MORE OF A TIE OFF POST THIS, THERE COULD BE EDUCATIONAL SIGNAGE ASSOCIATED WITH THOSE TIE OFF POSTS AS WELL. THESE WOULD BE AWAY FROM THE CENTER LINE OF THE CREEK AND WOULD PROVIDE AN OPPORTUNITY FOR THOSE TO PROVIDE RESPITE OR, UH, SORT OF BE WITHIN NATURE, UH, ALONG THE CREEK AS WELL. THE SIGNAGE AS MENTIONED BEFORE, PEOPLE NOT KNOWING HOW TO EVEN ACCESS THE CREEK OR WHERE THERE WAS ACCESS OPPORTUNITIES. THIS SIGNAGE AND WAYFINDING REPRESENTED ON THE SCREEN THERE IN THE DOTS AND ORANGE AND RED. UH, THERE REPRESENT SORT OF THE OPPORTUNITIES THAT THE LEAGUE CITY CAN IMPLEMENT SOME ADDITIONAL SIGNAGE AS WELL AS TIE INTO THEIR EXISTING SIGNAGE, UH, NETWORK WITHIN THE CITY TO PROMOTE SORT OF ACCESS TO THE CREEK WHERE THERE'S OPPORTUNITIES TO ACCESS THE CREEK AND THEN WHAT YOU CAN DO AT THE PARK SITES, UH, ALONG THE CREEK AS WELL. AND THEN WHAT, AS WE WERE LOOKING AT SORT OF GOING BACK TO THE GOAL OF PRESERVATION, UH, WANTING TO PROPOSE SORT OF WETLAND PROTECTION AREAS. AND THESE ARE AREAS THAT WERE PRIMARILY PUBLICLY OWNED PARCELS OR PARCELS THAT WERE UNDEVELOPABLE DUE TO FLOODPLAIN RESTRICTIONS OR WETLAND, UH, WETLAND, UH, CONSTRAINTS. AND SO THESE WOULD BE AREAS IN WHICH, UH, WE WOULD PROPOSE TO HAVE THAT MORE ENHANCED PRESERVATION OPPORTUNITIES, UH, WITHIN OR ALONG THE CREEK THERE. SOME OF THEM ARE, UH, OR MOST OF THEM ARE PUBLICLY, UH, OWNED PROPERTY OR THEIR PROPERTY THAT'S, UH, CURRENTLY UNDEVELOPED, THAT WHENEVER IT DOES GO INTO DEVELOPMENT, THERE'LL BE OPPORTUNITIES TO WORK WITH THE DEVELOPER TO PRESERVE THAT AREA ALONG THE CREEK FOR PRESERVATION AND ENHANCEMENT OPPORTUNITIES. THIS JUST SHOWS SOME OF THAT, WHAT WE MEAN BY THE TRAIL CONNECTIONS, WHAT WE MEAN BY BOARDWALKS, WHAT WE MEAN BY THE ADDITIONAL CONNECTIVITY AND OVERLOOK AREAS ALONG THE CREEK. THESE, AGAIN, ARE REPRESENTATIVE IMAGERY OF WHAT A BOARDWALK, UH, COULD LOOK LIKE, WHAT THAT, UM, YOU KNOW, THE SIDEWALK AND TRAIL CONNECTIVITIES COULD LOOK LIKE AS WELL. AND THEN WE ALSO SORT OF HIT ON SORT OF THE OVERLOOK AREAS, THE, THE BUOYS AND, AND ADDITIONAL SIGNAGE AND THEN THE KAYAK LAUNCHES, A D A ACCESSIBLE KAYAK LAUNCHES. AND THEN EXISTING, UH, THOSE ARE IMAGES OF EXISTING PRESERVATION THAT'S OCCURRING IN THE GALVESTON BAY AREA THAT COULD ALSO BE PROMOTED, UH, ALONG THE CREEK AS WELL. AND THEN HERE REPRESENTS SOME OF THE ADDITIONAL SIGNAGE THAT CAN BE CONSIDERED. THERE CAN BE SIGNAGE ALONG THE CREEK AS WELL AS SIGNAGE THAT, UH, PROVIDES OPPORTUNITIES TO CONNECT TO THE CREEK. AGAIN, AS YOU SEE ON THE LOWER LEFT THERE, THE SCREEN REPRESENTS SOME OF THE EXISTING SIGNAGE THAT THE CITY'S PARK SYSTEM ALREADY HAS. IT'D BE AN OPPORTUNITY TO BUILD OFF OF THAT, UH, PARK SYSTEM OR PARK SIGNAGE SYSTEM AS WELL. SO AS A, AS MENTIONED BEFORE AS PART OF OUR PROCESS, WE DID LOOK AT THREE SPECIAL PARK AREAS, UH, FOR CONSIDERATION. THESE SPECIAL PARK AREAS WERE CONSIDERED, YOU KNOW, ALONG THESE FOLLOWING CRITERIA OF WAS IT DIRECTLY ADJACENT TO THE CREEK? DID IT HAVE EXISTING NATURAL LANDSCAPE WITH PUBLIC INTERESTS? WERE THERE CONNECTIVITY OPPORTUNITIES? DID IT HAVE EXISTING PUBLIC STREET OR EASEMENT AS ACCESS? AND THEN WAS IT A CITY OR PUBLICLY OWNED PARCEL? SO ALONG THE CREEK WE IDENTIFIED THREE AREAS THAT MET THAT CRITERIA AND WERE MOVED FORWARD INTO SORT OF A, A SPECIAL DESIGN, OR AT LEAST GIVEN A LITTLE BIT MORE DETAIL INTO THE OPPORTUNITIES AT THESE PARTICULAR SITES. THIS SITE IN PARTICULAR IS THE HARRIS COUNTY FLOOD CONTROL OWNED PROPERTY. UH, AS PART, AS I MENTIONED BEFORE, OUR FOCUS GROUP MEETINGS, WE DID HAVE HARRIS COUNTY FLOOD CONTROL INVOLVED IN THOSE MEETINGS AND THEN HAD EXIST EXTENSIVE FOLLOW UP MEETINGS WITH THEM IN REGARDS TO THIS PARTICULAR SITE AND REVISING OUR CONCEPTUAL DESIGN. I THINK WE WENT THROUGH ABOUT THREE DESIGN CONCEPTS WITH THEM OF WHAT COULD WORK WITH THIS SITE. THEY DO THIS IN AREAS ALL THROUGHOUT THE HOUSTON REGION OF UTILIZING THEIR EXISTING OWNED LAND THAT THE HARRIS COUNTY, UH, OWNS AND SORT OF UTILIZES IT NOT ONLY FOR RETENTION OR DETENTION OPPORTUNITIES, BUT ALSO, UH, TRAIL ENHANCEMENT, UH, AND CONNECTIONS THERE. WHAT YOU SEE ON THE SCREEN IS A CONCEPTUAL LAYOUT OF WHAT THIS PARK SITE COULD BECOME TO THE SOUTHEAST. THERE IS LIN GRON PARK. SO THE BEYOND OPPORTUNITY TO BUILD OFF OF THE EXISTING PARK SPACE, UH, THAT THE CITY DOES OWN AND OPERATE, AND THEN PROVIDE CONNECTIVITY TO THIS, UH, EXISTING SITE AS WELL. THE ADDITIONAL SITE WAS MYRTLE PARK AND THIS ONE, UH, THERE WAS SOME EXISTING LANGUAGE EXISTING AGREEMENTS THAT WERE ALREADY IN PLACE. THOSE TWO THAT WE HAD REFERENCED AND THAT THE CITY HAD PROVIDED US DOCUMENTS FOR WAS ONE WAS THE PURCHASE OF [00:20:01] THE PROPERTY AND THEN THE GENERAL LAND OFFICE AGREEMENT. YOU CAN SEE IN THE LANGUAGE THERE AND WHAT WAS REPRESENTED IN THOSE AGREEMENTS OF WHAT COULD BE ON THAT PROPERTY, WHAT COULD BE IMPLEMENTED ON THAT PROPERTY. PRIMARILY BOTH OF THE LANGUAGES IN THE DOCUMENT REPRESENTED SORT OF SOFT TRAIL OPPORTUNITIES, UH, AS WELL AS SORT OF THE PRESERVATION AND, AND SORT OF ENHANCEMENT OF NATURAL RESOURCES. AND THAT'S WHAT'S REPRESENTED ON OUR CONCEPTUAL LAYOUT. THERE IS THE ACCESS FROM THE LANDING BOULEVARD PROJECT. THAT'S THE PRIMARY ACCESS POINT, OR THERE COULD BE AN ALTERNATE ACCESS POINT ALONG THE CENTER POINT, UH, REPRESENTED I BELIEVE IN Q UH, ON THE, ON THE CONCEPTUAL DESIGN THERE THAT WOULD BE, THERE WOULD BE A BRIDGE OVER THE, OVER THE DITCH THERE, A PEDESTRIAN ACCESS BRIDGE OVER THAT, UH, DITCH. AND THEN WE PROPOSED, UH, A SERIES OF TRAIL NETWORKS AND OVERLOOK AREAS ALONG THIS SITE, UH, ALLUDING BACK TO THESE SOFT TRAILS. WHILE WE'VE RECOMMENDED CONCRETE TRAILS WITHIN THIS FOR A D A ACCESSIBILITY REASONS WE AT LEAST WOULD CONSIDER, UH, CONCRETE TRAILS, BUT THERE COULD ALSO BE ADDITIONAL, UH, MATERIALS CONSIDERED FOR THE TRAIL COMPOSITES ALL THROUGHOUT, UH, THE CREEK, NOT JUST FOR THIS PARTICULAR SITE. AND THEN WITH THE KILGORE TRACK, THIS WAS THE THIRD SITE THAT WE CONSIDERED FOR, UH, SORT OF FURTHER DETAILED CONCEPTUAL DESIGN. UH, THIS PROJ OR THIS AREA IS, UH, JUST NORTH, UH, JUST NORTHWEST OF HERITAGE PARK, UH, LOCATED IN THE HISTORIC DISTRICT OF LEAGUE CITY. YOU CAN SEE REPRESENTED ON IN RED. THERE IS ALREADY PHASE ONE OF THE KILGORE TRACK THAT'S ALREADY UNDERWAY BY THE CITY. THIS IS THE PERIMETER TRAIL. WE HAVE BUILT OFF THAT PERIMETER TRAIL PROVIDING ADDITIONAL TRAIL CONNECTIVITIES OR CONNECTIVITY, BOTH, UH, UH, EXISTING TRAILS AND THEN OVERLOOKED, UH, OVERLOOKED AREAS IN THE MIDDLE THERE. UH, JUST AWAY FROM THE TREE CANOPY TO THE EAST IS A PROPOSED DISC GOLF, UH, COURSE THIS WOULD BE A NINE HOLE GOLF COURSE GOES BACK TO THE PROGRAMMING OPPORTUNITIES. HOW CAN WE SUPPORT SORT OF PROGRAMMING ACTIVITY, UH, AND ENHANCEMENT ALONG THESE PARTICULAR SITES, UH, AS WELL. AND AGAIN, SORT OF REPRESENTATIVE IMAGERY OF WHAT WE MEAN BY, YOU KNOW, TRAIL CONNECTIVITY, WHAT WE MEAN BY BOARDWALK AND PROGRAMMING OPPORTUNITIES. THIS SORT OF REPRESENTS WHAT COULD HAPPEN, UH, AS WE LOOK TO SORT OF IN IMPLEMENT SOME OF THESE PROJECTS MOVING FORWARD. AND THEN THIS SHOWS SOME OF THE REPRESENTATIVE, AGAIN, SOME OF THE REPRESENTATIVE IMAGERY IN REGARDS TO PRESERVATION AND ENHANCEMENTS. YOU CAN SEE THERE'S ALREADY WORK ONGOING ALONG CLEAR CREEK AND IN THE GALVESTON BAY AREA, UH, THAT THE CITY COULD COORDINATE WITH OTHER PARTNER AGENCIES ON TO, TO IMPLEMENT MOVING FORWARD AS PART OF OUR OUTREACH EFFORT. AND WHAT WE HEARD FROM PUBLIC MEETING NUMBER TWO WAS SAFETY. SAFETY WAS A BIG CONCERN AS WE START TO LOOK AT PROJECTS AND IMPLEMENTATION OF THESE TRAILS AND ACTIVATION OF THIS PARK SITE. HOW CAN WE MAKE SURE THAT IT'S SAFE FOR EVERYONE TO ACCESS? AND IN ADDITION, YOU KNOW, TO LIGHTING AND THINGS THAT THE CITY, CITY IS ALREADY DOING AT, AT PARKS CURRENTLY. THERE'S ALSO ADDITIONAL ELEMENTS IN TERMS OF SAFETY ON THE WATER. UH, WHAT WE HEARD WAS A LOT OF THE RESIDENTS WERE CONCERNED OF BOATERS AND KAYAKS, THOSE INTERACTING WITH EACH OTHER AS WELL AS THE BOATERS SPEEDING AND MAKING IT UNSAFE, UH, CAUSING ADDITIONAL WAKE ALONG THE CREEK. THERE IS SOME LANGUAGE IN BOTH THE TEXAS PARKS AND WILDLIFE CODE, UH, OF ORDINANCES THAT COULD BE IMPLEMENTED IN REGARDS TO ENACTING, UH, BUOYS AND NO WAKE SIGNAGE. THE CITIES OF NASSAU BAY, UH, SANTA FE OR NASSAU BAY, CORPUS CHRISTI AND FREEPORT HAVE LANGUAGE IN THEIR CODE OF ORDINANCES, UH, THAT HELPS SORT OF ENFORCE THE BUOY AND NO WAKE SIGNAGE ALONG THE CREEK. THIS IS SOMETHING THAT WE RECOMMEND THE CITY WOULD, UH, SHOULD LOOK AT IN REGARDS TO THE CODE OF ORDINANCES. UH, AS WELL AS NASSAU BAY DOES HAVE A MARINE PATROL DIVISION THAT DOES SORT OF, UH, MONITOR, UH, WHICH IS SOMETHING THAT WE ALSO HEARD FROM THE PUBLIC OF EVEN WITH THE NO WAKE SIGNAGE THAT IS CURRENTLY OUT THERE, THE MONITORING OF IT AND ENFORCEMENT OF IT IS IN A WHOLE NOTHER ISSUE. SO THERE'S CITIES IN, UH, ALONG THE CREEK AS WELL AS CITIES IN THE REGION THAT HAVE LANGUAGE IN THEIR CODE THAT HELPS WITH THE ENFORCEMENT, UH, ACTION AND HAS AN OPPORTUNITY FOR, UH, LEAGUE CITY TO MOVE FORWARD WITH THOSE AS WELL. AS WE LOOK AT PHASE FOUR, PHASE FOUR BEING PRIMARILY THE IMPLEMENTATION, WHICH IS, UH, THE SORT OF, SORT OF THE END PROCESS OF THIS, OF HOW WE IMPLEMENT ALL THESE PROJECTS, HOW WE MAKE SURE SORT OF MOVING FORWARD AND WHAT WE TOOK, UH, AWAY FROM THIS. AND WHAT YOU SEE ON THE SCREEN THERE IS, UH, THE TRAIL CONNECTIVITY REAL REALIZING THAT CONNECTIVITY AND ENHANCEMENT OF THE TRAIL SYSTEM IS ONE KEY VITAL, UH, POINT, UH, OF CONNECTION ALONG THE CREEK. WE WENT THROUGH A PRIORITIZATION PROCESS OF THESE TRAILS. WHAT WOULD BE THE TOP PRIORITY TRAILS TO IMPLEMENT, UH, MOVING FORWARD? AND THAT COULD BE, UH, ASSOCIATED WITH THE EXISTING, UH, TRAIL CONNECTION ALL THROUGHOUT, UH, LEAGUE CITY AS WELL. IN OUR REPORTING, AS YOU SEE ON THE SCREEN THERE IS LAYING OUT ALL THE OBJECTIVES AND STRATEGIES. AS MENTIONED BEFORE IN A, IN A TIMEFRAME, WE IDENTIFIED A SHORT, MEDIUM, AND LONG-TERM TIMEFRAME. THIS, THIS WAS CONSISTENT WITH NOT ONLY THE 2017 PARKS MASTER PLAN AND THEIR IMPLEMENTATION TIMEFRAME, BUT ALSO THE PARKS MASTER PLAN UPDATE THAT'S CURRENTLY ONGOING. THE TIMEFRAME THAT YOU SEE HERE, HOPEFULLY [00:25:01] IN THE STRATEGIES MOVING FORWARD, CAN BE INCORPORATED INTO THE PARKS UPDATE. A LOT OF THESE STRATEGIES ARE RELATED TO COORDINATION EFFORTS, SO SOME OF THEM COULD BE STARTED AT, YOU KNOW, IN THE SHORT TERM ONE TO FIVE YEARS AND THEN COULD BE LONG TERM, UH, AS WELL. SO IT COULD BE AN ONGOING, UH, AS WELL AS A ONE-TIME THING AS WELL. AGAIN, WE DID THIS FOR EACH ONE OF THE GOALS, UH, AND AS SORT OF ALLUDED TO IN OUR, IN OUR PLAN, UH, AT THE IMPLEMENT TYPE IMPLEMENTATION TIMEFRAME AS WELL AS THE PARTNER AGENCIES. SO KNOWING THAT LEAGUE CITY CAN'T IMPLEMENT ALL OF THIS THEMSELVES AND THOSE OPPORTUNITIES TO PARTNER WITH OTHER AGENCIES, PARTICULARLY THOSE THAT WERE ON OUR FOCUS GROUP MEETINGS AND PROVIDED DIRECT FEEDBACK ON OUR, ON OUR, NOT ONLY THE EXISTING CONDITIONS ANALYSIS, BUT ALSO THE RECOMMENDATIONS MOVING FORWARD. SOME OF THE OVERALL PROJECT COSTS. AGAIN, THESE ARE ORDER OF MAGNITUDE COSTS AS WE LOOK AT ALL, UH, OF THE PARK, UH, LAYOUT AND OPPORTUNITIES ALONG THE CLEAR CREEK, UH, STUDY AREA. WE DID HAVE, UH, DETAILED COST ASSESSMENTS FOR THE SPECIAL PARK AREAS AND THEN WE HAD SORT OF ORDER MAGNITUDE LENGTH PER MILE FOR THE TRAIL CONNECTIONS. AGAIN, YOU CAN SEE DOWN AT THE BOTTOM LEFT REPRESENTS SORT OF HOW THIS RELATES BACK TO THE 2017 PARKS AND OPEN SPACE MASTER PLAN OF ADDITIONAL TRAIL CONNECTIVITY, ADDITIONAL PARK LAND, UH, ACQUISITION, AS WELL AS, UH, ENHANCEMENT AND MAINTENANCE. SOME OF THE PARTNER AGENCIES, AS I ALLUDED TO EARLIER, SOME OF THESE, UH, REPRESENTED ON THE SCREEN WERE INVOLVED IN OUR FOCUS GROUP MEETINGS, BUT THIS IS SORT OF THE FULL LIST OF WHO IS OUT THERE DOING PRESERVATION, DOING ENHANCEMENT, UH, ALONG CREEKS, UH, OF THIS NATURE THROUGHOUT THE REGION, AS WELL AS THOSE, UH, PARTNER AGENCIES THAT CAN COME TO THE TABLE TO HELP ENACT SOME OF THESE IMPROVEMENTS, UH, IN REGARDS TO TRAIL CONNECTIVITY, SIGNAGE AND WAYFINDING AS WELL. AND THEN GRANT OPPORTUNITIES. RIGHT NOW THERE'S A SLEW OF GRANT OPPORTUNITIES AVAILABLE FOR TRAIL CONNECTIONS AND, AND PARK ACTIVATION AND PARK RESOURCES WE'VE LISTED HERE AND IDENTIFIED IN OUR PLAN WHAT, HOW THESE PROJECTS WOULD RELATE TO EACH ONE OF THESE GRANTS AND WHAT WOULD BE APPLICABLE, UH, TO THIS. AND THIS WOULD BE AN OPPORTUNITY FOR THE CITY TO COORDINATE, UH, WITH THESE ENTITIES AND PARTNER AGENCIES MOVING FORWARD TO HELP IMPLEMENT SOME OF THESE PROJECTS. UM, I'D LIKE TO DO SOMETHING WITH IT EVENTUALLY PUT IT IN THE PLAN. MY, MY ONLY QUESTION I HAVE THOUGH IS, UH, WE'RE TALKING ABOUT PRESERVATION ON SOME OF THE PRIVATELY OWNED LAND. EXPLAIN HOW THAT WOULD WORK. THAT SEEMS LIKE A, LIKE A TAKING WELL THAT WOULD BE A, A COORDINATION OPPORTUNITY WITH THE HOMEOWNERS ASSOCIATION, REALIZING THAT THEY DO MAINTAIN SOME OF THEIR AREAS AND IT IS SORT OF THE PRESERVATION WOULD BE SORT OF AN OPPORTUNITY FOR THE CITY TO WORK WITH THOSE ENTITIES. AGAIN, IT'S SORT OF LAID OUT AS THESE ARE AREAS FOR ENHANCEMENT AND PRESERVATION, UH, AND THE SORT OF COORDINATION EFFORT WOULD BE WITH THE CITY AND THOSE HOAS TO REALIZE WHAT COULD BE DONE IF THERE WERE ANY OPPORTUNITIES THERE AS WELL. YEAH, I MEAN I, I UNDERSTAND THE HOAS. THERE WAS JUST A COUPLE OF PIECES OF PROPERTY THAT WERE, YOU KNOW, PROBABLY PRETTY VALUABLE, LARGER PIECE OF THE PROPERTY ON THE CREEK AND THOSE WERE THE ONES I THOUGHT THAT WOULD BE DIFFICULT TO, I THINK FOR MOST OF THE PRESERVATION AREAS, THE ONES THAT WE HAD IDENTIFIED FOR LARGE PARCELS WERE VACANT. SO AS DEVELOPMENT DOES OCCUR, IT'D BE AN OPPORTUNITY FOR A CITY TO WORK WITH THE DEVELOPER TO PRESERVE THAT OPEN SPACE. AND SOME OF THAT AREA IS ALREADY UNDEVELOPABLE, JUST GIVEN THE FLOODPLAIN CONSIDERATIONS IN WETLANDS. SO IT WOULDN'T EVEN BE AN AREA AGAIN THAT THE DEVELOPER MAY DEVELOP THAT YOU CAN ALWAYS BUILD UP, UH, GIVEN SOME OF THE, UH, CURRENT DESIGN, UH, CRITERIA. BUT THAT WOULD BE ONE THAT, PARTICULARLY FOR THAT LAND, I'M REFERENCING THAT LARGE PARCEL ADJACENT TO CHALLENGER SEVEN IS ONE OF THE LARGE ONES ALONG THE CREEK. THAT ONE'S CURRENTLY VACANT, BUT AS IT GETS DEVELOPED IT COULD BE AN OPPORTUNITY FOR THE CITY TO WORK, UH, WITH THE DEVELOPER. SOME OF THE OTHER LARGE PARCELS WERE PUBLICLY OWNED. I THINK THEIR FEAR IS THAT YOU'RE GONNA INVITE THE, INVITE THE, THE FOLKS INTO THEIR NEIGHBORHOOD OR THE TRAFFIC INTO THEIR NEIGHBORHOOD WITH VERY LITTLE PARKING AND SO FORTH. I MEAN, I I DON'T THINK THAT'S A, UH, A VALID POINT TO THE CITIZENS THAT LIVE THERE. UH, AND THE PARK'S NOT, NOT AN ACTIVE PARK RIGHT NOW. UM, CAN YOU TELL ME OVERALL HOW MUCH THIS IS COST NOW? OR ARE THEY JUST A MIXTURE OF ALL? I THINK IT DEPENDS ON WHAT, WHAT GRANT IT IS YOU'RE GOING AFTER AND WHAT THAT MATCH, UH, WOULD BE AS WELL.
